REORGANIZING AND STRENGTHENING THE BARANGAY ANTI-DRUG ABUSE COUNCIL
(BADAC)

WHERAS, the Constitution mandates that the government shall promote the quality of life of people.
Corollary to this, Section 16 of the Local Government Code of 1991 provides that local government units shall
pursue undertaking to improve public morals and maintain peace and order, among other equally significant
concerns.

WHEREAS, the increasing use of illegal drugs has significantly contributed to the incidence of heinous
crime. The problem on illegal drugs has to be addressed much more effectively to help ensure community peace
and harmony.

NOW THEREFORE, I Darwin B. Galera, Punong Barangay of Barangay Malamsit, by virtue of the
powers vested in me by law, do hereby reorganize The Barangay Anti-Drug Abuse Council to be composed of the
following:

WHEREAS, The Barangay Anti-Drug Abuse Council shall immediately meet to map out plans and
strategies in repose to the task and functions assigned to them. They shall submit accomplishment reports and
feedback to the undersigned as often as necessary.

WHEREAS, the BADAC shall perform the following functions, to wit:

1) Plans strategize, implement and evaluate programs and projects on drug abuse prevention in the barangay;
2) Coordinate and collaborate with other institutions implementing programs and projects on drug abuse at
the barangay level;
3) Continuously gather and update data on drug abuse and its effect on the peace and order situation in the
barangay including listing of drug users and pushers;
4) Submit a monthly report to Municipal Anti-Drug Council thru the Municipal DILG;
5) Provide users and pushers to the police and other institutions for corresponding sanctions, rehabilitation
and/or counseling;
6) Perform other related functions.
