Drug Abuse and Drug Dependence Treatment Situation

For now, there is no data available on the issue of drug dependence and rehabilitation. However, it is one of our
main objectives to develop an efficient record system in cooperation with our local focal point.

As for the implementation of a rehabilitation center network, Treatnet II has the full support of the Government in
Tanzania. The Ministry of Health and the Drug Control Commission are contributing to implement the project in the
mainland and Zanzibar. Additionally, we are cooperating with 3 local hospitals (see contact details below).

HIV/AIDS Situation

According to UNAIDS Epidemiological Fact Sheet on HIV and AIDS (2008):

• Estimated number of people living with HIV: 1,400,000


• Adults aged 15 to 49 prevalence rate: 6.2%
• Adults aged 15 and up living with HIV: 1,300,000
• Women aged 15 and up living with HIV: 760,000
• Children aged 0 to 14 living with HIV: 140,000
• Deaths due to AIDS: 96,000
• Orphans due to AIDS aged 0 to 17: 970,000
• HIV prevalence in urban areas is much higher than in rural areas, as it is ranging from 1% in Kigoma
Region to 15% in Iringa Region in 2007.
• The urban HIV epidemic is comparatively older.
• HIV transmission intensities are high in areas of high mobility: The average HIV prevalence is 15% in
roadside clinics and 20% in border area clinics.

Treatment situation according to the UNAIDS Country Progress Report (2010):

• By December 2006, the number of care and treatment centers (CTC) comprised 200.
• In the same year, 125,139 patient were enrolled for treatment, of whom 12,563 were children under 15
years and 73,087 were women.
• Recent data (March 2009) show that the cumulative number of clients enrolled in HIV CTCs totaled
454,681.
• Tanzania has not yet achieved universal screening (100%) of donated blood for HIV and other transfusion-
transmissible infections, because so far only 35.7% of the donated blood in the country is screened
• 2009, the cumulatively reported number of patients started on ART was 235,012 while a total of 454,681
patients were enrolled in care.

Postpartum Mother to Child Transmission (PMTCT) Guidelines were reviewed in 2007 and include the following
main areas of intervention:
• Counseling and testing
• provision of ARV prophylaxis or
• treatment (during antenatal visits, Intrapartum and Postpartum),
• modified obstetric care and counseling for safer infant feeding options

Other PMTCT services include:


• Paediatric care for exposed children
• Monitoring and evaluation and linkage of HIV positive mothers and their families
Training of Trainers

The Regional Training of Trainers (TOT) on TREATNET II training package for Sub-Saharan African region, was
successfully completed and it took place in Mombasa, Kenya, between the 4th and 17th, October 2009. In this ToT
a total of 50 trainers were trained 3 different Volumes.
