SUBJECT LAND
Note: Neighbourhood in this context is the immediate street or section of street between two cross streets (or
streets if located at an intersection of one or more streets). If the street or street section consists of more than
30 houses (based on an average street section in the inner part of Ballarat) then it should include at least 10
dwellings either side of the dwelling and 20 dwellings on the opposite side of the street. In understanding
neighbourhood character and design techniques reference should be made to the Ballarat Urban Character
Study 1999 and associated guidelines, Ballarat Heritage Review 1997, the City of Ballarat Streetscapes
Policy 1991 and The Ballarat Conservation Study 1978 Volumes 1 & 2.

1. Surrounding development plans/photos and elevations for proposals called up under the DDO/HO/VPO may be limited to 2 –
3 dwellings surrounding the site on all sides (and opposite) or adjoining dwellings for garages/carports and minor
extensions however written descriptions should relate to the whole street or portion of street.
2. Significant trees are considered to be any street tree, trees greater than 4.0m in height, or any specified vegetation within a
Vegetation Protection Overlay or vegetation identified in the Heritage Overlay Schedule or any trees included in Significant
Tree registers or significant vegetation types identified in any Regional Vegetation plans or the Ballarat region Conservation
Strategy located on site and with canopies overhanging the site.
Trees to be removed should be accompanied be an arborist report identifying species, tree health & alternative. Character
references include Urban Character Study & Streetscape Policy.
