1. PURPOSE
The purpose of this method statement is to have a procedural activity for all Tank Fabrication &
Erection for Nghi Son 2 BOT Thermal Power Plant with Safety, Quanlity and consistently.

2. SCOPE
This method is made for following storage Tank installation guidance :

a. Potable water storage tank

b. Demi water storage tanks

c. Service water tanks

d. Filter water tanks

e. Plant & Fire Water Storage Tanks

f. Condensate water storage tanks

g. Light diesel oil storage tanks

h. Flue oil tanks

i. Absorber towers for FGD system

j. Makeup water tank for FGD system

k. Limestone storge tanks for FGD system

l. Emergency storge tank for FGD system

m. Gypsum slurry storage tank for FGD system

n. Filtrate tank for FGD system

o. Waste water blowdown tank for FGD system

p. Waste water treatment tanks for FGD system

q. Any Tank where is construction in the site would be applied in this MS

3. GENERAL
a. Select a proper erection sequence as per the latest revision of the erection drawing

b. Check the site conditions for access & storage of materials.

c. Mark-up the storage area & crane position.

d. Arrange the temporary supports, Jigs, guys, braces, clips and etc.

e. Shift & store the erection materials at the marked places.

f. Arrange for the scaffolding materials in advance ; if the same is required during the
progression activities.

g. Ensure the availability of proper lifting tackles, drift pins, wedges and torque
wrenches for tensioning.

This method statement is applied to the above mentioned works. If there are any matters not
mentioned in this procedure, then that will be carried out according to relative drawings and
standards.

 Project: Nghi Son 2 BOT Thermal Power Plant uses technology


of coal firing with capacity 2x600 MW.

 Country: Socialist Republic of Viet Nam.

6. PREPARATION WORK
6.1 Material Storage
Make sure the conditions such as the access road for heavy equipment (crane, truck,
and trailer), the storage capacity, ground condition, and other materials may affect to
the tank material, etc.

Make the conditions before working such as the access road in and beside the tank
area, the land for laying down material, wet or dry land, etc.

6.5 Construction schedule

6.6 Foundation Check


- The Foundation had been done before start installed the tanks.

- Cross checks the foundation, anchor bolt, lay-out and bolt holes.

- Bolt Holes Shell be straddle the nominated north south Tank centerline and The
Horizontal Tank Centerline.

- Clean the foundation bolts with wire brush. Any scraps, concrete blocks or other
obstacles shall not be on the surface of foundation.

- Check the bench marks.

6.7 Tolerance / Allowance


Tolerance / deviations shall be within the cumulative effects of erection tolerances as
set in the API-650 Codes & Standards or as shown on the drawings.

6.8 Rigging Equipment and Accessories


- Safe operation of rigging equipment to lift a given load is not the only factor the
equipment operator must consider.

- All such equipment shall be inspected prior to its use on each shift, and as necessary
during its use, to ensure that it is safe. Remove from service immediately any rigging
equipment found to be detective.

7. INSTALLATION
7.1 Flow Chart

7.2 Annular Plate


- Annular plate may be pre-assembled into the block of two pieces at outside of the prior
to installation on the blocks.

- When arranging the annular plate, outside radius should be increased respective to the
quantity of annular plate from the drawing the dimension to compensate for the
welding shrinkage. This increasing to be calculated before install.

- Fit-up shall make for all the annular plate except last piece which shall be left for

make-up for dimensional adjusting.

- Either strong back or back pieces should be installed at the welding joints to prevent the
plate from welding distortion.

7.3 Bottom Plate


- After the foundation has been found satisfactory, the bottom plates are to be installed.

- The first, bottom gauge to be made. And it is datum lines for arrangement of the bottom
plate on the foundation.

- The bottom plate shall be arranged from the centre toward the outside.

Assembly and locate bottom plate.

- The lap with of the bottom plate will be increased from the dimension of design
drawing to compensate the welding shrinkage.

- In arrangement the bottom plate, use fit-up jigs as shown in below figure

- Three plate laps shall be prepared and welded as follows :

o When the plate corners are flame cut, the upper plate shall be lifted up above
the lower plate, or a temporary plate shall be placed between the two to prevent
damage to lower plate.
o Any drain sump inserted in the tank bottom shall be firmly bedder full care on
the foundation, taking to eliminate any void under bottom of the sump it self.
o Fit-up the annular plate in order to obtain the proper gap. Lay the plate at a
slightly larger radius than the given radius to compensate the welding
shrinkage.

o After completion of laying out the bottom plate, tack-weld only should be
performed from center to circumference.

o Check again the dimension of tank bottom before performing full weld.
o General welding sequence of bottom annular plate is as follows:
 Welding of the bottom annular plate together.

 Erection the 1st course shell plate and welding of vertical joint.

 Erection the 2nd course shell plate and welding of vertical joint.

 Welding of 1st girth joint (Horizontal joint).

 Welding bottom annular plate to shell plate (inside 1st past will be welded
and full completed outside weld joint and continuous welding will be
adopted on the subsequent passes inside).

 Welding bottom annular plate to bottom plate.

 Mentioned test requirement for shell and bottom annular plate joints as per
API 650 for in/out side joint.

- Butt joint welding of the bottom annular plate shall be inspected and start erection of
1st course shell plate.

- The prevent welding distortion, reinforcing beam should be installed in parallel to the
welding line.

- The bottom plate can be welded under the spread condition.

- The welding should be performed from the center toward the outside in principle.

- The welding seam for bottom plate shall be performed vacuum box test to ensure no

7.4 Shell Plate


- Prior to erection of the 1st course shell plate, following marking shall be performed on
the sketch/annular/bottom plate.

o The radius marking should be for reference marking (from tank center as per
foundation checking).

o This marking is shell erection marking as per drawing shell in-diameter and the
fit-up of shell plate with tolerance considering weld shrinkage.
o The marking of the vertical joints of the 1st course shell plate (Shell plate
gauge line).

o After making complete, shell plate shall be hung up and set by crane as below
figure

o The 1st course shell plate shall be erected on the sketch/annular/bottom plate,
adjustment the required gap and plate alignment of the vertical joints.
o Temporary assembly between the 1st course shell plate and the annular bottom
plate shall be fixed by the guide plate and wedge for guide and roundness
adjustment.

Erection of upper shell course

- Level, roundness and plumbness measurements of shell course shall be carried out in

accordance with the ITP (Inspection and Test Plan) for Tank, document No NS2-
DH01-P0ZEN-740005.

- After completion of vertical welding of first course and second course, horizontal
joints between first and second course shell be fitted up and welded.

- After completion of the horizontal welding, third course should be erected.

- Scaffoldings will be used for erection, welding and inspection work at inside of the
shell plate and travelling cages will be used for the work at outside

- The scaffolding system for shell plate installation has been installed following below
sketch :

7.5 Shell Stiffeners and Top Girder

7.5.1 Shell Stiffeners


- After completion of inspection the vertical joints of stiffeners to be located.

- During installation, the curvatures of the joints shall be checked with a correct
curvature gauge.

7.5.2 Top Girder


- The top girder will be pre- assembled on the ground prior installation

- After completion of the small erection, the preassembled top girder installed on the top
of shell plate

7.6 Roof Installation


- After erection of shell top angle, install all rafters connect to gussess plate provided on
the shell inside.

- The erection of roof plate will start after installation and fit up roof steel structure
according to approval drawing.

- Roof plate and rafter shall be installed by crane.

- Make sure that all person involve in any activity must be fully awared regarding with
the scope of work.

- Install, fitup and welding roof plate together or roof plate to the top angle has to
strickly follow approval drawing.

All lifting gear devices must be had CO-CQ and got certificated from The third party.

- The welding seam for roof plate shall be carried out vacuum box test after finish all

7.7 Appurtenances
- Stair way, plateform, shell stiffener, internal pipe, roof and shell fitting, ladder, etc.
shall be completed before water filling test.

- Double check for tank orientation of the tank layout and fitting, stair way and other
appurtenances as tank construction continue.

- Install, fitup and welding appurtenances in accordance with the approval drawing and
welding sequence.

7.8 Tank Testing (Water Filling Test)


- Make sure all hot works, repairing works finished, inspected and cleaned.

- Make sure all tool/ equipment, temporary materials are to be removed except for
scaffolding system inside the tank, its shall be kept until completed of water filling test
with the purpose of supporting to blasting and painting work inside the tank.
Scaffolding system shall be checked by authorized person after water filling test and
before start of blasting and painting work

- Tank foundation shall be checked and recorded before, during and after water filling.

- The test water will be filled inside the tank following the steps as below:

o Step 1: Check Tank erection and inspection, check the tank foundation level
and record the result (before water filling);
o Step 2: Fill water up to the ¼ Max. Liquid level of the tank, measure the
foundation level and record the result; At least 02 hours of holding time.
o Step 3: Fill water up to the ½ Max. Liquid level of the tank, measure the
foundation level and record the result; At least 02 hours of holding time.
o Step 4: Fill water up to the 3/4 Max. Liquid level of the tank, measure the
foundation level and record the result; At least 02 hours of holding time.
o Step 5: Fill water up to the Max. liquid level (full) of the tank, the holding time
at least 24 hours after the tank has been filled from the 3/4 Max. Liquid level
of the tank to the maximum test height. Measure the foundation level and
record the result;
o Step 6: Drain the test water and clean the tank. Measure the foundation level
and record the result.
Note: Detail Method Statement for filling test shall be separately submit to
Owner/WSP for approval. B

7.9 Calibration
Calibration of the Tank shall be applied for Light Diesel Oil Storage Tank and performed

after water filling test by 3rd party who will carry out the calibration work.

7.10 NDE
All NDE works shall be carry out in accordance with the Inspection and Test Plan for
B
Tank Fabrication & Erection No. NS2-DH01-P0ZEN-740005 and NDE procedure No.
NS2-QE03-P0ZEN-040010.

8. ENVIRONMENT, HEALTH AND SAFETY


8.1 Safety regulations for execution vehicles
- All connection details for elevation, combination and installation before, during and
after production must be accepted in accordance with regulations on ISO quality
management system.

- Execution and combination equipment at the site must be checked, maintained, load-
tested in accordance with regulations on elevation equipment safety under TCVN
4244-86, the inspection certificate must be still effective.

8.2 For participants


- Site leader decides the list of team leaders and staff involved in the work and only
those persons are entitled to involve in lifting and installation of equipment (main
beam, steam drum ..) and must comply the following regulations:

o Being trained in execution process, safety measures and being tested, issued
safety cards by competent agencies.
o Being medically examined by competent medical agencies and issued certificate
of good health before working.
o Being provided with a full range of equipment and personal protective equipment
in line with the working conditions (shoes, protective clothing, hard hats, gloves,
anti-dust masks, seat belts) and bring all of them when working.
o Being strictly forbidden to use alcohol, beer and other drugs before and during
working hours as well as at the site.
o Being only traveled in their working area, prohibited to travel to other areas
outside their execution premises when they have yet been permitted.
- The equipment and supplies have strict requirements on safety when put to use in the
field, such as cranes, electric hoists, oxygen bottle, gas cylinders, pneumatic cylinders
in the construction process must be licensed to use issued by the competent State.

- The equipment and materials on the site must be collected and fully protected when
the working hours finishes.

- Preparing enough drinking water for workers in the working process.

- Necessary barricades, plates at the execution site must be arranged and guarded to
prevent people from entering into dangerous areas.

8.3 Electrical safety


- In the working process, workers frequently expose to the power source through the
machinery, equipment and tools for production. Therefore, it is highly required that
people must comply with strict regulations on power as follows:

o Only related persons are allowed to use and operate electrical-run equipment and
machinery.
o Cabinets and appliances are certainly earthed.
o The power distribution cabinet must have intermediate switches, lid and full
safety equipment such as circuit breaker, fuses, arc devices.
o All power cable system and wires for execution must be good insulated, wiring
positions must be arranged neatly so that travel, material and equipment
transportation cannot be prevented.s

o While working in the dungeon and cellar, only using the device with the voltage 
36V.
o When the machinery and equipment is stopped working or stopped for repairs, it
is vital cut off all power source to the machine. While repairing, it is necessary to
hang signal "No opening power source, it is in repair.".
o When electricity-related work is conducted, it is vita to appoint those having
power expertise. Each team must have 02 or more.
o The circuit breakers for supplying power for execution are placed in a covered
box to protect against rain and on the stand > 0.7 m above the ground under
construction.

8.4 Confine Space Work


- Specific detail safe work method for confine space works (inside the pipe and
associated with hot work) shall be provided and added

- MSDS of any chemical shall be provided and added

- For emergency rescuing before working must be sured all of workers who take part in
task must be known and training about Confined space work and method for rescuing

8.5 Safety for Working at the high locations


- When working at a height of 1.8 meters or more or less than 1.8 m but having
obstacles below, everyone should strictly comply with the following rules:

o Only allow people having enough health to climb (listed in the certificate of
health issued by competent authorities) for working.
o If anyone is found using alcohol, beer and other stimulants, they are prohibited
from working and taken away from the working area immediately.
o Workers wear tidy clothes (protective clothing, hats with straps, protective shoes).
o All equipment and operation location of workers must be absolutely insulated.
o Wearing seat belts, which are checked by functional departments and load-tested
before putting into use.
o Seat belts are definitely hooked, reliability (Lifeline as shown in the figure),
position for hooking belts must be higher than or equal to 2/3 the height of the
person to ensure convenience in working.
o Electric welder and oxyacetylene welder use leather belts.
o Tools for the execution must be neatly placed in boxes, free from dropping down.
o Do not throw materials and tools from bottom to top and vice versa.
o Around the working location, it is necessary to stretch wire and hang signboard
“Prohibit people to travel” in a radius of 5m.
o When travelling in the operation floor with high danger, it is vital to stretch wire
or cable to hook safely.
o It is vital to cover the working platform to prevent waste materials from falling in
the working process and industrial hygiene.

8.6 Fire Safety


- When working in easily explosive environments such as oxygen bottles, gas cylinders
and flammable chemicals, such as gasoline, oil, paint ... people should absolutely pay
attention to fire and explosion prevention.

- Flame is strictly prohibited in the workplace (except for brazing, welding), all
flammable equipment and chemicals should be placed in the prescribed locations,
away from heat sources > 10m, carefully shielded warned: "No fire".

- Gas and oxygen bottle must be placed machine warehouse, separated and away from

8.7 Safe use of lifting equipment in assembly


- Operator of lifting equipment must be expertise, skilled and granted training certificate
by legal training establishments.

- Be trained in the safe operation of the lifting equipment and issued card by the
competent authorities.

- Must have been fully equipped with personal protective equipment in line with the
work.

- Complying with shift hand-over process, before they control machines, they must
check whether safe equipment (such as brakes, brake ratchet ...), control structure are
safe or not.

- During operation, they must pay attention to the alarm clock: load (bearing and
allowed) and flip torque of lifting equipment. If the alarm clock shows 80% load or
more, they must report to the direct leader to assign observers to see balance of lifting
equipment, materials and they must perform each operation only, not combine them to
avoid instability of lifting equipment and materials.

- When lifting or lowering, moving the lifting device or load, they must show signal to
inform everyone around.

- When operating, they must observe the cables (chains, cylinder - lift tables) moving
through the pulley (gear), to prevent it from being twisted, disordered or trapped.

- Only using lifting equipment to lift and lower volumes of materials in the vertical
position, prohibiting using it in oblique direction or drag volumes of materials on the
floor.

- When lifting equipment is operated near power transmission lines, it is necessary to


follow safe distance under the power sector standards.

lifting equipment for use in situations.

- Prohibit using volumes of materials, architectural structures without permission of the


investor as the hole or holding hoist, pulley.

- Prohibit using lifting equipment for lifting people during construction

8.8 Transporting materials and equipment


- The premises must be cleared, the moving path must be flat without having any
equipment or obstacles.

- Check vehicles before shipment.

- When materials are loaded onto carts, its shaft must be chocked tightly and loaded
with correct volume of materials.

- When two porters or more involve in loading materials, their signal must be consistent,
and their height must be around equal. They must carry materials on the same shoulder
(right or left).

- When transporting equipment by car, it is necessary to calculate the width and height

- When transporting easily explosive materials, measures shall be taken in accordance


with the responsible person’s regulations.

8.9 Safety precautions for welding and cutting metals


- Electrical welding and cutting:

o Electric welders must participate in a professional training, clearly understand


features and structure of welding machine and equipment, understand welding
methods, cross-sectional dimensions of materials and welding position. After
being test, if he is passed, he is eligible to be assigned independent work.

o Welder at work must be fully equipped with personal protective equipment for
them.

o At work, the welder must wear leather shoes, his clothes have buttons grabbed
at the wrists, feet, his coat must not be left in the trousers, refractory, insulation,
mechanical action-resistant gloves, wrapping with leather coat or canvas,
wearing welding mask.

o When welding in damp places, he must be more careful, not to touch electrical
parts of the welding equipment.

o The metal casing of welding machines and welding equipment must be earthed,
space-connected in accordance with Vietnam standards in the "Rules for earth
connection and space connection of electrical equipment".

o Welding plier grid and other electrical conductors of the 4-head machine must
be well insulated, check once every 3 months for insulation.

o Welding machine must be covered outdoor to prevent it from rain, it is


prohibited to weld when it rains or thunderstorms.

o Within 10m, it is prohibited people to look directly at the welding spark without

o Oil, gasoline or other flammable substances must not be placed around the
welding place. It must weld away on flammable substances at least 10 meters

o When welding operation is conducted at the high place, the operation floor must
be solid, and signals hung below the welding place to prevent people from
travelling around it. Pieces of welding rod are not thrown or dropped.

o Welding machine must have circuit breaker opened or closed, not using power
outlets in such circuits as in bulb circuit.

o Chain of welding pliers is insulated, heat resistant. Welding plier must keep
welding rod.

o Using the stand to place welding plier, not place it on other materials or on
ground.

o Oxyacetylene welding:

Only those who are trained and assigned can use welding machine. When they
work, they must have sufficient and labor protection equipment.

- Complying with the requirements for storage and working with gas cylinders and oxygen
bottles:
o Storing it in cool places with average temperature <500 C. Preventing it from
exposing corrosive chemicals and flammable materials.

o Premises for placing GAS cylinder must be flat, not able to create sparks
when friction, collision, gas cylinders must be placed in a vertical position.

o Absolutely prohibiting open flames around GAS cylinder within 10m.

o OXYGEN bottle must not be contacted with oil and grease.

o Complying with requirements for transporting OXYGEN and GAS cylinders:

o When transporting gas cylinders, they must be placed vertically, its valve
turned upward; absolutely not rolling it, to avoid collisions with other GAS
cylinders, GAS cylinders with other objects.

o GAS or OXYGEN cylinders must be firmly tied to avoid collisions, overthrow,

its valves must be tightened and turned in one side. The maximum number of
cylinders arranged is equal to 2/3 of the volume of body of trunks, body of
trunks must be made of soft materials.

o When welding and cutting, it is vital to ensure that the minimum distance
between GAS cylinder and OXYGEN bottle is 10 m, the minimum distance
between the welding flame to GAS cylinder as well as OXYGEN bottle is
10m.

o Before cutting and welding, connectors must be tightened, avoid leak of GAS
or OXYGEN. Although gas is ignited slowly, it is necessary to comply with
procedures for opening the valve as acetylene welding "OXY go ahead, come
back later".

8.10 Safety precautions on using execution equipment and tools


- Using chain hoist:

o Before using, it is vital to thoroughly inspect the technical and working condition
of equipment such as hardness, solidity of mechanical structure, reliability of
brake structure, cross chain, load chain and hook beak; if they meet requirements,
they are allowed to be used.
o When lifting and lowering equipment, it is vital to check whether the structure of
the hoist brakes are in good condition or not by lifting a volume of goods to a
height of less than 100 mm and within 5 minutes, if it is not "drifted", it can be
continuously used.
o Maintenance and checking of the reliability of chain hoist must be regularly
conducted.

- When using machinery and equipment run by electricity:

o All the power supply cable must be insulated absolutely, connections and wiring
points shall be insulated, wiring box of motors must be covered with lids.
o Machine cover must be earthed firmly.
o Machine installation position must be placed at silent locations and not in moving
road.
o Operators of machines must be assigned by the responsible person and instructed
how to operate.
o When stopping working for repairs, it is vital to cut off all power to the machine.
o Machinery, equipment must have adequate safety devices such as fuses, relays,
