1.0 INTRODUCTION
Demographic Profile The Malaysia’s population for the Q2 2019 was estimated to reach 32.58 million
increased by 0.6% as compared to Q2 2018 (32.38 million). The male population
outnumber the females with 16.83 million (male) and 15.75 million (female).
The Central Region recorded the highest number of total populations with 8.40 mil-
lion. Population distribution by state in Q2 2019 indicated that Selangor was the
most populous state (6.52 million), followed by Kuala Lumpur (1.78 million) and
Putrajaya (0.10 million). The population share of this region accounting for 25.8%
of the total Malaysia population.
The top ranks of household income by district level from the 140
administrative districts were superheaded by Sepang (RM8,174) and
followed by Petaling (RM7,904), Gombak (RM7,903), Hulu Langat
(RM7,851), Klang (RM6,724) and Johor Bahru (RM6,518).

Combined, these three states formed 24.4% (39,078 transactions) of the national
volume of transactions and 43.8% (RM29.94 billion) of the national value of
4 transactions.
The market activity witnessed an uptrend movement across all sub-sectors except
development land sub-sector, which showing a decrease of 8.1%. The commercial
sub-sector showed the highest increase (26.7%), followed by the industrial (25.1%),
residential (6.2%) and agriculture (3.9%) sub-sectors. By contrast, the transactions
value showed downtrend across all sub-sectors except for the agriculture (20.3%) and
residential (6.6%) sub-sectors.
This section focuses on affordable housing schemes provided and monitored by the State
Authority in the region. Below is the list of affordable housing projects:
The Selangor State Government has introduced ‘Rumah Selangorku’ as part of the
provision of low-cost, low-medium and medium-cost housing. Seeing that these have
been imposed in each development since 2000, the state government has proactively
reviewed the existing policy to make it relevant based on the country’s current economic
situation. The situation became even more apparent when the ‘Pekeliling Dasar Rumah
Selangorku Bil 1 Tahun 2013 came into effect in January 2014, and thereafter all the
development of affordable homes have been included under the ‘Rumah Selangorku’
scheme. The importance of the allocation for ‘Rumah Selangorku’ in every housing
development is to meet the need and demand of the lower and middle-income earners
in owning a house.

• The property market is expected to remain positive, supported by the restart of the East Coast
Railways (ECRL) project which been announced by Prime Minister on April 2019 and followed by
the signing of a supplementary agreement between Malaysia Rail Link Sdn Bhd (MRL) and China
Communications Constrcution Company Ltd (CCCC).
• The new ECRL alignment is now shortened by 40 kilometres from 688 kilometres to 648
kilometres with the new alignment will be Kota Bharu-Mentakab, Jelebu, Kuala Klawang, Bangi/
Kajang, Putrajaya-Port Klang.
• The project provides 20 stations, comprising 14 passenger stations, five combined passenger and
freight stations, and one freight station.
• The ECRL is expected to be completed by 31 December 2026.

• LRT3 is a project developed under the Urban Rail Development Plan by The Land Public Transport
Commission (SPAD).
• The 37 kilometres line connects Bandar Utama in Petaling Jaya to Johan Setia in Klang with 25
stations positioned along the route.

c) Mass Rapid Transit 2 (MRT 2 - SSP Line)
• The Sungai Buloh-Serdang-Putrajaya MRT Line (SSP Line) serves a corridor with population
of around 2 million people stretching from Sungai Buloh, through the Kuala Lumpur City
Centre and its southern suburbs, to Putrajaya, Malaysia’s federal administrative centre.
• The alignment will have a length of 52.2 kilometres, consisting of 38.7 kilometres of elevated
tracks and 13.5 kilometres running through underground tunnels. It will have 35 stations of
which 24 are elevated and 11 underground.
• There will be 11 interchange stations with existing line and 16 stations with park and ride
facilities.
• Areas to watch out for include Kwasa Damansara, Kwasa Sentral, Sungai Besi, Bandar
Malaysia and Cyberjaya. The MRT station is located opposite the Lim Kok Wing University.
• Project started date: 15 September 2016.
• Project completion date:
i. Phase One (From Sungai Buloh Station to Kampung Batu Station) will begin operations
in July 2021.
ii. Phase Two (From Kampung Batu Station to Putrajaya Sentral Station) will begin
operations in July 2022.

d) West Coast Expressway (WCE)
• The construction of the West Coast Expressway (WCE) from Banting in Selangor to Taiping in
Perak is partly completed and opened in stages starting 2019.
• WCE project involves the development of a 313 kilometres highway, which is jointly developed by
the Public Works Department Malaysia (JKR) and concession West Coast Expressway Sdn. Bhd.
• Project started date: May 2014
• Project completion date:
i. Section 8 (19 kilometres stretching from Hutan Melintang to Teluk Intan) were opened to
traffic in May 2019;
ii. Section 9 and Section 10 (45 kilometres stretching from Kampung Lekir, Setiawan to Beruas
in Perak) will be opened to traffic in September 2019;
iii. Completion of the main link of the entire expressway is expected by 2022.

f) Putrajaya – KLIA Expressway (MEX II)
• The Putrajaya – KLIA Expressway (MEX II) is an 18 Kilometres long, three-lane dual
carriageway that will commence at Putrajaya Interchange and merge onto the existing KLIA
Expressway in Sepang.
• MEX II, extension from the existing MEX (Maju Expressway) will provide the shortest and
direct access to KLIA1 and KLIA2 from Kuala Lumpur city centre.
• Project started date: 2017
• Project completion date: 2020

4.2 Mixed Development Projects
Selected mixed development projects, that are expected to spur the property market in Central Region as
follows: -
4.2.1 Meta City, Sri Kembangan (Meta Residence Phase 1 - Tower A and Tower B)

• The project has a land area of 4.85 hectares and feature four towers on top of the podium. It is
located near to the proposed Taman Putra Permai mass rapid transit (MRT) station and it infuses new
expression lifestyle and inspires bold trends for living, leisure and arts.
• The 39 storey (Tower A) comprises of 396 SoHo units named Meta Lux SoHo and 594 serviced
26 apartments units named Meta Lux.
• Tower B (38 storey) has not yet been launched and it comprises 462 serviced apartments units named
Meta Bliz.
• Overall, Meta City in Seri Kembangan is a transit oriented mixed-use development (TOD) consists of
SoHo and serviced apartments, hotel, office and shopping mall.
• The Eco World Gallery @ Eco Forest Semenyih is the group’s second development within the vicinity,
following its successful Eco Majestic development. Similar to Eco Majestic, Eco Forest is also an
integrated mixed-use development project that sprawls across 208 hectares of freehold land, located
next to Broga Hills.
• The first phase introduced in Eco Forest is Ebonylane. It will consist of 685 double-storey terrace
houses, named Artisan Homes, which is priced from RM598,000 and Garden Homes (30’ x 62’), which
is priced from RM792,000.
4.2.3 Setia Ecohill 2, Semenyih Setia Ecohill 2, Semenyih

• The 408 hectares township developed by Setia Hill Sdn. Bhd., located in mukim of Beranang, district of
Hulu Langat.
• It offers a mixed development comprising double storey terrace, semi-detached, bungalows and
detached plots and business park.
• The project is expected to be completed in 2021.

Taman Suntex MRT Station.
• Consists of serviced apartments, hotel and shops.

4.2.5 Gamuda Cove, off ELITE Expressway

• A new township developed on 619 hectares of land located off ELITE Expressway.
• Development by Gamuda Land and set to be the nucleus of Southern Klang Valley.
• The developer first introduced Gamuda Cove in September 2018, and its first development would be
Palma Sands and Maya Bay Residences. It comprises 490 units of double storey terrace houses and
972 units of serviced apartments
• Estimated completion Date : 2021 (Palma Sands), 2022 (Maya Bay), 2038 (Full completion)

• Lucent Residences, Phase 1 comprises 181 superlink homes and 98 semi-detached houses.
• The township’s first high-rise development, the Amber Residence, was launched in 2017. It will
comprise 596 serviced apartments and 32 retail shops. It is scheduled for completion in mid-2020.
4.2.7 Raudah City, Selangor Cyber Valley, Cyberjaya

• The Raudah City will be the first Islamic Modern City in Malaysia, it will be equipped with Lecture
halls, City’s Library and Computer Center to become the center of Islamic knowledge for lifelong
learning community towards achieving Jannah.
• It is a mega project jointly developed by PKNS and Raudhah City Sdn. Bhd.
• PKNS RaudhahVille is part of Raudhah City comprising four types of Multi Generation Super
Link Homes and three types of Skyville Residences. It is expected to be completed by 2020.

• 760 hectares site, Bandar Rimbayu will be an iconic mixed development of residential,
commercial, recreational and parkland components.
• The integrated township is spread over four precincts: Flora, Fauna, Bayu and Commercial Hub.
4.2.9 Kita @ Cybersouth

• Kita @ CyberSouth is situated in the up-and-coming southern corridor of the Greater Klang Valley.
• Sited on Malay reserved land contiguous with each other forming a huge land area of about 256
hectares, the development is anticipated to comprise terrace houses, town houses, apartments,
shops and commercial lots.
4.2.10 KL Metropolis

• KL Metropolis is a mixed commercial development that will be developed on 30.5 hectares of land
located within Dutamas, Kuala Lumpur vicinity.
• It is divided into nine phases of development known as Met 1, Met 2, Met 3, Met 5, Met 6, Met 7,
Met 8, Met 9 and MITEC exhibition centre.

• 8th & Stellar is a mixed commercial development built on 0.89 hectares of leasehold land.
• This project consists of two towers housing 138 units duplex loft, 522 units serviced apartments,
six units shoplots and 120,000 sq ft office spaces.
• The project is currently under construction.
