SECTION 01040 – CO-ORDINATION

01040-1 DESCRIPTION
1.1 General

A. The contractor shall provide administrative and supervisory personnel necessary for
procurement manufacture, co-ordination, construction, completion, and testing. This
section includes administrative and supervisory requirements necessary for co -
ordination including, but not necessarily limited to:
1. Co-ordination;
2. Administrative Procedures;
3. General installation provisions; and
4. Cleaning and protection.

01040-2 CO-ORDINATION
1.1 General

A. The contractor shall take note that the Employer will employ other contractors to
carry out work and that public and private utilities, statutory and other relevant
authorities will also be carrying out work in, on or adjacent to the works Area. The
contractor is responsible for taking all reasonable steps to co-ordinate and integrate
the works with that of the Ancillary or Other Contractors and to afford reasonable
access to the site of their works.

B. The employer’s Representative shall advice the Contractor in the coordination of the
Interface programme of the Works with that of the Ancillary or Other Contractors.
The contractor’s responsibility require working closely on the Execution of the
Works at the interfaces, working in a common area without causing disturbance to
Each other, and installing and fixing items supplied by the Ancillary or other
Contractors in accordance with the agreed interface schedule.

C. The contractor shall plan for and carry out the works in such sequence and manner so
as not to cause damage or inconvenience to the Ancillary or Other Contractors.

D. The Contractor shall achieve the Schedule Dates as set out in Appendix D “Interface
schedule”.

E. The contractor shall give the relevant Ancillary or Other Contractors at least two (2)
Weeks written notice of the Contractor’s need or intention to carry out works in a
Restricted area, the Ancillary or Other Contractor’s works area which may affect
their works. The notice shall be supported with all relevant details of the nature and
extent of such works. The manner in which such works is to be carried out shall be
discussed and agreed with the relevant Ancillary or Other Contractors in the presence
of the Employer’s Representative at interface Co-ordination Meetings.

F. The contractor shall not trespass or enter any areas, which are not in his custody and
control, which the Employer’s Representative may designate as restricted areas.

G. Appendix D list items and schedule dates of major interfaces with the related
Works. The contractor must release information to and allow the contractors for the
Related Works to have access to the relevant Works Area no later than the dates
shown. The contractor must programme the Works assuming that his access to the
Works Area will not be released to him before the dates shown.

H. The contractor’s Programme must clearly indicate all the interfaces and the interface
dates and any other additional information regarding the interfaces the Contractor
believes critical to the successful Execution of the Works.

I. In the event that the contractor and the Ancillary or Other Contractors cannot reach a
Mutual agreement on any items of the Interface Schedules, the Employer’s
representative shall decide the order of precedence between the Works and the
Related Works. Except where otherwise provided for in the contract, the Employer’s
Representative’s decision shall be final and the Contractor shall comply with the
decision, at no additional cost to the Employer and the Ancillary or Other
Contractors, always subject to the provisions of the Conditions of Contract.
1.2 Co-ordination Procedure
A. Within twenty one (21) days after the commencement Data, the Contractor shall
prepare and submit the outline of the Co-ordination Procedure to the Employer’s
Representative. Within twenty eight (28) days after the submittal of the outline of the
Co-ordination Procedure, the Contractor shall submit the detailed Co-ordination
Procedure to the Employer’s Representative for approval. The detailed Co-ordination
Procedure shall take proper account of all comments made by the Employer’s
Representative on the outline submitted previously and shall describe in detail the
Procedure for Co-ordination of contractor’s activities with the Employer, the
Employer’s Representative, Consultants and other agents, the Contractor’s own
suppliers, his own Subcontractors, Statutory Authorities and specifically the
Ancillary Contractors and Other Contractors of the Related Works. Procedures for
efficient and effective co-ordination at each stage of procurement, construction/
installation, testing and handing-over shall be presented in the Co-ordination
Procedure. The Co-ordination Procedure shall be developed in compliance with the

Quality Assurance plan and shall contain, but not be limited to, such information as
described hereunder:

i) Contractor’s co-ordination team.


ii) Structure of co-ordination meetings and other communication with all
concerned parties.
iii) Procedures to ensure that the Execution of the Works are co-ordination with
the work of sub-contractors, suppliers and with the work of the Ancillary
contractors and Other Contractors of the Related Works.
iv) Procedures for the preparation of joint co-ordinated programmes, method
statements, co-ordination drawings and specifications for the Works,
including sub-contractors/suppliers, with the Ancillary Contractors and Other
Contractors of the Related Works.
v) Procedures to prevent damage or inconvenience to the execution of the
related works.
vi) Procedures to prevent damage to the works caused by the related works.
vii) Procedures to co-ordinate with and afford all reasonable access to
Ancillary Contractors and/or Other Contractors and other who may be
engaged on the site (whether employed by the employer or not) or who are on
or carry out on the project site, including Security and Health and Safety
procedures.
viii) Procedures for monitoring and reporting on the progress of the works in
connection with the related Works.

B. Pursuant to Clause 17 of the conditions of Contract, the contractor shall prepare and
submit, within twenty one (21) days after the dates of letter of acceptance, for the
Employer’s Representative’s approval, the proposed Staff Organization plan,
together with an Organization chart and the job descriptions of the following
positions and resumes of the candidates therefore.

1. Project Manager;
2. Deputy Project Manager(s);
3. Construction Manager/Superintendent;
4. Construction Coordinator;
5. Planning Manager (Responsible for programmes);
6. Quality Control/Assurance Manager;
7. Safety Manager;
8. Chief Quantity Surveyor/Contract Specialist

C. The project manager shall be the official focal point of contact between the Employer
and the contractor throughout the period of the contract and shall be fluent in the
English language. If the project manager wishes to delegate part of his roles and
authority to another person(s), he shall submit a notice one month in advance for the
approval of the Employer’s Representative. Such notice shall contain the extent and
period of and the reasons for the delegation.

D. The Contractor shall submit his office plans for Thailand containing such information
as:
1. Communication particulars of each office: Mailing address, telephone,
facsimile numbers, e-mail address, name of the responsible person(s) for
operation, etc.

2. Descriptions of the function and position of each office in the overall project
operation,
3. Period of the office operation,
4. Organization chart of each office operation.

E. Should the Contractor wish to amend his office plans, he shall submit such amended
plans, one month in advance, for the approval of the Employer’s Representative. The
Contractor shall also note the requirements of Section 01400, Clause 1.7. The notice
shall contain such information as the moving date, changes, if any, in the function of
the offices.

F. The official communication between the Employer and the Contractor shall be made
through the channel between the Employer’s Representative and the Project
Manager. However, communications at various levels in various ways are desirable
for smooth and efficient project operation. The Contractor shall prepare
communication procedures in consideration of the organization charts of both parties,
office locations, authorities delegated to the personnel and the importance of matters
to be handle.

G. The communication procedure shall cover various types of communications such as


letters, notes, reports, meetings, etc. All oral communications shall be confirmed by
the Contractor in writing within forty eight (48) hours.

H. The contractor shall establish communication procedures with his design consultants,
suppliers and Sub-Contractors in a proper manner.

I. Within twenty one (21) days after the Commencement Date the Contractor shall
develop documentation procedures in consultation with and in line with the
Employer’s document control procedures. The proposed procedures shall describe
the document control system, format and contents of the monthly report to the
Employer’s Representative, coding and numbering system, drawing title block,
standard forms of correspondence, document flow chart, and shall include points of
sending out to and receiving from all parties, flow charts of internal copy
distribution, methods of document registration, storing and the like.

J. Wherever the Contract Documents refer to inspection, testing, review, approval and
the like by named individuals, companies or organizations other than the recognized
parties under the Conditions of Contract, this shall be read and construed as the
Employer’s Representative.
1.3 Administrative Procedure
A. The contractor shall co-ordinate the scheduling and timing of required administrative
procedures with other construction activities to avoid conflicts and ensure orderly
progress of the Works. Such administrative activities include, but are not limited to,
the following:
1. Preparation of Programs;
2. Installation and removal of temporary facilities
3. Delivery, checking, scheduling and processing of submittals;
4. Progress meetings; and
5. Taking-Over activities.
6. Control of routine communication with the Employer and related contractors.

7. Arrangement of Co-ordination meetings.

B. The contractor shall the Employer’s Representative at least two (2) weeks written
notice of the Contractor’s need or intention to carry out works in a restricted area,
another contractors’ site or work which will affect another contractor’s work. The
notice shall be supported with all relevant details of the nature and extent of such
work. The manner in which such work is to be carried out shall be discussed and
agreed with the Employer’s Representative.
1.4 Specifications
A. The arrangement of the specifications into Divisions, Sections, Clauses, Sub-clauses
and paragraphs, shall not control the division of work among Sub-Contractors, nor
establish extent of work to be performed by any particular trade or Sub-Contractor.
The Contractor shall be responsible for the proper co-ordination of the works
including that required between different trades and different Sub-Contractors,
Suppliers, utility companies, Governmental Authorities, etc.

1.5 Work by Others


A. The contractor shall ascertain the nature and extent of work by others and shall co-
ordinate his works with work by others and co-ordinate to minimize interference. In
the event that his works obstruct or impede work of others, the Contractor shall
remove such obstructions and impediments expeditiously and make provisions to
prevent delay and provide access for others.

B. Co-ordination meetings shall be held at least weekly with any other contractors
active on the Site. Execution programs and anticipated access and delivery schedules
shall be discussed and agreed. Any conflicts in schedule or occupancy of the site will
be discussed and resolved. Any issues not resolved shall be directed to the
Employer’s Representative for resolution as soon as they become evident.

1.5 Performance
A. The Contractor shall ensure that the Works are performed with regard to conservation
of energy, water, and materials including salvage materials and equipment involved
in performance of, but not actually incorporated in, the work. (Refer to Section
01010, etc. for disposition of salvaged materials that are designated as the
Employer’s property.)

01040-3 SUBMITALS

1.1 Co-ordination Drawings


A. The Contractor shall:-
1. Prepare and submit co-ordination drawings where close and careful co-
ordination is required for installation of products and materials fabricated
offsite by separate entities, and where limited space availability necessitates
maximum utilization of space for efficient installation of different
components;
2. Show the interrelationship of components shown on separate shop drawings;
and

3. Indicate the required installation sequences and construction phases, if any.

1.2 Execution Programs


A. Pursuant to Clause 14 of the conditions of Contract, programmes shall be submitted
to the Employer’s Representative on a monthly basis as a minimum, more frequently
as changes occur. In addition, a “Two Weeks Look Ahead” programme will
submitted defining in detail the activities projected in the next two weeks. The
Contractor’s program shall include the interface dates and any other interface the
Contractor believes critical to the successful completion of the works. Any co-
ordination issues with other contractors shall be addressed in these Programs.

01040-4 EXECUTION

1.1 General Installation Provisions


A. Inspection of Conditions: The Contractor shall require the installer of each major
component to inspect both substrate and condition under which the work is to be
performed and shall not allow work to proceed until unsatisfactory conditions have
been satisfactory corrected.

B. Manufacturer’s Instructions: The Contractor shall comply with manufacturer’s


installation instructions and recommendations, to the extent that those instructions
and recommendations are more explicit or stringent than requirements contained in
the Contract.

C. The Contractor shall inspect materials or equipment immediately upon delivery and
again prior to installation. The Contractor shall reject damaged, pre-used, recycled
and/ or defective items.

D. The Contractor shall provide attachment and connection devices and methods
necessary for securing work. Secured work shall be true to line and level, and
allowance shall be made for expansion and building movement.

E. The Contractor shall provide uniform joint widths I exposed work and shall arrange
joint in exposed work to obtain the best visual effect. The Contractor shall refer
questionable choices to the Employer’s Representative for a final decision.

F. The Contractor shall install each component during weather conditions that will
ensure the best possible results. The Contractor shall isolate each part of completed
construction from incompatible materials as necessary to prevent contamination.

G. The Contractor shall clean up during and immediately upon completion of any
elements of the work.

1.2 Cleaning and Protection


A. During handling and installation, the Contractor shall clean and protect construction
in progress and adjoining materials in place. Protective covering shall be applied
where required to ensure protection from damage or deterioration until Substantial
Completion.

B. The Contractor shall clean and maintain completed construction as frequently as


necessary through the remainder of the construction period.

C. The Contractor shall supervise construction activities to ensure that no part of


construction, completed or in progress, is subject to harmful, dangerous, damaging,
or otherwise deleterious exposure during the construction period.

01040-5 CO-ORDINATION WITH THE EMPLOYER.


A. The Contractor shall be entirely responsible for coordinating with the Employer
regarding their ongoing civil, electric, telephone, water, and drainage works in so far
as they relate to this Contract and ensure that any existing or proposed work of the
Employer is adequately protected. The Contractor shall comply with any direct
instructions from the Employer’s Representative and shall formally advise the
Employer’s Representative of any objections to such instructions.

B. The Contractor shall establish and maintain close co-ordination and communication
with the Employer’s Representative and the Employer in order to facilitate smooth
and trouble free phasing of the works.

C. The Contractor shall immediately comply with any direct instructions issued by the
Employer with respect to safety and security at the Project Site.

D. The Contractor shall observe normal formalities for executing work in restricted or
operational areas. The Contractor shall immediately comply with all directions of the
Employer and the Employer’s Representative in relation to all aspects of work being
undertaken in such areas. During work periods in restricted or operational areas the
Contractor shall control and manage his works such as to:

1. Provide strict security on such works;


2. Permit only personnel with a security pass into such areas;
3. Restrict the movement of Contractor’s Plan and equipment to routes or areas
approved by the Employer’s Representative; and
4. Thoroughly brief all personnel, Sub-Contractors and Suppliers on security
arrangements and ensure their compliance with such arrangements.

E. The Contractor shall advise his personnel and those of Sub-Contractors and Suppliers
that unauthorized persons found in restricted areas of the Project Site are subject to
arrest for a punishable offence and will be promptly and permanently removed from
the site of the Works.
