"a firm plan" or a "firm desire"

Hello,
are "firm plan" or "firm desire" changable over time? or are they something that cannot change whatsoever
since it is "firm"?

A "firm plan" means we agree when and where and how to do something, such as meet for lunch. It is
expected to happen unless one person notifies the others to cancel or change.

We don't generally speak of "firm desires" but of strong, burning, or passionate desires.

"Firm" plans can and do change quite regularly. However, the word "firm" shows that it is either presently
not expected to change, or that changing it may be difficult.
