CAPABILITY STATEMENT
Centre for Management Development 1
Since inception, CMD has been associated with social, developmental and action
researches, monitoring & evaluation, capacity building and advisory services to
inculcate globally acclaimed best practices in governmental/developmental and
corporate sectors in India. For more than 38 years, it has provided assistance for
strengthening management of developmental programmes and projects in rural
development, poverty alleviation and gender issues. CMD has expertise in Evaluation
and Concurrent Monitoring of ongoing developmental schemes/programmes of the
Central as well as State Governments, Impact Assessment, carrying out Social Surveys,
preparation of Corporate Plans, Manpower Estimation, Market Research, Techno-
Economic Feasibility Studies, Diagnostic Studies, Training, preparation of Project
Reports, etc.
The centre has successfully completed a Handloom Survey as part of a revival study for
the Directorate of Handloom and Textiles, Government of Kerala during 2013-14. The
study was covered more than 25000 households/household industries across Kerala
state.
CMD had prepared the Master Plan for Hill Area Development in four districts of Kerala,
Idukki, Wayanad, Malappuram and Kannur, during the year 2014-15. The assignment
was given by the Hill Area Development Agency, GoK.
CMD was entrusted a study on “Evaluation and Impact Assessment of the Scheme of
Research Studies, Monitoring and Evaluation of Development Schemes including
Publicity” by the Ministry of Minority Affairs, GoI. The study covered 12 states from six
zones across the country. The study also covered the U.T. of Pondichery.
CMD was one among the agencies identified by the Ministry of Rural Development, GoI
for carrying out verification of Gram Panchayats for giving Nirmal Gram Puraskar
(NGP). During 2005-06 and 2006-07 CMD did the survey work in Tamil Nadu state for
more than 150 panchayats. During 2011, CMD had surveyed 364 panchayats spread
over 10 districts of Madhya Pradesh. The work had to be completed, including online
data entry, within a time frame of 45 days and the same was completed successfully.
CMD was involved in the District Level Monitoring of all schemes of the Ministry of
Rural Development in ten Districts of Tamil Nadu and U. T. of Pondicherry. CMD was
also entrusted with District Level Monitoring of Swajaldhara & Total Sanitation
In Kerala, CMD has carried out the Concurrent Monitoring of Rashtriya Sam Vikas
Yojana (RSVY) projects in two Districts, Palakkad and Wayanad, for the State Planning
Board. The work was carried out for three years from 2008.
CMD was the Nodal Agency for coordinating National Evaluations conducted by the
Ministry of Rural Development (MoRD), Government of India, on three major schemes,
namely Swarnjayanti Gram Swarozgar Yojana (SGSY) (2 times), Sampoorna Grameen
Rozgar Yojana (SGRY) and National Social Assistance Programme (NSAP) covering all
States/Districts in India where the schemes have been implemented.
CMD had also completed another national study on the Impact/Evaluation of the
Scheme “Central Fodder Development Organisation”, for the Ministry of Agriculture,
Government of India (GoI). The Centre had done a study entitled “Fact Finding Mission
on the Artificial Insemination Programme of the Malabar Regional Co-operative Milk
Producers Union” which was initiated by the Swiss Development Co-operation. The
Organization Design of the Kerala Livestock Development Board (KLDB), which is the
premier institution producing Frozen Semen in Kerala and Market survey/analysis of
the demand for frozen semen & fodder production for the KLDB has also been carried
out by the centre.
CMD was entrusted with the preparation of certain chapters of the Kerala State
Development Report for the Planning Commission in the year 2006, along with Centre
for Development Studies, Thiruvananthapuram and Indian Institute of Management,
Kozhikode. The chapters include State Finances, Governance Issues and details on
Transport Sector.
Other major impact assessment and evaluation studies carried out by CMD include the
Impact Assessment of World Bank Assisted India Rubber Project for the Rubber Board,
Ministry of Commerce, GoI, Impact Assessment Studies of Various Schemes of the
Ministry of Rural Development, GoI in twelve Districts of Kerala and Tamil Nadu, Impact
Assessment Studies of the Watershed Programme of Ministry of Rural Development,
GoI, in the States of Tamil Nadu, Karnataka and Kerala, Impact Assessment of
Panchayati Raj Institutions in Kerala, Rapid Evaluation of Samagra Aawas Yojana and
Integrated Stream for Rural Housing and Habitat Development of the Ministry of Rural
Development, GoI, in selected Districts of Tamil Nadu and Rapid Evaluation of the Rural
Water Supply Schemes in Tamil Nadu, Kerala and Karnataka.
The experience gained through such studies in different parts of the country, has
enabled the faculty members of CMD to develop a good understanding of the issues of
the Government and other developmental organisations in India.
Premises: The Centre is located in its own multi-storeyed building in the heart of the
City. Eighteen thousand sq. ft. of floor area provides ample space for lecture halls,
faculty offices and other auxiliary facilities such as a Library and a Computer Centre.
Library: CMD has a good library with volumes that cover all functional areas of
Management. The library subscribes to all leading journals and periodicals published
from India and abroad. Some of the well known foreign periodicals available in the
library include Harvard Business Review, Sloan Management Review, The Academy of
Management Review, Organisational Dynamics and The Economist. Back volumes of
many of these journals are also available.
Computing facilities: The Centre has adequate computational facilities to take care of
its training and research needs. All computing work connected with the programmes
and projects of CMD are being carried out with the facilities in the Computer Centre. The
Centre has a computer lab with a server, twenty five nodes with round the clock
internet facility and is equipped with all necessary analytical and statistical software
packages.
