AFRITOCRATIC IDEOLOGY (AFRITOCRACY) 2020
Afritocracy is a system of transparent government that evolves through the society and a product of the people
through the 4P concept (People, Public, Private Participation). The power of the people is deposited in
Legislators for the Emperor who has historical knowledge of the people through which conflict is reduced to
minimal level of integration. The thrust of the people is hinge on Peace, Trust, Unity in Diversity and Invest
Africa. This is designed in-line with the New Afrikaan Civilization and Development Agenda for Africa. Election
is by the people to legislative assembly, while legislatures elect the executive and judicial nominated by all
political parties into various positions in government.

A. Executive Arm of Government


1. Emperor: There shall be a system of cooperative government that emanates from historical
perspective of a Sovereign nation and society where all rights belong to the people and
deposited to an Emperor for a period of ten (10) years without renewal.
The following structure shall apply:
2. Chancellor: There shall be a National government Headed by a Chancellor that is elected
by the National Assembly and Ministers to run the affairs of government for a period of four
(4) years on two (2) terms only and accountable to the national legislature but report to the
Emperor directly.
3. Governor: There shall be a State government headed by an elected governor by the State
House of Assembly to manage the affairs of the state administration and commissioners for
a period of four (4) years on two (2) terms only.
4. Secretary: There shall be a Local government administration headed by a Secretary elected
by the District Administrator and Councillors to run the affairs of the local council on behalf
of the people and chiefdom.
5. Administrator: There shall be a District Administrator appointed by the council to run the
affairs of district where development and integration of people into developmental affairs
are primary objective of government at the grassroots and report directly to the chiefdom
and accountable to the local council.

B. Legislative Arm of Government


1. National Assembly: There shall be a highest parliamentary body headed by a Premier
whose terms shall be eight (8) years without renewal. The parliament shall compose of two
(2) bodies as follows:

1.1. Federal House of Representatives: There shall be the people's representative from each
constituency as part of governance structure and welfare of the people to be headed by a
Secretary whose term shall be for four (4) years only.

1.2. Council of Chiefs and Statesmen: There shall be the representative of Afrikaan custom
and tradition from each state elected from the tribes existing at the time by the chiefdom to
represent the people in government at the national assembly for a term of four (4) years on
two (2) terms only. There shall be first class chiefs and past government functionary whose
expertise as a statesmen are required for national affairs.
2. State House of Assembly: There shall a joint legislative assembly of representative of the
people and chiefdom for the affairs of the state whose term shall be four (4) terms only.
Representative of chiefdom shall be second class chiefs only.
3. Local Council: There shall be a central council legislative assembly responsible for
domesticating national laws and regulations where need be adjust laws to suite the people's
custom and tradition. There shall constitute representative of the people by election and
appointed district traditional chiefs within the constituency.
4. Afrikaan Tradition: There shall be a central Union of all traditional leaders convergence to
legislate on custom and tradition of the people of various tribes within the council area for
the District Administrator, Local Council Secretary, Governor and Chancellor to the Emperor
through the legislatures.

C. Judicial Arm of Government


1. Federal Court: There shall be a federal court that superintendent over all courts
administration and hear matters of appeal and constitution. Appeal from the federal courts
terminates at the Emperor chamber.
2. Regional Court: There shall be a regional court system to adjudicate on matters of appeal
within the region and those of constitution with powers to setup tribunal and special courts
for states within the region.
3. State Court: There shall be a State Court in several branches in towns and cities within the
state.
4. Local Court: There shall be a local Court system for civil and criminal justice
administration within the council.
5. District Court: There shall be a district court system to adjudicate on development matters
within the district under the local council.
6. Custom Court: There shall be a custom and tradition court system at the community level
within different palace within the district.

Note: For the effective implementation of @Afritocracy there has to be massive enrolment of youths and Africans
worldwide in African Political Parties with new ideas in governance and government adaptation. All political
parties shall participate in every stage of nomination for elections for the three arms of government.

FOR EFFECTIVE IMPLEMTATION OF AFRITOCRACY SETTING FOR KINGDOMS IN NIGERIA
The proposed Kingdoms in Nigeria Empire is expected to reflect the restoration of all ethnic groups
and traditional leaders as approved by the Governor for Peace, Trust and Unity in Diversity among
the Peoples within the Kingdom as distributed in every Local Government Administrations and
Districts for inclusive governance in the New Afrikaan Civilization and Development Agenda for
Africa through cooperative democracy and cultural integration in cooperation with Africans
worldwide.

The Kingdom is to replace a State system of administration that is focused on uniting the various
tribes and tongues for a purposeful development at the grassroots. The City Capital of Nigeria
Empire Abuja shall be under the Empire City Administration and shall have equal representation
covering the Six Area Councils and District Administration.

The effort t commence the Native Laws, Customs and Traditions of the people’s constitution should
become a matter of urgency ahead of implementation of the New Afrikaan Civilization and
Development Agenda for Africa (Below the Knee Initiative) 2020 – 2030 in the first phase.

THE INTENT
The Proposed Afrikaan Descendants Development (Sectorial) Banks (ADDB) for
financing the New Afrikaan Civilization and Development Agenda for Africa
(NACDAfrica)
The above Afritocratic system of government shall be replicated in any Sovereign nation
within Africa where the New Afrikaan Civilization and Development Agenda for Africa
shall be implemented for transparency, accountability and resource mobilization for Afro-
Nations Worldwide integration.

It is with utmost urgency that Afrikaan Movement Worldwide has written the draft for
adoption by existing Sovereign 55 African States and by extension Afro-Nations worldwide
where the effect of Afrikaan Civilization and Afrikaan Development would take place for
the people and Afro-Descendants returning to Africa to participate in governance without
limitations hence with.

participants as we are offering a minimum of $1 Billion USD into NACDAfrica TrustFund
per participating countries under the United Nations and non-UN Afro-Nations with 50%
reserved for Afrikaan Descendants Investors in monetary and non-monetary contributions
for implementation from 2021 to 2030 in the first phase.

All application for investment is managed by the United Capital Trustees Limited, Lagos
Nigeria on behalf of the association. The Security Trust Managers will give you details upon
the receipt of your letter of Interest to participate in the NACDAfrica Investment Portfolio.

and decided to boost investment with support from government and global investors to
boost the targeted areas for the NACDAfrica and have provided opportunities for
nominated governments hosting the Headquarters of the proposed bank the privileges to
invest and nominate a Chairman for its hosting process Committee on the Afrikaan
Descendants TrustFund and First Chairman of the proposed bank.
