2 Overview
ZTE GSM products support transferring a load with a maximum of 75 GSM cells to an
LTE network through the RIM SON Transfer procedure for load sharing between LTE and
GSM. In addition, if the BSS determines that GSM cell load is higher than the threshold,
it triggers load-based NC2 reselection from GSM to LTE to complete load sharing between
GSM and LTE.

1. Required Features
The RIM procedure used by this feature is the same as that of inter-RAT NACC. The
only difference is that SON Transfer is added in information elements.

3 Technical Description
During the RIM procedure of this feature, after receiving a RAN Information
Request/Single Report message or a RAN Information Request/Multiple Report message
sent from the core network, the serving BSC provides cell load information for the opposite
end.
When the BSC RIM module receives a RAN Information Request/Single Report message
or a RAN Information Request/Multiple Report message sent from the opposite end, the
system creates a RIM instance based on the source cell ID and target cell ID carried in
the message. The instance ID is saved in the index array of the serving RIM instances,
and the number of instances is incremented by one. The system obtains load of this cell
or all required cells by querying the database based on the required cell ID in the
information element of the RAN Information Request/Single Report message or the RAN
Information Request/Multiple Report message.
The source cell ID carried in the RIM request message is stored in the target cell ID field
of the instance data area, and the target cell ID carried in the RIM request message is
stored in the source cell ID field of the instance data area. The RIM instance is identified
by the source cell ID, target cell ID, and application type ID. The application types contain
SingleReport and MultipleReport.
Because the LLC frame length on the Gb interface is limited, the load of a maximum of
70 cells can be reported in one message.
To activate this feature, the RIM procedures in the BSC and SGSN must be started at the
same time and triggered by the opposite end.

This feature is applied in the areas where both GSM and LTE networks are deployed.
In the configuration resource tree, select GSM Logical Configuration > Global
Information Configuration and double click BSS Function PS. In the right pane, select
a corresponding record. The BSS Function PS tab is displayed, see Figure 6-1. Set the
RIM support parameter to On.

If this feature is enabled, when the BSS determines that GSM cell load is higher than the
threshold, it triggers load-based NC2 reselection from GSM to LTE to achieve load sharing
between GSM and LTE. The LTE network usage can be increased, and the advantages
of hybrid network architecture are achieved to the maximum extent.
