EXECUTIVE ORDER NO. 17

Series of 2020

AN ORDER PLACING SITIO BUD, BRGY. HINABAY UNDER

LOCKDOWN

WHEREAS, Section 15 of Article II of the 1987 Constitution states that the State shall
protect and promote the right to health of the people and instill health consciousness among
them;
WHEREAS, two locally stranded individuals (LSIs), who are quarantined in Hinabay
Quarantined Facility, violated quarantine protocols and escaped several times from the said
facility and went to their respective homes;
WHEREAS, the Local Government Unit is empowered to act against those violating the
guidelines on quarantine especially on escaping from quarantine facilities which could possibly
endanger other people;
WHEREAS, pursuant to Municipal Ordinance No. 20-05, locally stranded individuals
(LSIs) who arrive in the municipality shall follow the 28 days quarantine period;
WHEREAS, those who are in quarantine facilities with pending swab test results, shall
remain in the facilities until the quarantine period is done;
WHEREAS, the Municipal Inter-Agency Task Force, after deliberation, finds it
necessary to place the Sitio Bud, Brgy. Hinabay under lockdown as precautionary measure.
        NOW THEREFORE, by virtue of the power vested in me by law as the Municipal Mayor
of the Municipality of Inopacan Leyte, Philippines, I, Azucena P. Mirambel, MD,
FPOGS, hereby order the following:

Section 1. PLACING THE ENTIRE SITIO BUD OF BRGY. HINABAY UNDER

LOCKOWN IN VIOLATION TO QUARANTINE PROTOCOLS COMMITTED BY THE
TWO LOCALLY STRANDED INDIVIDUALS (LSIs). The whole Sitio Bud will be placed
under lockdown starting 12:00 noon of JULY 10, 2020 until 12:00 noon of JULY 12, 2020 in
order for the LGU to assess the community and the possible persons to whom they can be in
contact with.

Section 2. GUIDELINES. The following guidelines shall be strictly followed:

2.1. All residents of the sitio under lockdown shall be strictly confined to their residences
and are prohibited from going out of their homes even with Quarantine Passes or Work
Passes;
2.2 The LGU will provide ration of food assistance to the affected households in the sitio.

Section 3. EFFECTIVITY. This Executive Order shall be effective immediately and shall remain
in force and effect unless otherwise revoked, amended or modified.
