RULES FOR VERIFICATION OF A CREDIT IN THE TREASURY AND ISSUE OF


CONSEQUENT CERTIFICATE OF CREDIT OR NON-CREDIT BY THE TREASURY
1. (a) These rules shall apply only in respect of State Government transactions and not in respect
of Central Government transactions in a State Treasury.
(b) The fees prescribed in these rules shall be charged from individuals and private parties as
distinguished from Government officers and Government departments functioning in official
capacity and for Government purposes.
Presentation of application and payment of charges
Application for the certificate of credit of any amount in the treasury/sub-treasury, as
contemplated in S. R. 62 of M. P. Treasury Code Vol. I, may be presented to the Treasury Officer
concerned in person or by a duly authorised agent of the person who credited the amount or may
be sent by post. Applications shall be made in Form I (appended hereto).
Every application shall be accompanied by a receipted chalan for an amount equal to fee
prescribed for issue of such certificates. Scales of fees are indicated in the Schedule I of the
Rules.
If an applicant desires the certificate to be sent by post he shall state so in his application or in a
subsequent communication and enclose a self addressed envelop bearing the requisite postal
charges sufficient to cover dispatch by registered post.
The aforementioned fees shall be credited by the party directly into the treasury by presenting
the chalan in triplicate. The amount will be credited to the head of account “ LII-Miscellaneous-
Miscellaneous”.
On each application the Treasury Officer shall endorse the date of its receipt and shall initial such
endorsement. The Treasury will maintain a register of applications received in the form appended
hereto (Form II). The application shall be entered in the register in the order in which they are
received.
Preparation and delivery of certificates
Certificates will be prepared within a week from the date of receipt of application. An entry of the
date of preparation of the certificate will be noted under the initial of Treasury Officer in the
register of applications.
Certificates will be delivered to the applicants personally or to their agent, and their
acknowledgment obtained by the treasury. If the certificates are to be sent by post, the same will
be sent under registered cover of which the acknowledgment will be kept on record.

In case it is not possible for the treasury to trace the relevant record which will enable it to issue
the required certificate, the fees will be refunded by the Treasury Officer to the applicant within
one month. The refund will be made on the bill form meant for refund of revenue. However, if the
treasury is able to trace the record but the relevant credit is not traceable there, the Treasury
Officer will issue a certificate that the amount, in question, has not been credited in the treasury
and in such cases, no refund of the application fee will be allowed.

SCALES OF FEES
Rupee 1 shall be charged by the Treasury Officer for verification of credit of each item stated in
the application, to have been credited in the same financial year as in which the application is
presented.
Rupees 2 shall be charged by the Treasury Officer for verification of credit of each item stated in
the application, to have been credited in any financial year preceding the one in which the
application is presented.
