LAW ENFORCEMENT ARCHIVAL AND REPORTING NETWORK (LEARN) - PILOT

I. PURPOSE
This directive introduces the Law Enforcement Archival and Reporting Network (LEARN) - Pilot Program

II. LAW ENFORCEMENT ARCHIVAL AND REPORTING NETWORK (LEARN)


A. The LEARN system provides Department members with access to automated license plate
recognition (ALPR) technologies databases. ALPR functions to capture an image of a vehicle's
license plate, transform that image into alphanumeric characters, compare the plate number to one or
more databases of vehicles of interest, and alert the member when a vehicle of interest has been
observed.
B. The program provides designated Department members with the ability to query license plate reader
data, create reports, and use analytic tools, such as mapping capabilities, and overlay license plate
reader data with other data sets for enhanced investigations.

III. SCOPE
The pilot program is:

A. effective beginning 10 September 2013 and will continue until further notice.
B. operational in designated Department bureaus.
C. under the command of the Crime Prevention and Information Center (CPIC).

IV. HOT LIST MANAGEMENT


A. Using the LEARN system, Department members may create and access any variety of reports and
lists of vehicles of interest known as "hot lists."
B. Hot lists may include, but are limited to, license plate numbers of stolen vehicles, vehicles owned or
associated with wanted or missing persons, vehicles suspected of being involved in criminal activity,
and for any other legitimate law enforcement purpose.
C. The purpose of the hot list is to alert Department members that a vehicle displaying a license plate
number included on a hot list has been observed by an ALPR device.

V. PROCEDURES
A. Public Safety Information Technology (PSIT) will:

1. be responsible for any technical aspects of the program.


2. ensure the program is in compliance with all record retention requirements related to
comparable forms of electronic data and imaging systems.
3. conduct training courses specifically designed for the LEARN program.
4. schedule designated members for training.
B. Bureau chiefs, or their designees, will:

1. identify a select number of Department members to function as LEARN operators.

2. submit the names, ranks, star numbers, employee numbers, of the LEARN operators to
CPIC.
C. Authorized LEARN operators will:

1. attend and complete the Department LEARN training program prior to operating the system.
2. utilize the LEARN system following the procedures identified in the LEARN training program,
as well as this directive and any other Department directive and Department Rules and
Regulations.
D. CPIC will:

1. maintain a list of authorized LEARN operators.


2. ensure any authorized LEARN operator has been thoroughly trained in the proper application
and operation of the system prior to use.
3. manage any hot list used or created by Department members to ensure legitimate law
enforcement purpose by way of:

a. restricting any unwarranted hot list queries.


b. routinely conducting audits of queries and hot lists generated by Department
members.

VI. CONFLICT PROVISION


If this directive conflicts with the existing policy concerning the use and dissemination of information, including
but not limited to the policies outlined in Department General Orders and Special Orders, existing Department
directives will take precedence.
