POLICE DEPARTMENT
Weekly Crime Reports – Rowlett PD provides a

PUBLIC WORKS DEPARTMENT


MAIN STREET RECONSTRUCTION
Irrigation system for the south side of Main Street is complete and functioning. The
contractor poured the stamped colored concrete border except for the areas directly
adjacent to the tree wells, these areas with be completed once the trees are in place.
The trees are expected to be installed once the irrigation system for the north side of
Main Street is complete. Oncor is to set the electric meter that will provide power to the
system controller.
MILLER ROAD 20-INCH FM AND 24-INCH GRAVITY SEWER PROJECT
The Contractor has begun placing concrete on Miller Road east of Weems Way, and
will be replacing the roadway in sections, It is projected all concrete will be in place by
the end of August; weather permitting. Excavation of the bore pit is complete, and the
bore operation is expected to start this Friday or Monday. The horizontal directional
drilling beneath the lake is progressing slowly due to the amount of water. The
contractor is anticipating they will complete the drilling and be ready to pull the casing
during next week.

MILLER ROAD 24-INCH FM AND 24-INCH GRAVITY SEWER PROJECT


Tri-Con is continuing with installation of the 24” force main and approximately 1,200 feet
of pipe has been installed. The concrete for the intersections of Carla Drive/ Miller Road
and Westwood Circle/ Miller Road have been completed. The boring crew is on site
and preparing to make the 42” bore underneath Rowlett Road.

60” SANITARY SEWER AT ROWLETT CREEK


Atkins Brothers and Sunbelt Rentals have set up manifolds, pumps and lines necessary
to begin the Bypass Pumping operation in order to plug the 18-inch SS main line. They
are also excavating and setting trench boxes to begin work on downstream Junction
Box connection to new 60-inch Hobas pipe.

ROWLETT ROAD LIFT STATION UPGRADES


Felix Construction has reinstalled pump three and the lift station
is in full working ordering. This project is in the process of being
closed out.

COVID-19 UPDATE

CASE COUNTS – The chart on the left illustrates


confirmed COVID-19 case counts numbers as of 7pm
Thursday, July 23rd. Since Tuesday, Rowlett has added
15 cases across 15 households (10 new households).
Changes to the regional hospital reporting system are
underway, so regional hospital snapshot data is not
available – we anticipate the ability to once again
share this information tomorrow or Monday.

Please continue to stay home and stay safe. Stay


vigilant when you must go out - wear your face
covering, maintain the six feet of social distancing from
others not in your group and, most importantly, wash
your hands often. These measures are critical not only
to slow the spread and protect people's lives, but also
to protect our economy from further closures and to
prevent compromising the other health care services
we need across the state.

cases, but will restrict information to age range and

DEADLINE FOR APPLYING IS SUNDAY, JULY 26TH – Dallas County Opens Pre-applications
for Round 2 of its Emergency Business Assistance Program (EBAP)

The goal of the EBAP is to quickly provide eligible small businesses located in Dallas
County that have been adversely affected by the COVID-19 andemic up to $50,000
in emergency financial assistance in the form of a forgivable loan.

Pre-applications will be accepted between July 13 and July 26, 2020.


Eligibility requirements include:
Businesses must be physically located and operating in Dallas County, but not in
the City of Dallas.

income of less than $10 million in 2019.
Businesses must have been in existence on or before February 1, 2019.
Businesses must have experienced a loss of at least 25% in income since March 1, 2020 due to COVID-19.

Dallas County Health and Human Services (DCHHS) has re-opened the Emergency
Housing Assistance Program (EHAP) for residents of Dallas County. This program
provides short-term, rental, mortgage and utility assistance to Dallas County residents
living outside the City of Dallas facing economic hardship in the wake of COVID-19.
Assistance for EHAP is eligibility based and will be processed through a lottery system.

DCHHS will begin accepting pre-screening applications online at


https://www.dallascounty.org/ehap starting Friday, July 24, 2020, at 10am (CT) and
close the pre-screening application process on Thursday, August 20, 2020, at 4pm (CT).
The pre-screening application form is available both, in English and Spanish. If you are an individual who
does not have access to the internet or is unable to access the pre-screening application online, please call
214-819-1968. Prescreening applications accepted by phone will be conducted Monday - Thursday from 9:00
a.m. to 4:00 p.m. (CT).
Please note that the submission of a pre-screening application does not guarantee eligibility or an offer of
assistance.
Only completed applications meeting eligibility requirements, and supported by required
documentation, will be considered for assistance based on the availability of funds.
Applicants must be 18 years of age or older to apply.

Yes, Dr. Francisco Cigarroa Released a Spanish Language COVID-19 Public Service Announcement
July 20, 2020 | Austin, Texas | Press Release

The Office Of The Governor and Francisco Cigarroa, MD, of UT Health San
Antonio today released a new Spanish-language public service
announcement (PSA) urging Texans to work together to slow the spread of
COVID-19. In the PSA, Dr. Cigarroa encourages Texans to follow simple steps
to protect themselves and others: wearing a mask, regular hand washing,
staying home when possible, and socially distancing from others.

Governor Greg Abbott has issued Executive
Order 29 requiring all Texans to wear a face
covering over the nose and mouth in public
spaces, with few exceptions, in counties with 20
or more positive COVID-19 cases effective at
12:01pm on July 3, 2020.

The Governor also issued a proclamation giving


mayors and county judges the ability to impose
restrictions on some outdoor gatherings of over
10.

Clay Jenkins issued a
Supplemental Order
effective June 19,
2020. All commercial entities in Dallas County
providing goods or services directly to the
public must develop and implement a health and safety policy. The Health and Safety Policy must require, at
a minimum, that all employees or visitors to the commercial entity’s business premises or other facilities wear
face coverings.

The Rowlett City Council was unanimous in their decision at a Special City Council Meeting held on
Wednesday, June 24th NOT to extend this Dallas County order citywide to include the Rockwall County
portion of Rowlett, believing the Dallas County order mandating businesses require all employees or visitors
(i.e. customers) wear face coverings places the undue
enforcement burden upon businesses. However, now is not the time to relax your prevention efforts! Covid-19
is still spreading. As the number of COVID-19 cases, along with the corresponding hospitalization rates,
continues to rise in North Texas – the ages of those contracting the virus continues to drop.
➡️ Almost half of the Dallas County cases since June 1st are young adults
between 18 and 39 years of age.
➡️ In Rowlett, the average age for positive cases was 29 years of age in the
last week, compared to the average age the week before of 52 years of
age.
➡️ The state's positivity rate has doubled from 4.5% in May to 9% in the last
week.
➡️ Hospitalizations are up over 50% in our area since June 1, and in the
month of June, half of the hospitalizations and a third of the patients in
intensive care units have been under age 50.
It’s summer, we want to gather with friends, go to pool parties and BBQs,
attend concerts and sit on patios. We all want to “get back to normal”, but
this is the new normal we must co-exist with right now. Please stay home when possible, and stay vigilant
when you must go out – wear a face covering, maintain that six feet of social distancing from others not in

The drive-through testing sites is available to those who meet CDC and state
and local guidelines on who should be tested, including first responders,
health care providers, front line workers and others with symptoms of COVID-
19, as well as those in high risk groups without symptoms.

The site will use a self-administered nasal swab test that will allow those being
tested to swab their own nose onsite while in their vehicles, observed by a
trained Walmart pharmacist to ensure the sample is taken
correctly, and drop the sealed sample into a container on their way out of the drive-thru site.

Walmart pharmacists are observing the swabbing. Other Walmart associates are helping with on-site
support tasks such as directing traffic and ID checks at the testing sites.
👉🏽 Is there a cost for the test?
There is no out-of-pocket cost to the individual.
👉🏽 Is Walmart being paid for these sites?
No. Walmart is donating their parking lot space, site supplies and materials, and their associates’ time.

Three Additional Free Testing Locations in Dallas County Opened by Walmart


Starting Friday, May 15th, Walmart opened four COVID-19 drive-thru testing sites in Walmart parking lots in
Dallas County, including the one here in Rowlett:
o 15757 Coit Rd., Dallas, TX 75248
o 951 W. Belt Line Rd., DeSoto, TX 75115
o 5302 N Garland Ave., Garland, TX 75040

The sites are supported by Walmart, eTrueNorth and state and local officials to test anyone who meets
CDC and state and local guidelines on who should be tested, including first responders, health care
providers and others with symptoms of COVID-19 and those in high-risk groups without symptoms. Those
interested in being tested need to visit www.DoINeedaCOVID19test.com to see if eligible for testing and to
make an appointment.

Public Drive-thru Testing Sites

Ellis Davis Field House, 9191 S. Polk St. Dallas Baptist University, 1845 E Northgate Dr., Lot B.
OPEN 8am – 5pm, Monday – Saturday OPEN 7am – 1pm, Monday – Saturday (NEW HOURS)
Both sites are operating Monday-Saturday, unless otherwise
determined by testing capacity, which is 500 per day, or
weather conditions.
**The testing sites will only be open to City of Dallas and Dallas
County residents. Address verification needed, such as a utility
bill.
***These tests are less invasive, safer, and help preserve PPE
supplies.

Testing criteria includes:


• Persons with symptoms of potential COVID-19 infection,
including: fever, cough, shortness of breath, chills, muscle
pain, new loss of taste or smell, vomiting or diarrhea, and/or
sore throat.
• Persons 65 years or older can now be tested without the
symptom requirement.
• Persons with chronic health issues (diabetes, asthma, heart
disease, etc.) can now be tested without the symptom
requirement.
• First responders, DART drivers, healthcare workers, grocery
store and essential retail store workers, regardless of
symptoms.
• Persons without symptoms who have been actively engaged in large group settings, such as public
gatherings or congregations of people. CDC guidance on the Symptoms of Coronavirus.

If you have been tested at either of the public drive-thru test sites in Dallas, you will receive a phone call from
the RESULTS CENTER in 3-7 days. Visit the following sites to download a copy of your results:

Individuals that have not received their results after 7 days may request assistance via email with the following
info: Name, Location of Test, Date/Time of Test, Phone Number.
❖ Counterfeit COVID-19 and antibody testing kits are now becoming increasingly available online and
throughout the DFW area. Please be aware that legitimate tests are not available over the counter at any
retail locations. All COVID-19 tests are operating under FDA Emergency Use Authorizations (EUA), so be
wary of claims that a test is FDA-approved or -cleared. Additionally, a provider with an EUA for
the PCR test (the test to confirm COVID-19) may not have an EUA for a serology test (for antibodies).

At-home Testing
Pixel by LabCorp is now offering at-home nasal swab test kits. This is the ONLY at-home COVID-19 test with an
EUA from the FDA.

o To order, go here and complete a short eligibility survey. If eligible, order and receive the kit via FedEx,
collect and ship the sample, online results will be available approximately two days after LabCorp
receives your test. Patient Fact Sheet available.

It’s important to understand that a negative result on a standard COVID-19 test is not a waiver for
symptomatic persons to cease self-quarantine and/or social distancing measures. Additionally, it does not
mean that a person who receives a negative result on one test won’t receive a positive result from the exact
same type of test performed five minutes later. Similarly, a positive result on an IgM and/or IgG antibody test
does not mean that a person is completely immune or, in the case of a positive IgG result, recovered.
