3 PURPOSE
The method statement defines the work involved pipe unloading, hauling and stringing for
construction of replacement of 11 kilometres of the Brega – Sidra 34” Gas Pipeline .

The procedure also provides the broad outline as to how the site works shall be executed,
controlled and delivered as per schedule with utmost importance to ensure that Pipeline
construction is performed in accordance with the relevant specifications and drawings
quality, H&S and Environmental requirements.

The purpose of this procedure is to ensure that the pipe transportation from Storage Yard in
Marsa el Brega to the work site has been made according to contract requirements.

4 RESPONSIBILITIES

CONTRACTOR shall be responsible for the execution of Loading , Unloading, Hauling and
stringing. Site works will be performed by experienced persons under the supervision of the
relevant person in charge.
Key personnel responsible for safe and effective execution of the pipe operation will include
but not limited to:

Project Manager (PM):


 Implementation of agreed program dates to specific requirements.
 Ensuring sufficient notices of any works is agrees with COMPANY representative
 Overall responsibility for all construction related activities including HSE on the
Pipeline project
 Ultimate responsibility for Quality Control of materials, construction, components
and methods of construction.
 He must ensure that the works of pegging the Pipeline axis are completed on time,
in accordance with program established with the requirements of the Quality Plan
and HSE Plan.
 To approve this WMS and appoint skilled personnel to ensure compliance.
Construction Manager (CM):
 Planning and acquisition for the labour resources to assist operators.

 Determining plant/equipment required to assist operators.


 Ensuring plant/equipment is in suitable safe working order and
certificated/calibrated as necessary.
 Ensuring that all construction activities are carried out according to quality and
safety requirements.
 Ensure that all the persons involved are familiar with the contents of this WMS.
Project Engineer (PE):
 Execution and implementation of all site activities related to this procedure; prepare
records.
 Prepare necessary daily reports as required by this procedure and offer to QA/QC
Engineer for inspection.
QA/QC Engineer:
 Inspection for pipes before starting loading on trucks
 QA/QC related matters and inspection in line
 Performing controls as defined in the QCP
 Shall correlate the pipe number, heat number written on the pipe.
 In case of detection of non-conformities, he is also in charge of recording their
nature as defined in the control of non-conformities procedure.
HSE Supervisor :
 Monitoring lifting activities to ensure compliance with applicable HSE procedure.
 Assist the Construction Manager with Job Safety Analysis and preparation of the
loading / unloading and stringing safety plan and any required safe work method
statement
 Prohibit handling pipes overhead the people and dragging by ground

Stringing Foreman:
 Verifying the correct execution of stringing operation
 Collaborate with QA/QC Engineer for records
 Monitor the condition and timely inspection of equipment
 Specify pipe stringing places and order for crane operators and riggers

 Allow working only with devices in proper conditions


Rigger:
 Directing the movement of the stringing equipment in a manner as to ensure the
safety of personnel
 Monitoring the load / unload operations
 Responsibility for passing signals to the equipment operator

5 DESCRIPTION OF WORKS

As a first to beginning, the FOREMAN must be present at the pipe handling, loading,
unloading and stringing.
Prior to commencement, all services shall have been located, the safety supervisor must
check if flatbed truck designed for transportation are in proper condition. Truck loading bed
shall be flat and free from any object that can damage the pipes.
QC supervisor must check in addition of the condition and inspection of pipes, that all pipes
marking exist.
Defective pipes shall be marked and positively for return, also non-conformance reports are
filled out for these pipes.

5.1 PIPE HANDOVER


Pipe handover shall take place in COMPANY’s storage area. An inspection will be held by
the CONTRACTOR QA/QC supervisor to report any damages on the pipe prior to moving to
site.
A handover report will be issued, filed and signed between COMPANY and CONTRACTOR,
including the type and quantity of pipes, heat number and thickness and status of pipes.

5.2 LIFTING OF PIPE


The pipe will be lifted using pipe hooks and shackles attached to metal slings. The Pipe Hook
should be placed as deep as possible in the pipe, until it sits firmly in the back end of the jaws,
positioned in such a way as to balance the load when it is being lifted. Lifting steadily is
recommended to allow effective gripping by the Pipe Hooks. The lifting angle is equal to 50
degree. The load should be stably positioned before the Pipe Hooks are removed.
The pipe hooks should be proper working condition with proper padding.

The Pipe Hook Standard comes with a shackle pin. The work should start with removing grease
and dirt from the Pipe Hook and Shackle so the equipment can be checked properly. A visual
check whether the Pipe Hook or shackle shall be performed for any damages .
Soft rubber padding between the pipes shall be used to protect pipe rubbing during traveling.

5.3 TRANSPORTATION OF PIPE:


Transportation from the Yard to and within Site shall carry out in accordance with Safety
requirements as per recommended from Company . All transport trailers shall be conform to
the standards required and shall be fitted with support saddles. According to the diameter of
the pipe and the flatbed width (2.8 meter) , the maximum number of pipes that can be
transported by each truckload is equal to six (6), three pipes should be arranged as a first
layer, the two pipes will be above them and the one remaining pipe in the last layer . All
pipes will be fixed on a wood saddles. Timber shall be properly placed on bed truck to
elevate pipes and prevent steel to steal contact.
Heavy vehicles driving along the ROW should be aware of risks, which can arise from
temporary access. Speed truck should be slow down. Driver should take into account all
change of weather condition and drive safely according to these new conditions. Driver
should be always aware of a danger in hilly sections, especially when driving downhill where
brakes may fail.

5.4 STRINGING:
The truck driver shall enter the area of the ROW to transport pipes from the designated
access roads, or using the ROW as access road. The truck driver shall safely remove the tie
down straps as required during unloading. Lift one length of pipe from the truck and signal
the driver to move forward. At the stringing front, line pipe shall be offloaded individually by
means a crane to unload the pipe from the pipe trucks and to place them above sand bags .
Foreman is responsible for unloading and stringing of pipes at their designated locations
according to drawings .
Contractor will ensure that pipe will be positioned on sand bags to protect the external
coating.
The height of sand bags will be approximately 400mm – 500 mm from ground.

Rolling, dropping, dragging the pipes along the ground shall not be allowed. Pipes shall be
string along pipeline route as per relevant alignment drawings.

Pipes shall not be placed end-to-end but rather parallel to each other and at an angle to the
trench axis. This is necessary in order to carry out the bevel facing operation prior to line up.
The optimum wall-to-wall distance of adjacent pipes will be identified by Contractor Pipe
Fitters and checked by Company Supervisor .

5.5 CONTROL OF STRINGING


 Pipe is strung according to Approved Drawings .
 All pipe movement is logged for traceability and to control stock of pipe.
 Each strung pipe is identified and reported according to traceability system.
 Height above ground is respected.
 All damages are reported.

6 HEALTH, SAFETY & ENVIRONMENTAL

6.1 GENERAL SAFETY


Unloading, Hauling & Stringing operations shall be carried out in accordance with the Project
Health & Safety Plan and contract requirements.
Prior to commencing work, all Contractors employees shall have attended a safety TBT
given by Contractor Safety Supervisor .
The HSE Supervisor has the responsibility to check workers are wearing proper
Personal Protective Equipment (PPE) on site daily.

The item issued to the worker must be periodically inspected and changed if it is
damaged or does not respect the specified conditions:
 Helmet
 Hand Gloves
 Dust Mask (If Required)
 Safety Glasses
 Safety Shoes.
 High Visibility vest.

Safety precautions shall be of paramount importance to prevent any danger to the public and
any operations carried out adjacent to public access shall be closely monitored by the Safety
Department.
During loading Unloading, Hauling and Stringing operations extreme care shall be taken to
provide a safe working environment and to avoid damage of coated pipe.

6.2 EMERGENCY PLAN


Contracto will provide for emergency case all requirements :
- (01) Pick up car for emeregency cases near lifting area
- (01) First Aid kit shall be present with lifting team in case of incidents / first aid .
- Exit Plan to be implemented with Company safety department .

This will ensure that any potential emergencies during lifting ( loading / unloading )
operations and subsequent operations are dealt with Safety Company Requirements .
The emergency plan will include measures for:
Avoiding incidents, such as the release of hazardous materials, which might threaten the
safety of people .
CONTRACTOR recognize that their operations and activities have the potential to give
rise to emergencies and will seek to conduct its operations in such a way as to prevent
harm to its employees.
All drivers and equipment operators will be provided with a detailed Emergency Contact
Number List; this will detail where assistance may be reached when needed, during
personnel movements, loading, unloading and transporting of materials (i.e. Locations
and telephone numbers of Project Manager, Construction Manager , and site supervisor

9 REPORTING

9.1 DAILY ACTIVITY REPORT


The supervisor shall prepare and submit on a daily basis the daily activity report. This sheet shall
contain all correct times worked by the personnel and equipment and show the relevant construction
tasks performed.
This report will be presented to the COMPANY for checking and signature for authorization each day.

9.2 PIPELINE STRINGING REPORT

Line pipe stringing shall record the pipe details together with the location where the pipe has been
strung as described in the Inspection Test Plan (ITP). Stringing activity must be completed and
submitted to QC for approval prior to welding.
