1.0 Introduction

As part of the company’s core values, we at ACME Petroleum Manila Terminal exercise stewardship of
our environment to ensure sustainable growth not only for the company, but for the community and the
environment as well. By properly managing our waste by-product and through the method of REDUCE,
REUSE, and RECYLE, we are able to minimize our operational inputs, thereby providing maximum
returns for stakeholders and at the same time, minimizing our impact to the environment.

2.0 Scope

This procedure shall cover the framework for managing waste from preventing/minimizing waste
generation, to promoting 3R measures and ensuring safe disposal of wastes and compliance to all
applicable Philippine laws and standards at Manila Terminal.

This procedure does not include waste disposal of wastes from spill incidents.

3.0 Definition of Terms

Oil contaminated wastes - any waste contaminated by used oil or any petroleum products. Example:
spent rags containing used oil, spill sorbents (e.g., polypropylene pads, sawdust, corn cob grit, wood
chips, and granular clay), and filter media from oil filters

Ferrous Materials – materials containing Iron (Fe), and is usually recycled for their scrap value

Non-Ferrous Materials – materials containing no or minimal traces of Iron (Fe).

DAO - DENR Administrative Order

4.0 Policy and Strategic Objectives

1. Manila terminal will take proactive actions to prevent incidents that could be reasonably expected ,
that could cause harm to people and the environment.
2. Manila terminal will abide to all local statutory requirements but not limited to the environmental
laws cited below:
 Republic Act No. 9275 - Philippine Clean Water Act of 2004
 Republic Act No. 9729 - Climate Change Act of 2009
 Republic Act No. 9003 - Ecological Solid Waste Management Act of 2000
 Republic Act No. 8749 - Philippine Clean Air Act of 1999
 Republic Act No. 6969 - Toxic Substances and Hazardous and Nuclear Wastes Act of
1990
 Presidential Decree No. 1586 - Environmental Impact Statement System of 1982
3. Manila Terminal will not enter into any waste related business by providing services in handling
wastes for third parties.

5.0 Roles and Responsibility

Terminal Superintendent - Shall approve the waste disposal plans and budget.

Operations Supervisors - Shall be responsible in ensuring that the waste generated within their area of
responsibility is well segregated from the source, and transferred to the designated temporary waste
staging area.

Environmental Advisor (PCO) - Shall be responsible in ensuring that the following items are
implemented:

a. Monitoring developments on new laws and regulations relevant to waste generation,


handling, transport, storage, treatment and disposal and adoption of those updates to the
terminal operations.

b. Reporting and submitting, on a regular basis, the forms required by the DENR regarding
waste management and disposal

c. Explores minimization/reuse/reduction/recycling/recovery/disposal options for waste


generated at Manila Terminal.

d. Provides support related to environment management to different departments or groups as


necessary.

e. Tracks generation, inventory and disposal hazardous and non-hazardous waste movements
inside the terminal.

6.0 Planning and Procedures

6.1 Reduce, Reuse, Recycle

 Before performing any activity with the potential of producing waste, due consideration
should be given in order to REDUCE the material input as well as the resulting waste or
byproduct.
 If the material inputs cannot be reduced anymore, consider REUSE of such materials, or
any suitable substitute.
 Lastly, should any waste be generated, exercise all consideration to RECYLE if possible, or
repurposing the material for other activities or purposes.

6.2 Waste Management System and Planning

This section shall identify the potential wastes from the activities inside the terminal, plan the
storage/transport/disposal route of those identified wastes and set the budget for the waste
disposal plan to be included in the overall activity budget. This shall include the following actions:

 Everyday collection of waste from trash bins is scheduled for normal day to day operations.
 Maintenance activities that is projected to produce waste; either hazardous or not hazardous
or both, must be coordinated to Terminal Superintendent and Environmental Advisor/PCO
for proper waste management and disposal.
 For the activities outside the above mentioned, such as revamp projects, waste management
and disposal by the contractor must be included in the contract. If it is not possible, waste

management and disposal must be agreed by the contractor and the Manila Terminal
Superintendent and Environmental Advisor/PCO prior to commence of the project.

The following personnel are expected to provide inputs to identify the types and volume of
expected wastes in order to identify appropriate disposal route:

a. Environmental Advisor (PCO)


b. Terminal Superintendent
c. Project Engineer / Project In-Charge

The Environmental Advisor shall monitor the progress of the actual activities regarding waste
disposal against this plan by reporting, on-site inventory of hazardous and non-hazardous wastes,
and financial report on waste disposal.

6.3 Waste Classification

For the purpose of regulatory compliance, waste produced by the terminal shall be generally
categorized as Domestic Waste or Hazardous Waste.

6.3.1 Domestic Waste

Domestic Wastes include biodegradable, non-biodegradable, and recyclable wastes


generated inside the terminal, is segregated, quantified, recorded and temporarily
stored at the Materials Recovery Facility (MRF) from segregated trash bins prior to
hauling and disposal by third party waste haulers. Due to logistical and practical
considerations, domestic wastes are accumulated at the MRF until a set quantity,
usually set by the third-party service provider, is met before collection from the
terminal.

Domestic Waste shall be further categorized as:

a. Food Waste – such as leftover food, condiments and the like. For the purpose of
waste collection and segregation, food waste shall be differentiated from
biodegradable waste.

b. Biodegradable Waste – are wastes which can be naturally broken down by


organisms, such as papers, leaves, cartons and wood.

c. Non-Biodegradable waste – waste which cannot be broken down by natural


organisms, such as plastics, acrylics, or other synthetic materials

6.3.2 Hazardous Waste

According to DENR DAO2004-36, or the Revised Procedures and Standards for the
Management of Hazardous Wastes, hazardous wastes can be defined as:

manufacturing operations and as consumer discards of manufactured products


which present unreasonable risk and/or injury to health and safety of the
people or to the environment.

DENR DAO2004-36 further classifies hazardous wastes, and is identified using their
Hazardous Waste (HW) Number. Listed below are some of the hazardous waste
commonly handled at the terminal:

5mg/L
D407 Mercury and mercury compounds, such as in laboratory equipment
F602 Inorganic pigments such as printer inks and their containers
M506 Waste Electrical and Electronic Equipment (WEE), such as circuit
boards and breakers.

For a complete list of HW materials governed by DENR, please refer to Table 1-1 of
DAO AO-36 2004.

7.0 Waste Collection

Waste collection bins are placed across several locations within the terminal. These waste bins
shall be made from sturdy material, covered, color-coded and properly labeled. Listed below are
the details of the waste collection bins inside the terminal:

a. Food Waste Bin – for wastes such as food leftovers, condiments, colored GREEN
b. Biodegradable Waste Bin, for wastes such as paper, leaves, carton, wood and the like, but
excludes Food Waste. Trash bin color: BLUE
c. Non-Biodegradable Waste Bin – for wastes such as plastics, acrylics and other synthetic
materials. Trash bin color: Yellow
d. Oil Contaminated Waste Bin – for waste materials contaminated or suspected to be
contaminated with oil, such as gloves and rags.

Locators and contractors working inside the terminal for extended periods are required to
provide their own waste collection bins, following the above specifications. In addition,
activities/projects which are foreseen to generate bulk/significant amount of hazardous waste
should first be communicated to the terminal for proper planning and execution before the start
of the activity.

8.0 Waste Storage

Collected domestic waste materials from trash bins shall be stored on the terminal’s Material
Recovery Facility (MRF). The MRF should be adequately roofed, labeled and with proper drainage
to protect from exposure to elements and for proper sanitation. Daily collected domestic weights
shall be weighed and recorded for compliance purposes.

Hazardous wastes shall be stored in a dedicated hazardous waste facility. Each hazardous waste
should be properly segregated and be stored in individual leak-proof containers. The facility
should be adequately roofed, with bund wall. The bund wall shall have a capacity of at least 125%
of the largest storage container, and is clearly marked in the structure.

Hazardous wastes shall be allowed to be stored only for a maximum of one (1) year after
generation.

9.0 Movement of Waste Outside the Terminal

All movement of waste outside the terminal shall comply with all existing regulatory and company
policies and procedures.

Bulk disposal of Recyclable or Reusable waste with significant residual value such as ferrous waste
materials of scrap materials should be coursed thru the Materials and Services Procurement Group
(MSPG) and Accounting group for proper bidding and documentation. Upon securing approval from
MSPG and accounting group, during the actual date of withdrawal, a Material Gate Pass shall be issued
per batch of withdrawal for documentary purposes. Refer to the Material Gate Pass procedure for
reference.

9.1 Domestic Wastes (Non-Hazardous)

In compliance with RA 9003: Ecological Solid Waste Management Act, the Terminal shall dispose
of domestic non-hazardous using only DENR approved Sanitary Landfills of third party waste
haulers. The waste generator shall ensure, either through testing or SDS, that the wastes being
disposed are non-hazardous.

Domestic waste withdrawn from the terminal shall be logged for regulatory compliance.

Recyclable domestic wastes may be directly sold off to local junk shops provided that the cost
does not exceed Php 3,000 per month.

9.2 Ferrous /Scrap Materials

Ferrous and non-ferrous scrap metals shall be segregated properly at the temporary storage area.
Mixing of scraps (not belonging to the same classification, e.g. Ferrous and Non-Ferrous) in the
scrap yard is strictly prohibited. Careful examination should be exercised when disposing ferrous
waste to ensure that no other Hazardous Waste component persists in the item before disposal.

9.3 Hazardous Wastes

 In compliance with RA 6969: Toxic Substances and Hazardous and Nuclear Wastes Control
Act of 1990 and its Implementing Rules and Regulations, Manila Terminal shall utilize only
DENR approved hazardous waste transporters and hazardous waste
Treatment/Storage/Disposal (TSD) facilities.
 Hazardous Waste Transporters must present a valid Transporter Registration Certificate.
This Registration Certificate enumerates all the Hazardous Waste Classes that the
Transporter is authorized to transport. Similarly, Hazardous Waste TSD facilities must

present a valid TSD Registration Certificate. This certificate will also enumerate the
Hazardous Waste Classes that the TSD facility can accept.
 Prior to disposal of hazardous wastes, generator representative must fill up the Request to
Sell and Dispose Materials and Equipment (RSDME) form.
 The total volume of hazardous waste indicated in the Permit to Transport (PTT) may be
divided into several batches, depending on the capabilities of the Hazardous Waste
Transporter. However, each batch should be covered by the RSDME form.
 A gate pass and a copy of RSDME form should be presented to the security guard on duty
before the transporter can leave the Terminal premises.
 The Hazardous Waste TSD Facility, upon completion of the treatment or disposal process
must send the Refinery a Certificate of Treatment.
 No unidentified waste shall leave the Terminal.

10.0 Implementation and Monitoring

All costs associated with the handling, treatment and disposal of waste generated by the terminal’s
activities shall be accounted for by ACME Manila Terminal. Moreover, the Terminal shall be responsible
for the implementation of necessary controls and corrective actions arising from the Hazards and Effects
Assessment conducted.

Project contractors and service providers working inside the terminal shall primarily be accountable for
implementing the necessary policies and procedures in generating, handling, treatment and disposal of
all their wastes. All associated costs for such practices, including contingencies shall be charged to their
account, subject to company rules and regulations.

11.0 Audit and Corrective Action

The line management is responsible for monitoring the execution of on-going waste handling, storage,
treatment and/or disposal and to advise other departments or contractors, if needed, of non-compliance
to agreed procedures.

The waste management system audit is included in the Operations Excellence Audit and the Safety
Walkabouts.

12.0 Management Review

The Environmental Advisor shall be responsible for the periodic review of this document. The review
shall cover, but are not limited to, the following:

● status of recommendations from audits/monitoring


● Identify training needs
● Non-conformances
