the flood situation of Assam
continued to be grim till 5:30

NEW DELHI, July 27: The first
batch of five Rafale jets on Monday took
off from France for India, nearly four
years after New Delhi inked an inter-
governmental agreement with Paris
to procure 36 of the multi-role fighter
aircraft under a Rs 59,000-crore deal.
“You can call them (Rafale) both
beauty and the beast,” said Indian Am-
bassador to France Jawed Ashraf who
interacted with the IAF pilots at the
Merignac airbase before they set off
for India.
The aircraft flew out from the air-
base in the French port city of Bor-
deaux and will cover a distance of near-
ly 7,000 km with air-to-air refuelling
and a single stop in the United Arab
Emirates before arriving at Ambala
airbase on Wednesday, officials said.
The aircraft are expected to signifi-
cantly boost the Indian Air Force’s
combat capabilities at a time India is
locked in a tense border row with
China in eastern Ladakh.
An official statement said the deliv-
ery of 10 aircraft has been completed
on schedule and five will stay back in
France for training missions. It said
the delivery of all 36 aircraft will be
completed by the end of 2021.
The first Rafale jet was handed over
to the IAF in October last year during
a visit to France by Defence Minister
Rajnath Singh.
The first squadron of the Rafale jets
will be stationed in Ambala air base.
The five Rafales are scheduled to be
inducted into the IAF on the afternoon
of Wednesday. However, an IAF
spokesperson said a formal induction
ceremony will be held in mid-August.
In a statement, the Indian embassy
said IAF pilots and supporting person-
nel have been provided full training on
the aircraft and weapon systems by
Dassault. Further batches of IAF per-
sonnel will continue the training over
the next nine months.

viving the economy hit by the
COVID-19 pandemic and
floods will be a major chal-
lenge and the State will have
to take full advantage of the
Atmanirbhar Bharat scheme
launched by Prime Minister
Narendra Modi. This was the
view expressed by Chief Min-
ister Sarbananda Sonowal.
Talking to The Assam Trib-
une, Sonowal said the gov-
ernment on its part has start-
ed making efforts to bring the
economy back on track. The
fight against COVID-19 and
economic activities must go
hand in hand, he said.
The Chief Minister said
Assam would have to try and
take full advantage of the
schemes launched under the
Atmanirbhar Bharat project.
So far, more than 28,000 units
under the MSME (micro
small and medium enterpris-
es) sector have received
loans under the Atmanirbhar
Bharat project.
Sonowal hoped that more
entrepreneurs of the State
would come forward to take
advantage of the schemes not
only to set up or strengthen
their industries but also to pro-
vide employment opportuni-
ties to unemployed youths.
He said to revive the econ-
omy, the government opened
up agriculture activities even
during the first phase of the
lockdown due to the COV-
ID-19 pandemic, while the
tea gardens were also al-
lowed to function by main-
taining social distancing. He
said as the process of unlock-
ing has started, industries
have been allowed to func-
tion by following the guide-
lines issued by the health
department. Though flood is
creating a major challenge in
different parts of the State,
farmers are working in are-

defended the PM CARES
Fund in the Supreme Court
saying it’s a public trust meant
to receive “voluntary contri-
butions” to fight COVID-19
pandemic and the budgetary
allocations for NDRF and
SDRF are not “being
touched”.

by the Solicitor General Tush-

tree of Assam, is fast vanish-
ing from many reserve for-
ests under Digboi and Doom-
dooma forest divisions in
Dehing Patkai Elephant Re-
serve in the face of rampant
illegal logging.
Once dotted with this tow-
ering variety (growing over
50 metres) across the entire
stretch of these rainforests,
many reserve forests today
lie highly degraded bereft of
green cover.
While NGO activists at-
tribute the deforestation to the
inertia of the forest depart-
ment besides a nexus of some
officials with the timber mafia,
the forest department admits
that some illegal activities
were taking place due to the
severe manpower crunch
plaguing these divisions. It,
however, brushes aside alle-
gations of any nexus as “com-
pletely baseless”.
“Illegal logging has been
rampant in Digboi and Doom-
dooma divisions with the for-
est authorities looking the
other way for obvious rea-
sons. A section of officials are

When asked, a top forest
official said that the depart-
ment had seized some ille-
gally-felled timber, including
those at Lakhipathar, recent-
ly and investigation was on
to nab the culprits.
“We are hamstrung by a
debilitating manpower short-
age. At Digboi, the vacancy
is as high as 66 per cent and
ten per cent of the existing
personnel are not fit for front-
line rigours due to old age
and ailments. Four posts of

vacant at Digboi. Similar has
been the situation at Doom-
dooma,” he said.

body where you can make

no budgetary allocations to
the NDRF or SDRF are be-
ing touched. What has to be
spent will be spent,” the law
officer said, adding that no law
has been violated.

that ended the 1950-53 Korean War by visiting a war cem-
etery and presenting army officers with pistols, state me-
dia said on Monday.

who provided the valua-
ble mental heritage of the
revolution amid the
flames of the hard-fought war, would shine long in history,”
Kim was quoted as saying in the KCNA report.
The KCNA said Kim also held a ceremony on Sunday after-
noon at the headquarters of the ruling Workers’ Party’s Cen-
tral Committee and presented newly-developed “Mount Paek-
tu” commemorative pistols to leading commanding officers of
the armed forces on the occasion of the anniversary. Mount
Paektu is the highest peak on the Korean Peninsula and is
considered the sacred birthplace of the Korean people. The
North claims that national founder Kim Il-sung led anti-Japa-
nese guerrilla forces at the mountain to fight for independence
from the 1910-45 colonial rule and that late leader Kim Jong-
il, father of the current leader, was born there. – IANS

KABUL, July 27: Afghan-
istan saw a 13 pc drop in the
number of civilians killed
and wounded in violence
across the country in the
first six months of this year,
compared to the same pe-
riod last year, according to
a UN report released on
Monday.
The report credited the
drop in casualties in part to
the reduction of operations
by international forces
“which now only act when
called upon and in support of
the Afghan forces” and also
to a decrease in the number
of attacks by the Islamic State
(ISIS) group.
However, the report un-
derscores the still heavy toll
the conflict continues to inflict
on the civilian population “and
sends a harsh message to both
the Taliban and the Afghan
government forces, saying
civilian casualties caused by
the warring sides in the con-
flict continue to be high.”
The report comes against
the backdrop of a US-Taliban
peace deal signed at the end
of February and touted as the
best hope for peace in Af-
ghanistan after decades of

India hands over 10 BG
locomotives to Bangladesh

on Monday handed over 10
Broad Gauge (BG) locomo-
tives to Bangladesh.
The locomotives were vir-
tually flagged off to Bangladesh
by External Affairs Minister
Dr S Jaishankar and Minister
of Railways and Commerce
and Industry Piyush Goyal.
From the Bangladesh side,
the online ceremony was at-
tended by Minister of Railway
Md Nurul Islam Sujan and
Minister of Foreign Affairs
Abul Kalam Abdul Momen.
The handing over of these
locomotives, under grant as-
sistance from the Government
of India, fulfils a commitment
made during the visit of Bang-
ladesh Prime Minister Sheikh
Hasina to India in October
2019. In keeping with the re-
quirements of Bangladesh Rail-
way, the locomotives were
suitably modified by India.
These locomotives will help
handle the increasing volume
of passenger and freight train
operations in Bangladesh.

Narendra Modi said on Mon-

ID-19 testing facilities in No-
ida, Mumbai and Kolkata, Modi
said that in the fight against
coronavirus, India has come to
a point where it does not lack
in awareness, its scientific data
is expanding and resources are
also increasing.
Due to the “right decisions
taken at the right time” in the
country, India is in a much bet-
ter position than other coun-
tries in the fight against the
pandemic, he said.
The deaths due to the coro-
navirus in India are much low-
er than many big countries, the
Prime Minister said.

equipment to COVID facili-

“In January, where we had
only one centre for COVID-
19 testing, now there are about
1,300 labs operating in the

Govt launches ‘Mausam’ app
NEW DELHI, July 27: Earth Sciences Minister Harsh Vard-
han on Monday launched a mobile application which will provide
city-wise weather forecasts, nowcasts and other warnings.
The mobile application, Mausam, has been designed and de-
veloped jointly by the International Crops Research Institute
for the Semi-Arid Tropics (ICRISAT), the Indian Institute of
Tropical Meteorology (IITM), Pune and the India Meteorolog-
ical Department (IMD).
Mausam is available both on Google’s Play Store and Apple’s
App Store. The app will provide current weather information,
including temperature, humidity, wind speed and direction, for
200 cities. The information will be updated eight times a day.
It will also issue nowcasts, three-hourly warnings, for local
weather phenomena and their intensity for about 800 stations
and districts. The app will provide weather forecast for the
next seven days for around 450 cities in India. Weather infor-
mation of the past 24 hours will also be available on the app.
It also has a system which will issue colour-coded alerts
(red, yellow, orange) for all districts twice a day for up to five
days to warn people ahead of dangerous weather. – PTI

Flood and farmers
With the ongoing wave of the floods hitting the State
with devastation effect, the State Government needs to
devise a holistic mechanism to ease the situation once the
floodwaters recede. This is of particular significance for
the farming community, as agriculture is one area that has
borne the brunt of the recent flood-induced devastations.
Vast stretches of cropland have been inundated by the
floodwaters, and the State could witness a deficit in rice
yield in the days ahead. The immediate damage in terms
of crop loss apart, the situation has ramifications that are
long term and debilitating for the tillers. The recurring
devastating floods are impacting the livelihoods of the farm-
ers. Large swathes of farmland today lie buried under deep
layers of sand, rendering those unsuitable for future use.
This means that even if there were to be no floods next
year, the farmers will not be in a position to raise crop on
those plots. This is a matter needing urgent intervention
of the Government. Sadly, despite the fact that this dis-
turbing phenomenon has been conspicuous for over a dec-
ade now, little intervention has gone towards addressing it.
Compensating the loss of the farmers is another area where
the Government is failing. It is disturbing that few farmers
in the State are covered by crop insurance despite the fact
that natural calamities, floods in particular, have been wreak-
ing havoc on cultivation year after year.
The low coverage of farmers by crop insurance schemes
is attributable, among other things, to the fact that many
small and marginal farmers lack land ownership rights and
as such they are not eligible for insurance. This is some-
thing where the State Government needs to intervene.
Anomalous land records are another factor behind the hazy
scenario concerning land ownership. There should be prop-
er assessment of land records and the authorities need to
facilitate land ownership rights to the deprived farmers who
have been tilling on the same plots for years. And even
when it is not possible to confer land rights on farmers, there
should be a mechanism under which they can be compen-
sated for crop loss. The archaic land record maintenance,

tial realities to a history that doesn’t
acknowledge our existence and rec-
ognize our humanity. Then we make
ourselves vulnerable to those that
crave total control over living souls
– us, who draw patterns that do not
match and meld into narratives that
are sought to be mainstreamed and
forced onto us. Then we surrender
the sovereignty of our personhood.
And, that is dangerous.
So then, let’s come down to spe-

Bagser Reserve Forest
Sir, – Apropos the news item
‘Bagser RF a death trap for
Kaziranga animals’ (AT, July 22), I
would like to clarify that the
Bagser Reserve Forest (RF) is
not a death trap for the Kaziranga
(National Park) animals as in the
last 10-12 years, there is not a
single incident of the Kaziranga
inmates getting killed or poached
by the miscreants inside the
Bagser RF as per office records.
Hence, the use of the words ‘a
death trap’ is misleading.
Secondly, the reporter has never
made any interaction with me on
the letter issued from my end
though he has referred to my letter
the Sample Registration System
(SRS) in 1964 -65 on a pilot basis
and on full scale from 1969-70.
Since then, the SRS is generating
and publishing continuously relia-
ble information on the IMR in ad-
dition to Crude Birth Rate (CBR),
Crude Death Rate (CDR), Natural
Growth Rate and TFR.
From 1971, information on in-
fant death was available only for the
State of Assam among the north-
eastern States. In 1971, the IMR
of India was 129; for Assam, it was
139. However, from April 1999, the
SRS started generating and pub-
lishing data on infant death for the
other NE States. If we observe the
last 20 years IMR, it reflects an ideal
scenario about reduction of IMR in
the northeastern States.
To reduce infant deaths, the
Government of India has taken var-
ious initiatives in the health sys-

concerning point raised in the

urged the authorities concerned to
hand over the RF to the KNP on
the ground of less manpower and
poor infrastructure which is
completely baseless and misleading.

facility in the Bagser RF as the
existing structure is not at all
adequate to man the vast area of the
RF. I have just mentioned in the
letter that the KNP authority is
interested in taking over the RF but
nowhere have I proposed that it
should be handed over to the KNP.
There was an official meeting at
the highest level chaired by the
PCCF and HoFF, Assam along
with all higher officials concerned
on June 3, 2020 at the office of the
DFO, Nagaon where the issue
was discussed at length and it was
decided that a more technically
sound proposal needed to be
prepared and then submitted to
the State Government for its final
decision. The PCCF and HoFF,
Assam and all other top officials

influencing factors in the reduction
of infant deaths by changing the

But if we observe minutely, the
pace of reduction is not the same
for all the NE States. Assam (41)
and Arunachal Pradesh (37) are
much above the national average
(32). Although health infrastructure
have expressed their consensus
on the issue and also given a
deadline to prepare a foolproof
proposal so that it can be given a
final shape before submitting to
the Government. It is completely
baseless that the top brass is
negative on the issue of handing
over the RF to the KNP authori-
ties; rather, they have shown keen
interest on the issue and only
asked the officials concerned to
prepare a more technically sound

available with Nagaon Division.

their States and a cross-learning
exercise may be initiated from the
neighboring States for the reduc-
tion of infant death.

an order prohibiting animal sacrifice in the state.
The order came after People for the Ethical
Treatment of Animals (PETA) India sent a let-
ter to Mizoram’s Director General of Police re-
questing that all possible measures be taken to
stop the illegal transport and killing of animals
ahead of Bakrid.
The Mizoram Police order, signed by AIG

directed superintendents of the 11 districts of
Mizoram to ensure that illegal animal sacri-
fices do not occur in the state, as was also ad-
vised by the Animal Welfare Board of India in

Indian economy to see sharp V-shaped recovery in Q3, Q4: Finance panel chief

cent in 2019-20.
The growth projections for
current year by various global
and domestic agencies indicate
a sharp contraction of Indian
economy ranging from (-)3.2
per cent to (-)9.5 per cent.
While World Bank had pro-
jected Indian economy to con-
tract 3.2 per cent, the Interna-
tional Monetary Fund (IMF)
and Asian Development Bank
(ADB) pegged it at 4.5 per cent
and 4 per cent respectively.
S&P and Fitch has projected a
5 per cent contraction, while
Nomura said growth would be

MUMBAI, July 27: Maruti Suzuki,
which has witnessed a significant jump in
online enquiries, plans to offer fully-digi-
tised financing options for car buyers, ac-
cording to a senior company executive.
The country’s largest car-maker that
sells on an average one out of every two
cars sold in the country has seen digital
enquiries spike to over 45 per cent dur-
ing the lockdown months.
Maruti Suzuki Executive Director for
Sales and Marketing Shashank Srivasta-
va told PTI that the company has already
digitised as many as 21 of the 26 touch
points in a car purchase journey, includ-
ing documentation and payments.
“We’ve launched a pilot for one-of-its-
kind finance marketplace on digital that as-
sists a customer in the car-buying process
by providing digital easy finance. And hope-
fully over the next six months, we should
move to fully digital financing options which
will be an industry-first,” he said.
Srivastava also said that certain touch
points such as the final delivery and test-
drives cannot be digitised.
“We are currently looking at a ‘phigit-
al’ approach wherein we seamlessly
blend the limited physical touch points
with the maximum digitised touch points
so that we strike a balance between dig-
ital interface and actual dealership show-
rooms,” he noted.
A nationwide lockdown was imposed
from March 25 to curb spreading of coro-
navirus infections and various relaxations
have been done starting mid-May. Auto
sales have been significantly impacted due
to the pandemic and subsequent lock-
downs that have also resulted in disrup-
tions in economic activities.
“During and after the lockdowns
were lifted we have seen an instant ac-
celeration in digital enquiries. Today,
digital is contributing to nearly 35 per
cent of enquiries and during the lock-
downs especially, we saw more than 45
per cent of our enquiries coming from
digital channels only.
“This was only 13 per cent in FY19 and
5 per cent in FY18. Today digital enquir-
ies have become the largest medium for
enquiries,” Srivastava said.
Elaborating on how Maruti is going
about its digitial drive so that they can
provide a more personalised experience
to customers, he said the company has
set up a content management system.
“This helps us personalise communi-
cation to each customer depending on the
digital signals in their purchase journey
with us, and provide them with the best
car buying experience. Staying connect-
ed with the customer throughout the year
is a priority for us because on digital, she
need not wait for a marketing campaign,
instead she can be reached out on de-

Further, he said the company follows
‘always-on’ approach for campaigns
across channels and that currently it was
focusing on a connected digital+ CRM
experience as well as working on initia-

tomers better. A testimony to this are
