Man who tried to grab cop’s gun killed in police station

A MAN WHO had been placed under arrest after he ran amuck and shot two men was killed on Sunday
night after he reportedly tried to grab a policeman’s gun inside a police station in Manila.

Dennis Santos, 36, a resident of Barcelona Extension in Tondo, was declared dead on arrival by
doctors of Mary Johnston Hospital due to a gunshot wound in the chest.

Meanwhile, the two men he shot earlier were identified as Emmanuel Jimenez, 39, a barangay
(village) kagawad and Luisito Maravilla. Both remain confined at Mary Johnston Hospital.

Inspector Armando Macaraeg, head of the Manila Police District (MPD) homicide section, said the
shooting took place at around 7:30 p.m. on Sunday inside the investigation room of the MPD Station 2
in Moriones, Tondo.

He added that an hour earlier, Santos went amuck and shot Jimenez and Maravilla who had tried to
pacify him.

A team from the MPD Mobile Police Unit was called in to arrest Santos. He was later turned over to the
custody of the MPD Station 2.

The police official said that while Santos was being held at the investigation room, Senior Police Officer
3 Rey Mira ordered Police Officers 2 Rodolfo Mayo and Roman Jimenez to handcuff Santos but the
victim was able to break free. He then reportedly tried to take Mira’s service firearm away from him.

Mayo, meanwhile, drew his gun and shot Santos once in the chest. The policemen immediately
brought Santos to the nearest hospital where he was declared dead on arrival.

The body was brought to St. Patrick funeral homes for autopsy and safekeeping while Mayo, Mira and
Jimenez turned over their service firearms to the Crime Laboratory for testing. They also voluntarily
submitted themselves to an investigation.

Korea may have foot and mouth outbreak -- official

SEOUL – North Korea has apparently suffered an outbreak of foot-and-mouth, a Seoul official said
Tuesday, as South Korea battles its own worst-ever incidence of the highly contagious animal disease.

Unification Ministry spokeswoman Lee Jong-Ju quoted members of charity groups and other officials
who have recently visited the communist country, saying the scope and origin of the outbreak is as
yet unknown.

"We've heard quite a bit about the outbreak (in the North) from recent visitors to the country," Lee
told AFP.

"But the North hasn't officially confirmed anything either via state media or by reporting to
international health organizations."

Yonhap news agency, quoting an unidentified Seoul official, said the North had deployed its military to
help disinfect farms across the nation since the outbreak was reported in December.

JoongAng Ilbo newspaper said Pyongyang had blocked road traffic in nearby areas and ordered
residents to refrain from traveling.

"We've learned that the North is unable to carry out quarantine and sanitization efforts properly due to
lack of necessary medicines and equipment," the paper quoted an intelligence official as saying.

It said the epidemic may take a toll on the North's military, which has raised livestock at military
facilities since the early 2000s to feed its troops.

People in the North, which suffers persistent food shortages, have been eating infected cattle and pigs
instead of burying them, the official was quoted as saying.

Foot-and-mouth affects cloven-hoofed animals such as cattle, pigs, deer, goats and sheep. It is
harmless to humans.

The secretive nation in 2007 suffered an outbreak of foot-and-mouth disease, prompting Seoul to
send experts, medicines and equipment. Relations have worsened sharply since then.

Tesda urged to train women on driving

KIDAPAWAN CITY— North Cotabato Governor Emmylou Mendoza has urged the Technical Education
Skills and Development Authority (Tesda) to provide free intensive training to women seeking
employment as drivers. 

Mendoza said there is an ample place for women in the labor market for drivers. 

“Women deserve their fair share of the jobs,” she said. 

Florante Herrera, Tesda provincial director, welcomed the governor’s plan. 

Herrera said his office would accommodate the women under the Training for Work Scholarship
Program. 

“Tesda-trained women, after getting their professional drivers’ licenses from the Land Transportation
Office (LTO) could then be initially placed as school bus or family drivers, and later as drivers of other
vehicles,” Mendoza said. 

Through this initiative, the employment of women in the province and the country would be
addressed, he said. 

The governor said some of the unemployed or underemployed women are interested to learn how to
drive, but are discouraged by the high cost of driving lessons. 

Mendoza also asked the Land Transportation Franchising and Regulatory Board (LTFRB) to require all
public vehicle operators, including school buses, to reserve at least 10 percent of their new posts for
women drivers. 

“Operating a PUV is a privilege granted by the government through the LTFRB, which can impose any
condition to a franchise,” she explained. 

The Metro Manila Development Authority is also pushing for women as passenger bus drivers to
