CHARCOAL SHIPMENT PROCEDURE

The main point for charcoal shipment is as follow:

1. consistency (e.g. between the certificates and the manifested details about the
cargo: particle size, manufacturer, dates, etc.),
2. possibility to relate them to the shipment at stake (certificates should somehow enable you to make
sure that the cargo tested the same one as the cargo stuffed in the containers at stake)
3. reliability (notably: check that the laboratory is an accredited one).

In accordance to the point as mentioned above, please kindly find below the
charcoal shipment procedure :

1. Factory Audit (Surveyor)


- Mandatory for all new shipper/supplier which has no reputable background
- Provide the Company Profile for the new shipper/supplier to MSC Jkt in order
to determine the shipper are reputable or not
- Mandatory for client which has a factory in remote area (Kalimantan, Sulawesi, Papua, etc)
- All cost shall be borne to the client

2. Client/shipper visit ( new shipper & twice a year for regular client) (Commercial Team) :

- Background of the shipper/client ( reputable or not)


- Entity status / Legal Status of the company ( e.g. CV/Firma/PT (Perseroan Terbatas)/UD)
- Factory condition (Home industry / fabrication )
- Factory status ( owned or lease)
- Charcoal production ( machinery or manually)
- Shipper/client should understand and accept the MSC Charcoal procedure

3. Ensure that the EIS are implement/apply ( do not disclose to shipper/client)


(Commercial Team)
4. Booking number should be requested (min) 7 days before departure (CS)
5. Before release the D/O, shipper/client should provide: (CS & OPERATION)

- MSDS
- COA (certificate of analysis) per shipment :
COA should issue by accredited surveyor
COA issued by the Surveyor should be accredited and issued by the
Surveyor per Shipment
Surveyor should visit the shipper/client to take representative
samples for the testing and analyze the charcoal ( analysis only by
sample which provide by the shipper are not allowed )
No re-issued COA for other shipment

- Self-Heating Test (SHT) certificate per shipment (could not use for other shipment)
SHT should issue by accredited surveyor.

Sensitivity: Internal
SHT issued by the Surveyor per Shipment on representative samples
taken and tested from each respective shipment.
Every SHT should contain the invoice number and booking number
SHT should issue by the same surveyor who issue the COA
The cargo which tested by the surveyor should match with the
booking (weight, quantity, type, etc)
No Re-issued SHT for other shipment

- Weathering / pre cooling report ( should be available before SHT)


- LOI

6. After D/O release to shipper (CS & Operation):

- Vanning Certificate
Should be issue with same date as per the stuffing date
should be issued by the same surveyor who issued the COA &
SHT contain a pictures that show the ventilation were taped of
contain a picture of the packaged cargo
Surveyor should take 1 Kg cargo sample from each container and
keep it for 3 months
Surveyor should check the packaging condition

NOTE :
• Customer Service will check all the supporting documents
• Customer Service will inform the booking number when request by the Surveyor
• Branch Operation team will check all the supporting documents and convey to JKT Operation
• JKT Operation team will check & send all the documents to DG desk for approval.
• CHARCOAL BREEZE, GRANULAR and CHARCOAL IN BULK are not allowed
• stow the cargo on deck.
• Shipment from charcoal trader are not allowed (shipper is not a charcoal manufacturer,
they only act as a charcoal pooling which they have a charcoal from a several suppliers)
