Sub: Requirement of VRLA Batteries of CFA& CM for the year 2020-21.

The requirement of VRLA Battery for 2018-19 were received from BA/SSA which have not been
procured and treated cancelled. The requirement of Batteries for the year 2018-19 may be
included as fresh requirement of Batteries for year 2020-21.

It is requested to assess the requirement of new batteries against the life expired/premature battery in your
BA/SSA for the year 2020-21 considering the point mentioned in Annexure A and Planning guidelines for
calculation of battery attached as annexure –B.

In case of where the new battery set of higher capacity (i.e upgradation) has been planned and if the existing
battery sets has not completed its useful life, the redeployment plan of it may also be submitted and may be
consider while calculation the requirement.

The requirement for VRLA batteries for CFA & CM may be clearly indicated as Number of Sets (1 set = 24
cells) in prescribed format as Annexure - II.
The requirement of the batteries pertaining to the development projects of IMPCS/CMTS may be forwarded to
the concerned units of the Circle Office, Ahmedabad and need not to send to this office. Justified requirement
validated by the concern planning unit of circle office, in respect of batteries shall only be taken into account for
procurement. For those sites where up gradation of battery is required for development projects, the utilization of
existing battery may also be taken into account while arriving at the consolidated requirement. The requirement
of battery for such proposed up gradation sites may also be sent to the concerned planning section of the circle
office along with justification utilization plan of the existing sets.

The requirement against Scrapped/life expired batteries only may be sent to the MP section. For new
proposed BTS sites, requirement may be submitted to IMPCS/CMTS planning section, Circle office,
Ahmedabad. While sending requirement the utilization of existing available inventory in main & secondary store
may also be assessed.
The requirement may be furnished site wise along with date & details capacity of previously installed battery
along with proper justification.

The requirement along with the following certificate duly signed by BA/SSA Heads and counter signed by IFA
shall only be considered. The requirement received without the certificate will not be considered.

CERTIFICATE
Certified that the requirement proposed for batteries are against those sets which have been declared as
scrapped by the scrapping committee and approved by the BA/SSA Head OR are in the process of scrapping
in the year 2020-21. Scrapping of batteries has been done/is being done through ERP system only. Actual
requirement of batteries also be calculated according to current/revised/anticipated load and new norms fixed
for back up time. Necessary budget provision for replacement of the scrapped sets has been made in the
RE/BE for 2020-21. The replacement of these sets is most essential for maintenance of the Telecom
Services/Network considering three factors (uptime of BTS, revenue impact and diesel consumption) and
sufficient capacity of available in existing SMPS Power Plant modules for charging the batteries as well as
taking total equipment DC load simultaneously.

IFA BA/SSA Head

The Annexure (all) for requirement of VRLA Batteries should be signed by concerned DGM (Plg/MM) or AGM
(Plg/MM) of BA/SSA.
Details of existing installed batteries for CFA & CM vertical in all exchange/BTS site in your BA/SSA as on date
may be submitted as per Annexure - I.
The earlier requirement of batteries sent prior to issue of this letter, if any may be clubbed in the enclosed
format as per above guidelines.
All the BA/SSA heads are requested to review the requirement of battery sets considering new norms fixed for
backup time, availability of stock etc. and furnish the requirement of VRLA Batteries of CFA & CM for the year
2020-21as per Annexure-II latest by 20.05.2020 so that further necessary action regarding procurement may be
taken on time. If there is no any requirement “NIL” report may be send.
Also necessary RE-BE provision may be made for this procurement for the year 2020-21.

ANNEXUER – A

Point to be considered to justify the requirement of Battery of BA/SSA.


1. While planning, the existing inventory & inventory in pipeline should also be accounted for and utmost care
should be taken to ensure that piling up the inventory is avoided.

2. Please ensure proper and expeditious utilization of the material procured.

3. Please follow the latest guidelines received for back up times, in urban are it may be kept as 4 Hrs, for
SDCC Exchanges it may be kept at 6 Hrs and in rural area where AC is not available for long period it may
be kept as 10 Hrs.

4. Please note that the present life of battery sets up to 200 AH is 4 years and more than 200 AH is 6 years.

5. Please review the present working condition of the existing battery sets while doing the scrapping and not
only the life of the working battery sets. In case where the new battery sets of higher capacity (i.e
upgradation) has been planned and the existing battery sets proposed to redeploy at other site, please
mention the detail of location where the redeployment of battery set planned.

6. The BA/SSA must ensure that new guidelines regarding revision of back up time of batteries are being
followed and existing load of equipment, charging capacity of power plant must be ensured and required
energy audit must be done while making the requirements of batteries.

7. It is also advised that the actual requirement of battery bank capacity for each node may please be
calculated on the basis of present/anticipated load and new norms fixed for backup time for that node. The
method of battery capacity calculation with revise backup time (i.e Urban Area - 4 Hrs, SDCC - 6 Hrs &
Rural -10 Hrs) while planning the requirement for replacement of life expired/faulty batteries is enclosed as
Annexure – B for ready reference.

8. If any requirement of battery before life expired, please give justification for premature scrapping and also
intimate whether it is approved by competent authority for premature scrapping. Also submit the copy of
approved ACE-9 for premature scrapping.

9. Please submit the requirements of batteries for life expired/premature scrapped scrapped battery sets only to this
unit. For new proposed BTS sites, requirement may be submitted to IMPCS planning section, Circle office,
Ahmedabad

10. Please mention the date of installation against each requirement.

11. Please give proper justification against each requirement.

GUIDELINES FOR CALCULATION OF NEW REQUIREMENTS OF BATTERY


(Slow Discharge Application)

1(a). In Urban areas and at critical locations like zonal centers ( from where service of multiple
circles are affected, it may be kept as 4 hours.
e.g
a) Load Present : 320 A….. Say
b) Back up time required : 4 hours
c) Capacity upto which battery is permitted to discharge : 0.8 (80 %)
d) Effective battery capacity at C/4 rate of discharge : 0.782

Required capacity of the battery, considering all the above factors can be calculated as given below :

At present : 320 x (4/0.8)/0.782 = 2046 AH

The battery can be formed by selecting available standard capacities.


The solution in this case is : two 1000 AH batteries for the present load and additional 1000 AH can be added at
the later stage.

1(b). At block head quarters (SDCC) it may be kept as 6 hours.

e.g
a) Load Present : 140 A….. Say
b) Back up time required : 6 hours
c) Capacity upto which battery is permitted to discharge : 0.8 (80 %)
d) Effective battery capacity at C/6 rate oof discharge : 0.873

Required capacity of the battery, considering all the above factors can be calculated as given below :

At present : 170 x (6/0.8)/0.873 = 1202 AH

The battery can be formed by selecting available standard capacities.


The solution in this case is : two 600 AH batteries for the present load and additional 600 AH can be added at the
later stage.

1(c). In rural areas (where AC electrical supply is not available for long period) it may be kept
as 10 hours.
e.g
a) Load Present : 28 A….. Say
b) Back up time required : 10 hours
c) Capacity upto which battery is permitted to discharge : 0.8 (80 %)
d) Effective battery capacity at C/10 rate of discharge : 1.00

Required capacity of the battery, considering all the aabove


bove factors can be calculated as given below :

At present : 28 x (10/0.8)/1.00 = 350 AH

The battery can be formed by selecting available standard capacities.


The solution in this case is : two 200 AH batteries for the present load.
