PRESS RELEASE
With the arrest of desperate and dreaded criminals involved in cases of
highway robbery/godown thefts namely (1) Sandeep @ Deepu s/o Gulab Singh
r/o H.No. 108, Gali NO. 12B , Sawatantar Nagar, Delhi.(age-23 years). (2)Raj
Kumar s/o Late Om Prakash r/o Khandani Dwakhana, Bhor Garh, Narela Road,
Near PWD Office, Munim Ji Ka Bagh, Narela, Delhi (age-20 years) (3) Sunil @ Kala
s/o Rattan Singh r/o Village Sannoth, Near Narela Bhawan, Narela Bawana Road,
Delhi and (4) Ragunath (Receiver) s/o Shyam Pal r/o 10578/35-36, Shankar
Gali No.1, Motiya Khan, Delhi ( Permanent Address:- Amuwa, PS Mankha Pur, Distt.
Ghonda, UP), the Outer District Special Staff has busted a gang of hardcore
interstate highway robbers/thieves solving 01 case of truck robbery and 02 cases of
thefts and recovered One robbed Eicher canter no. HR-55K-6890 and 02 heavy load
industrial oil machines worth lacs of rupees recovered.
BRIEF FACTS:
To control the incidents of highway truck robberies/thefts of loaded goods
vehicles in the area of Narela & Alipur, Delhi, a special team comprising Police
officers of Special Staff including SI Surender, HC Surender, HC Yogesh, HC Ashok,
HC Balkishan, HC Devender, HC Jagdish, HC Suresh, HC Rishi Ram, Ct. Hari Chand,
Ct. Harjinder, Ct. Parveen Chhillar, Ct. Rakesh, Ct. Amit, under the leadership of
Insp Puran Pant was constituted under the supervision of Ved Prakash, ACP/Ops..
The dedicated team members were continuously working hard to nab the criminals
involved since last one month. Efforts were also made through all possible sources to
nab the highway robbers.
Further in the intervening night of 28-29-06-2011 when one Eicher canter
No. HR-55K-6890 loaded with heavy industrial oil machines was parked in the
DSIDC Narela, Delhi to unload the machines and the driver was taking rest inside the
cabin, at about 2.45 am 4-5 boys get into the cabin of the canter and captured the
driver. The driver was badly beaten with fist blows. The culprits hijacked the canter
with driver. The driver was shifted in a Mahindera Pick-up and was tied up with rope.
Later he was thrown out in Rai, Sonipat, Haryana. In this regard, a case FIR No.
312/11 u/s 392/34 IPC PS Narela, Delhi is registered. The dedicated team members
also started working hard on this case to nab the culprits. Finally on 04.07.11, the
hard work of the team brought fruitful result and the gang was cracked.
INVESTIGATION/INTERROGATION/MODUS OPERANDI:
On 04.07.11, at about 06.00 pm, a secret information was received by
specially designated team members of special staff, Outer District that the gang of
desperate highway robbers/thieves involved in Narela truck robbery case using
robbed canter are gathering in the Industrial area Mangol Puri, Delhi again to commit
truck robbery. The dedicated members immediately swung into action. The team
members put barricades near Safal Dairy, Mangol Puri Industrial area and started
checking of vehicles. At about 07.15 pm on seeing a canter vehicle the barricades
were narrowed to stop the vehicle. The driver of the canter namely Sandeep @
Deepu s/o Gulab and two other persons namely Raj Kumar s/o Late Om Prakash,
Sunil @ Kala s/o Rattan Singh sitting alongwith driver who tried to flee away were
promptly apprehended by the team, whereas three persons jumped out from back
side of the canter and succeeded in fleeing away ( identified as Ravinder, Inder and
Deepak). The canter was found to be robbed vide FIR No. 312/11 u/s 392/34 IP.
Accordingly all the three apprehended accused persons were arrested u/s
41.1(d)/102 CrPC and investigation was taken up.
All three arrested accused persons disclosed that in addition to committing
robbery reported vide FIR No. 312/11, PS Narela, Delhi, they alongwith their other
associates have committed two more thefts of loaded goods vehicles from Narela
area. Cases vide FIR No. 225/11 & 290/11 PS Narela, Delhi were found to be
registered against the incidents disclosed by accused persons. The arrested accused
further disclosed that the two heavy industrial oil machines worth lacs of rupees
robbed vide FIR No. 312/11, PS Narela, Delhi were delivered to one Ragunath s/o
Shyam Pal r/o Motiya Khan, Paharganj, Delhi. The information disclosed by accused
persons was immediately passed on to PS Narela, Delhi.
On the basis of information passed to PS Narela, Delhi, a team of PS Narela,
Delhi immediately swung into action and apprehended Raghunath s/o Shyam Pal. At
the instance of Ragjunath two heavy industrial oil machines worth lacs of rupees
robbed vide FIR No.312/11, PS Narela, Delhi were recovered. Further hunt of
remaining associates is continued.
PROFILE:
Sandeep @ Deepu s/o Gulab Singh r/o H.No. 108, Gali NO. 12B, Sawatantar
Nagar, Delhi.(age-23 years) is a school dropout and studied up to 9 th standard. His
father is a DTC employee. He is having one sister and one brother. He is unmarried.
1. Raj Kumar s/o Late Om Prakash r/o Khandani Dwakhana, Bhor Garh, Narela
Road, Near PWD Office, Munim Ji Ka Bagh, Narela, Delhi (age-20 years) is
illiterate. His parents died during his childhood. He is having three brothers
and two sisters. His two elder brothers were already expired. He is kahne
bados and sells Ayurvedic medicines. He is un married.
2. Sunil @ Kala s/o Rattan Singh r/o Village Sannoth, Near Narela Bhawan,
Narela Bawana Road, Delhi is illiterate. He is having two brothers and five
sisters. His father is a petty farmer. He is unmarried.
3. Ragunath s/o Shyam Pal r/o 10578/35-36, Shankar Gali No.1, Motiya Khan,
Delhi (Permanent Address:- Amuwa, PS Mankha Pur, Distt. Ghonda, UP). He
is married and having two kids. He is having one brother and one sister. His
father is a farmer. He is studied up to 7th standard. He is previously arrested
in a case of accident. His younger brother deals in metal scrap.

With the arrest of Hemant @ Shekhar @ Babloo Ganja (26 years) s/o
Narender Kumar r/o P-1/133, Sultanpuri, Delhi; officials of Police Station
Mangolpuri, Outer District have arrested a desperate and notorious criminal and right
hand of Shamshuddin Gang, previously involved in several cases of smuggling of
illegal weapons and involved in several heinous cases of Arms Act, Robberies,
burglaries, theft etc and recovered one stolen vehicle from him. He was also found in
possession of one illegal firearm along with two live cartridges.
BRIEF FACTS:
On 27.5.2011, case FIR No. 204/11 u/s 307/34 IPC & 25/27/54/59 Arms Act
was got lodged by one Pradeep s/o Jagdish r/o D- 845, Mangolpuri, Delhi . He had
submitted in his statement that on that day, he was attacked by Babloo Ganja,
Shekhar, Bharat @ Bachkanda etc while has was walking through the street. Pradeep
had mentioned that both Babloo Ganja and Shekhar were having weapons (Pistols)
with them. He said that Babloo Ganja had opened fire on him with the pistol but it
missed him very narrowly. Shekhar was caught by the public on the spot and one
English revolver was recovered from him which was handed over to the IO by the
complainant. There are several eye witnesses in the case. Since that day Babloo
Ganja was absconding and was constantly giving threat to the complainant/witness.
On 04.7.2011, HC Niranjan Singh, Ct Manish Kumar and Ct Naurang under
the supervision of SI Jasmohinder Chaudhari, I/C PP, Sanjay Gandhi Memorial
Hospital , Mangolpuri, Delhi were in the area of Police Station Mangolpuri. At about
5.30 Pm, secret information was received that a boy who is having a stolen
motorcycle would be passing through U& T blocks of Mangolpuri and he always
carries an illegal firearm with him. A raid was thus planned and Hemant @ Shekhar
@ Babloo Ganja above was thus apprehended with the stolen Motorcycle. He was
also found in possession of an illegal firearm of .315 Bore and two live cartridges.
On verification, the motorcycle was found stolen from the area of PS Rani Bagh,
Delhi . Accordingly, a case vide FIR No. 257/2011 dated 4.7.2011 u/s 411 IPC
& 25/54/59 Arms Act was registered in this regard.
INTERROGATION:
Initially, the boy disclosed his name to be Rohit but later it was identified by
SI Jasmohinder Chaudhari to be Hemant @ Shekhar @ Babloo Ganja. He is
previously involved in several cases of Arms Act, Robberies, planning Dacoity ,
Burglary and theft. He is an active member of Samshudin Gang and is involved in as
many as 15 cases earlier. He was first arrested in 2003 in an Arms Act case and
since then he had taken this as a full fledged business to rob people or to commit
night burglaries along with other gang members.
He had mentioned that on 27.5.2011, he had gone to D Block Mangolpuri
along with Shekhar and harat @ Bachkanda (Another active member of the Gang) to
teach a lesson to Pradeep as he had had some altercation with Bharat, a few days
before. He also disclosed that he had opened fire on Pradeep with intention to kill
him but he very narrowly escaped by jumping down on the ground. He is such a
desperate that he still says that he wont allow Praddep to depose in the court against
them.

All out efforts were being made to trace the missing child and an
intensive search was made in the adjoining areas of Mehrauli. In the
morning of the fateful day, a procession of Ajmer Sharif had passed
through the market of Mehrauli and it was presumed that the child
would have been lost in the crowd and might go with the procession.
Hence, efforts were made to search the child throughout the way to
Ajmer Sharif but there was no clue about the missing child.

DREADED ROBBER ARRESTED
The staff of AATS/ West Distt. has arrested a desperate Robber Sazid @ Sam
involved in cases of robbery and Dacoity and has been declared Proclaimed offender
also.
Sazid @ Sam S/o Mohd. Iqbal R/o F-133 Raghubir Nagar Delhi Age 20 Years
2. That in the month of February 2010 arrested accused Sazid @ Sam had
committed dacoity in the area of police station Kotwali, NHorth District,
Delhi along with his associates namely Javed, Arif, and Kailash @ Umesh etc.
in which they had looted 1.250 Gms Gold. By using the same auto rikshaw
which they had looted from PS Civil lines area. A case vide FIR No. 33/10
u/s 395/412 IPC was registered in PS Kotwali in this regard.
Staff involved in good work is being rewarded suitably.

2. And whereas it is necessary to take speedy measures in this regard to prevent
danger to human life and safety and to thwart/prevent un-toward incidence which may
affect the peace and tranquility of the area.
3. Now, therefore, in exercise of the powers conferred upon me by section 144
Criminal procedures Code, 1973 read with Govt. of India Ministry of Home Affairs, New
Delhi’s Notification No.11036/1/2010-UTL dated 09.09.2010, I, DHARAMVIR JOSHI

do hereby make this written orders to do the following for strict compliance by the
owners of such liquor vends in the area of Sub Division SHAHDARA, North-East
District, Delhi.
a) Install CCTV with sufficient number of Cameras and recording system with
playback facility, to cover upto 50 meters area in front of the shop. The CCTV should
monitor anyone consuming liquor of facilitating consumption of liquor or any
unauthorized vender stationed in the coverage area.
b) The recording system shall preserve a digital record of CCTV coverage for
not less than 10 days.
c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD
and handover to the police whenever demanded.
d) Before starting sales for the day, the manager of the liquor vend should
ensure the CCTV system is in a proper working order and in case any defect is noticed,
immediate action to get it rectified should be taken. An entry should be made in the
register and intimation in writing should be sent to the police station simultaneously to
be got duly received from the Duty Officer of the police Station mentioning Daily Diary
Number on the intimation.
e) During the course of monitoring of the CCTV System, the Manager of
anyone specifically designated by the Manager for real time monitoring of CCTV Cell
immediately inform the police Control Room at Telephone No.100 and also the nearest
police Station in case any illegal drinking in public or unauthorized vendor is noticed in
the CCTV coverage area.
f) The vend owner shall display prominently at least two bilingual sign boards
mentioning that the drinking in public place is an offence and standing of unauthorized
vendors outside the liquor shop is strictly prohibited. Telephone number of nearest
police Station shall also be mentioned on the signboards.
4. This order shall come into force with effect from 30.6.2011 and shall remain
in force for a period of 60 days i.e. upto 28.8.2011 (both days inclusive) unless
withdrawn earlier.
5. Any person contravening this order shall be punishable under Section 188 of

Whereas a large number of commercial places/shops have come up in North-
East Distt., Delhi which are popularly known as Cyber Cafes and a large number of
people visit them to use the facilities available in such places including e-mail facility.
1 And whereas it has come to notice that certain criminal anti-social
elements/terrorists are using these facilities to mislead the security/investigating
agencies, create panic in the public, endanger the security of VVIPs and Govt.
Institutions help in the terrorist activities directly affecting the security of the State.
(a) Prohibiting the use of Cyber Café by unknown person and whose identity
has not been established by the owner of Café.
(d) The identity of the the visitor/user shall be established through identity
card, voter card, ration card, driving license, passport and photo
credit card (any one of them).
(e) Activity server log should be preserved in main server and its record
should be preserved for at least six months.
(f) If and activity of the visit is of a suspicious nature the owner of Cyber
Café will immediately inform the police station
(g) Record be maintained about the specific computer used by the person,
and
(h) Make sure that the users of Cyber Café are photographed on continuous
basis and a record of the same is being maintained properly.

Whereas, a large number of private courier services operate in and around the
capital to facilitate sending of goods through courier across the country.
And whereas, it has been noticed that the private courier services generally book
goods or items to be transferred on the face value of the courier sender without
bothering to verify his of her address thereby paying the way for unscrupulous persons
using the courier services for illegal activities.
And whereas, instances have come to notice where criminals have used courier
services to send incriminatory items, contraband and even dead bodies in the guise of
courier.
And whereas, it has also been observed that the record of courier senders are
not kept by the courier services or agents engaged in the business of facilitation courier
of goods making it difficult for the investigation agencies to identify the culprits behind
such crimes.
17. Maintain a register of courier senders and detail of goods to be sent through
courier.
18. Keep copies of identification documents like election card, ration card, PAN
card, Driving license etc. of the courier sender for access by the police as and
when required.
19. Cross-check from the concerned company of office if its representative or
employee approaches for getting the goods booked for courier in case sender is
acting on behalf of a company of office or organization.
20. Generally satisfy oneself about the goods before accepting the goods before
accepting the packet/parcel booked for courier.
21. Install CCTV with sufficient number of cameras and recording system with play
back facility, to cover booking office and the area where goods are to be kept.
The CCTV should monitor anyone coming for booking a courier.
22. The recording system shall preserve a digital record of CCTV coverage for not
less than 30 days.
23. The private courier service or agent shall cause to copy the CCTV coverage on a
CD and hand over to the police whenever demanded.
24. Inform the nearby police station if the courier sender of the goods is found
suspicious.
These orders shall come into force with effect from 30.6.2011 to 28.8.2011 and
shall reaming in force for a period of 60 days (both days inclusive) unless withdrawn
earlier,

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly
sold without filling all the columns especially date of transaction of Form No.29 and
Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers
before the actual transfer of the vehicle in the records of Transport Authority. This is to
circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact
of transfer of vehicle should be reported to the Transport Authority within 14 days for
local transfer and 45 days for inter-district transfer.
3. And whereas, it has been noticed that the stolen vehicles involved in crime are
sold to several purchasers through dealers/agents of Second Hand Vehicles. Such
second hand vehicles are likely to be used for commission of various type of crime like
robbery etc. and may be used even in terrorist activity.
4. And whereas, it has also been observed that the record of seller and purchaser
are not kept by the dealers or agents engaged in the business of facilitating sale and
purchase of Second Hand Vehicles making it difficult for the investigation agencies to
identify the criminals involved in such crimes.
(a) Maintain a register of sellers and purchasers of all the transactions of Second
Hand Vehicles.
(b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear
mention of the date of transaction.
(d) Keep copies of identification documents like election card, ration card, PAN
car, Driving licence etc. as well as copies of Form 29, Form 30 (Part-I & II) and
Delivery Letter for access by the police as and when required.
(e) Inform the nearby police station if the seller or buyer is found suspicious.
These orders shall come into force with effect from 30.6.2011 and shall remain
in force for a period of 60 days upto 28.8.2011 (both days inclusive) unless withdrawn
earlier.
Any person dealing in business of sale and purchase of second hand vehicles as
dealer or agent who contravenes this order shall be liable to be punished in accordance
with the provisions of Section 188 of the I.P.C.

With the arrest of the following 7 autolifters and 3 receivers of stolen property, the team
of special Staff North West Distt has busted a notorious gang of Autolifters involved in
about 100 incidents of CNG theft from the area of North West, Central and West Distt.

INCIDENT:-
Keeping in view of increasing incidents of theft of CNG Kits from the
vehicles of North West Distt area, a team of Special Staff was tracking the activities of
auto lifters previously involved in such type of cases. On 1.7.2001 on receipt of a secret
information the police team comprising of SI Ajay Kumar, SI Rajiv Ranjan, HC Vinod
Kumar, HC Pritam Chand, Ct Rahul Tyagi, Ct Bijender Singh, Ct Anand Pal, Ct Ravi
Rana, Ct Surjeet lead by Inspr Brijpal Singh (Inspr/ Special Staff) under the close
supervision of ACP/Operation Hari Darshan Dahiya, laid a trap near Sports Complex
Pitampura and arrested two auto lifter namely Kalicharan and Kishan with stolen Versa
Car and five CNG stolen kits in their possession, vide FIR 167/11 u/s 379 IPC PS Keshav
Puram. During sustained interrogation both accused revealed the names of other co-
accused and disclosed commission of about 100 incidents of theft of CNG Kits and
autolifting. On the instance of arrested accused persons other co accused were arrested
and on their instances two stolen car, 36 CNG Kits, 6 cylinders were recovered.
INTERROGATION & MODUS OPERANDI
During sustained interrogation it revealed that the entire group was
operating under the guidance of gang leader Kalicharan @ Raju Esteem, who was earlier
arrested in a number of cases of Auto Lifting. The group used to execute the commission
of theft in an organized and planned manner. Task of each and every member was
specifically assigned by the gang leader Raju before leaving for commission of crime.
The speed of stealing of CNG Kit, Cylinder and Stereo from the vehicle, was so high that
they used to remove it within ¾ minutes from a vehicle. Some times, they used to steel
the kit from the spot itself and some time, used to take away vehicles at a safe distance to
remove the CNG Kit etc. On every alternate day, the gang used to steel about 5/6 CNG
Kits from the area and immediately used to supply the same to Vijay Yadav of Noida or
Harish Chand of Faridabad @ Rs 5000/- per kit on the same day. Vijay Yadav and Harish
Chand were having their fitment shops at Noida and Faridabad respectively.
PROFILE OF ACCUSED PERSONS
1. Kalicharan @ Raju Esteem s/o Mahipal aged about 25 years ( Gang Leader), is a 9th
class school drop out young boy, entered in the world of crime in 2002 when he was
arrested first time at PS Kirti Nagar in an auto lifting case. Previously he had been
arrested in 5 cases of auto lifting , registered at PS Vasant Vihar, South Rohini, Kirti Nagar,
Mukherjee Nagar and Model Town.
2. Kishan @ Monu s/o Chet Ram aged about 29 Yrs is the senior gang member
previously involved in more than 7 cases of auto theft/CNG theft. He is also a 9th class
school dropped out from a poor back ground. He was arrested first time at PS Dadri (UP)
in an autolifting case.
3. Naresh @ Tinkoo s/o Devi Ram aged about 23 Yrs left studies at Primary level
and was arrested first time in 2008 at PS Prashant Vihar in an autolifting case. He has 4
auto lifting/CNG Kit theft cases in his account.
4. Sahil @ Javed s/o Warsi aged 24 Yrs studied upto 10 slandered at Dadri UP. He
came in contact with kalicharan through Kishan @ Monu and was arrested first time in a
case of attempt to commit dacoity at PS Sangam Vihar in 2008.

5. Mohinder @ Bunty s/o Chander Prakash aged about 25 Yrs also left studies at 5
standard and was arrested first time in year 2008 at PS Prashant Vihar, in a case of
possession of stolen property.
6. Vijay Yadav @ Pappu s/o Tulsi Ram aged about 28 Yrs (Receiver of stolen
property) is having his own CNG Kit fitment shop at Noida. He used to purchase stolen
kit from Raju Gang @ Rs 5/6000 per kit and further used to sale to needy buyers at a
higher cost.
7. Harish Chand s/o Laxmi Narain aged about 26 years (Receiver of stolen
property) is a son of retired Govt. employee having his own CNG Kit fitment shop at
Faridabad. He also used to purchase the stolen kit from Raju gang at a cost of Rs
5/6000/- per kit and further used to sake the same on higher cost.
8. Arvind @ Anu s/o Bhagwati Prasad aged about 27 years (Receiver of stolen
property). He is a school drop out and deals in old CNG kit. He receives stolen CNG Kit
from Harish Chand and sells them in the market.
9. Deepak @ Deepu studied upto 5th class and belongs to poor family. He works as
a cleaner in the shop of property dealer in Bhalswa Dairy. He came in contact of another
Deepak and started committing auto theft for quick money. He committed crime with his
associate Prince also. Usually he goes for theft alongwith his associate in residential area
and stole the vehicle himself. He has previous criminal record.
10. Prince belongs to poor family. He studied upto 5th class. At present he doing
work as a laborer in the Spare Part shop in Sanjay Gandhi Transport Nagar, Delhi. He is
fond off new bikes. Two years ago he came in the contact of Deepak @ Deepu and
started stealing bikes. They usually prepare forged documents of the stolen vehicles and
sold them to the innocent people at good amount.
