“ENDORSING THE ADB-FUNDED SUSTAINABLE TOURISM
DEVELOPMENT PROJECT OF THE DEPARTMENT OF
TOURISMDEPUTIZING TWENTY-TWO (22) WILDLIFE
ENFORCEMENT OFFICERS (WEOs) PURSUANT TO
REPUBLIC ACT 9147 OTHERWISE, KNOWN AS THE
WILDLIFE RESOURCES CONSERVATION AND
PROTECTION ACT”

WHEREAS, R.A. 7611, otherwise known as the Strategic Environmental Plan (SEP)
for Palawan, took effect on 19 June 1992 and Section 6 of the said law provides that the SEP
shall serve as the framework to guide the government agencies concerned in the formulation
of plans, programs and projects affecting the environment and natural resources of Palawan;

WHEREAS, Section 7 of the same provides that the SEP shall establish, as its main
strategy, a graded system of protection and development control over the whole of Palawan,
including its tribal lands, forests, mines, agricultural areas, settlement areas, small islands,
mangroves, coral reefs, seagrass beds and the surrounding sea, known as the Environmentally
Critical Areas Network (ECAN), and which shall ensure the following: forest conservation
and protection; protection of watersheds; preservation of biological diversity; protection of
tribal people and the preservation of their culture; maintenance of maximum sustainable
yield; protection of the rare and endangered species and their habitat; provision of areas for
environmental and ecological research, education and training; and provision of areas for
tourist and recreation;

WHEREAS, Section 16 thereof provides that the governance, implementation and


policy direction of the SEP shall be exercised by the Palawan Council for Sustainable
Development (PCSD);

WHEREAS, Republic Act No. 7611, otherwise known as the Strategic


Environmental Plan (SEP) for Palawan, took effect on 19 June 1992 section 6 of which
provides that the SEP shall serve as the framework to guide the government agencies
concerned in the formulation of plans, programs and projects affecting the environment and
natural resources of Palawan;

WHEREAS, Section 16 of the same law provides that the governance,


implementation and policy direction of the SEP for Palawan Act shall be exercised by the
Palawan Council for Sustainable Development (PCSD);

WHEREAS, Section 19, paragraph 8 of the same law provides that the Council shall
have the power to adopt, amend and rescind such rules and regulations and impose penalties
therefore for the effective implementation of the SEP and the other provisions of this Act;

WHEREAS, Section 4 of Republic Act No. 9147, otherwise known as the Wildlife
Resources Conservation and Protection Act provides that in the Province of Palawan,

jurisprudence jurisdiction herein conferred to DENR and DA is vested to the Palawan
Council for Sustainable Development pursuant to Republic Act No. 7611;

WHEREAS, Section 30 of RA 9147 on provides for the Deputation of Wildlife


Enforcement Officers (WEO’s) of the same law provides thatby the Secretary, in the case of
DENR and DA, and the PCSD in the case of Palawan, shall deputize wildlife enforcement
officers (WEOs) from non-government organizations, citizens groups, community
organizations and other volunteers who have undergone necessary training for this purpose
Section 19 of RA 7611 provides that the PCSD shall (5) Recommend to the Congress of the
Philippines such matters that may require legislation in support of the objectives of the SEP;
(8) Adopt, amend and rescind such rules and regulations and impose penalties therefore for
the effective implementation of the SEP and the other provisions of this Act; (9) enforce the
provisions of this Act and other existing laws, rules and regulations similar to or
complementary with this Act; (10) perform related functions which shall promote the
development, conservation, management, protection, and utilization of the natural resources
of Palawan; and (11) perform such other powers and functions as may be necessary in
carrying out its functions, powers, and the provisions of this Act;

WHEREAS, during the 271st PCSD meeting, Ms. Cherry Lyn Rodolfo of Department
of Tourism (DOT) presented before the Council the background and major components of the
Sustainable Tourism Development Project;

;WHEREAS, as presented by Ms. Rodolfo, the said project is in partnership of the


Philippine Government and the Asian Development Bank-Southeast Asia Urban Services
Facility (ADB-SURF);

WHEREAS, the project’s goal is to transform Coron and El Nido municipalities into
one of the country’s sustainable, inclusive, resilient, and competitive tourism centers and
Blue Economies;

WHEREAS, the project’s major components include enterprise, ecosystems and


infrastructure developments, with a preliminary cost estimates of about USD100 million over
a period of five years from 2021 to 2025;

WHEREAS, the same project has been endorsed by the National Tourism
Coordinating Council last August 23, 2019;

WHEREAS, the Council shares the view of the DOT as regards the transformation of
communities towards becoming sustainable, inclusive, resilient and competitive tourism
centers;

WHEREAS, the Council recognizes the valuable impact of the project to the
municipalities of Coron and El Nido, and considers that same as one way of contributing to
the attainment of PCSD’s objective, that is the improvement in the quality of life of the
people;

WHEREFORE, foregoing premises considered, and upon motion duly seconded, the
Council resolves to ENDORSE, AS IT IS HEREBY ENDORSED, the ADB-funded
Sustainable Tourism Development Project of the Department of Tourism;

RESOLVED FURTHER, that copies of this resolution be sent to DOT and all other
concerned agencies and parties for information and guidance;

ADOPTED AND APPROVED this __ day of July 30, 2020 in Puerto Princesa City,
Philippines.

WHEREAS, Section 5 of PCSD Administrative Order No. 12 or the Detailed


Guidelines in the Implementation of Republic Act No. 9147 and Joint DENR-DA-PCSD
Administrative Order No. 01 as may be made applicable in the Province of Palawan, which
took effect on July 29, 2011 provides that individuals from different sectors of the society,
such as the local government units (LGUs), non-government organizations (NGOs), citizens
groups, community organizations, etc., who possess the qualifications and comply with the
requirements and training prescribed under Section 5.2 to 5.4 thereof shall be deputized as
WEO’s who shall have the full authority to seize illegally traded wildlife and to arrest
violators of the Wildlife Act, subject to existing laws, rules and regulations of the Wildlife
Act, subject to existing law, rules and regulations on arrest and detention;

WHEREAS, oOn October 1-5, 2018 at the Palawan Sustainable Development


Training Institute (PSDTI), at Barangay Irawan, Puerto Princesa City, twenty-two (22)
qualified the following individuals participated and satisfactorily passed the five-day Wildlife
Enforcement Officers Training Course conducted by the PCSDS;

WHEREAS, upon evaluation of their qualifications and the results of the training they
have satisfactorily completed, the PCSDS Executive Director recommends the deputation as
WEO’s of the following :

WHEREAS, in today’s regular meeting, a total of twenty-two (22) individuals, to wit


took oath as PCSDS Wildlife Enforcement Officers (WEOs) which constitute as a part of the
deputation process for the members of the PCSDS Enforcement Team, to wit;:

WHEREFORE, in consideration of the foregoing premises and on motion duly


seconded, the Council resolves to authorizedeputize, as it the above-enumerated 22
individuals are is hereby AUTHORIZEDDEPUTIZED, the deputation of the abovementioned
twenty-two (22) individuals as Wildlife Enforcement Officers (WEOs):

RESOLVED FURTHER, that the above-mentioned individuals be required to take
their oath;

RESOLVED FURTHER, before the Council and that identification cards and
deputation order as Wildlife Enforcement Officers (WEO’s) and deputation order be
individually issued to the abovementioned individuals which shall be valid for the period of
two (2) years from date of issue, renewable for the same period after submission of a duly
accomplished evaluation form and upon favorable recommendation of the appropriate officer
of the PCSDS;

RESOLVED FURTHERMORE, that the abovementioned individuals be


included in the PCSDS WEO database for purposes of supervision and control;

RESOLVED FINALLY, that a copy of this resolution be furnished the


concerned agencies and parties for information and guidance;

ADOPTED AND APPROVED this 23rd day of November 2018 in Puerto Princesa
City, Philippines.
