The purpose of this document is to set out the requirements and methods for earthworks. This procedure
contains the requirements and methods for:

5. Responsibilities

5.1 Project Manager

(a). Ensuring that the subject works in coordination with other works with the requirements of Quality Plan &
programme.

(b). Ensuring the full compliance with Company Quality policies and with the requirements of this method
statement.

(c). To ensure that all the equipment required to execute the works according to the construction
programme are available, in good condition, and provide any additional equipment that might be
required.

(d). To co-ordinate with the Construction Manager, Project Engineer, Safety Engineer, Foreman and
Surveyor for a safe and proper execution of the works.

(e). To guide specific attention to all measures in coordination with the safety Officer/Engineer.

5.2 Site Engineer

(a). The Project Engineer will carry out his duties in a manner that will be coordinated by the Project
Manager on a daily basis, and will ensure proper distribution of construction groups.

(b). Ensure area is ready and safe to start the works.

(c). Arrange for required Plant manpower & Equipment’s in arrangement with Project Engineer / Site
Foreman.

(d). Liaise and co-ordinate with the Project Manager to execute the works as per approved drawings.

(e). Co - ordinate with Safety Officer to maintain safe working & proper housekeeping of site all time.

(f). To inform the QC Inspector of the areas ready for inspection and to prepare the RFIA with complete
attachments.

(g). To control disposal of waste excavated material according to the instructions received from the Project
Manager

(h). To be aware of test frequencies related to the activities.

5.3 QA/QC Engineer / Inspector

(a). Ensuring that Consultant/Client inspection requests are implemented.

(b). Compilation of all necessary quality control checklists

(c). Assisting Consultant/Client during the Inspections.

(d). The control of work performance by means of checking the work before Consultant/Client inspection
and issuing RFIAs & punch lists as necessary.

(e). Completion of documentation to verify the work performed.

(f). Controlling all inspection activities on-site in line with ITPs.

(g). Ensuring that all test equipment including surveying equipment is calibrated and is suitable for use on-
site.

5.4. Surveyor

(a). To establish benchmarks from agreed reference points, provide required setting out and level markings
and follow up with regular checks.

(b). Co-ordinate with the Site Engineer / Foreman and ensure the approved shop drawings/construction
drawings will be implemented properly.

(c). Maintain survey details and reports, periodically check the progressing works and advise the Project
Manager of any deviation from the drawings.

5.5 HSE Engineer/Officer

(a). To have latest revision of drawing on site all times.

(b). To ensure implementation of all safety measures related to the nature of works being carried out, and in
accordance with the Project Safety Plan.

(c). To ensure that all the persons involved in the works are aware of their responsibilities, and that they
have enough understanding of the safety procedures.

(d). The Safety Officer will report directly to the Project Manager, who will ensure that all the recommended
safety measures are implemented and maintain safe working on the site.

(e). To maintain continuous inspections of the site activities, advise and train persons on a daily basis to
prevent accidents and personnel injury.

(f). To give special concern to housekeeping, and ensure that the site is maintained clean and tidy.

(g). To ensure all the relevant safety sign boards for different works are in place.

5.6 Foremen/ Works Supervisor

(a). Ensure the works are progressed in the sequence as agreed with the Site Engineer.

(b). Ensure ready mix concrete ordered from the approved supplier is delivered on time and with sufficient
quantity for continuous casting of the planned pour.

(c). Liaise with the Project / Site Manager for the allocation of the work force, ensuring adequate manpower
is available.

(d). Liaise with the site manager to ensure all the required plant / materials are available to construct the
works.

(e). Full time supervision will be required to ensure the works are progressing to the latest approved for
construction drawings and specification.

7. Procedure

7.1 General Procedure Matters

(a). Upon formal receipt of construction approval from the Engineer, setting out for the sewer lines will be
carried out by the Contractor’s Surveyor, which will be agreed with the Engineer’s Surveyor before
proceeding with any permanent work.

(b). Any obstruction observed during site inspection will be recorded and photographed and confirmed in
writing for reference and records.

(c). Following the issuance of the notices of intent to all the concerned authorities, we shall liaise with the
Engineer to accurately record the conditions of existing site conditions, wherever necessary.

(d). Shop drawing for the drain will be prepared and approved by Engineer prior to start the actual work.

(e). Work will proceed in the event the proposed drain is unaffected by obstruction.

(f). In the event of obstruction conflict of any kind, necessitating relocation outside the allocated drain
reserve, the necessary permission for such relocation will be acquired by the Engineer.

(g). Prior to dewatering, necessary approval will be obtained from the concerned authorities prior to
discharge in existing system.

(h). Written inspection requests will be given to the Engineer/Inspectors for approval of various stages of
work, such as –

1. Setting out
2. Excavation & formation
3. Concrete Blinding
4. Formworks Installation
5. Reinforcement Installation
6. Concrete Pouring
7. Backfilling and compaction

7.2 Site preparation and setting-out

(a). Setting out shall be carried for the purpose of positioning various infrastructures in their right position
prior to excavation works.

(b). TBM shall be established by the Surveyor for the purposes of his works.

(c). The Client’s Engineer shall approved and confirm the control points before works begins.

7.2 Excavation and Ground Stabilization

(a). Excavation works shall be carried out as outlined in the Method Statement for General Excavation and
Earthworks.

(b). The excavation surface shall be clear of loose materials and water.

(c). The Engineer shall inspects the formation level and accept the excavation level before any further
works.

(d). Spread and compact granular road base material to achieve compaction density as approved by the
Engineer.

7.3 Concrete Works

(a). No concrete works shall be carried out till the Engineer approves the subgrade as competent grounds
for subsequent works.

(b). Cast 50mm thick blinding concrete of approved mix

(c). Erect formworks as per approved shop drawings

(d). Install steel reinforcement as per approved shop drawings

(e). Pour concrete

(f). Cure concrete as per approved method

7.5 Backfilling

Backfilling works shall be carried out as outlined in the Method Statement for General Excavation and
Earthworks.

7.6 Compaction

Compaction works shall be carried out as outlined in the Method Statement for General Excavation and
Earthworks.

8. Health, Safety and Environment


A Project Safety Plan shall be submitted to the Client for his approval and implementation on site. All site
works will be executed with regards to the Project Safety Plan as approved.
