1. INTRODUCTION
This work consists of excavation mainly removal of soil, rock, existing concrete (old and
worn-out concrete structures on the road’s line drain), desilting lined drain, clear vegetation
and debris and dispose legally. Remove built up loose materials, obstructions and other silt
material leaving the drain clean and free flowing. Clear vegetation growing in and on the side
of the drain that may cause obstruction to water ways and also removing debris that may
cause sight-distance blockages. Disposing of silt material, cleared vegetation and debris will
be dumped in designated areas authorized by The Engineer and respective Authority.
2. OBJECTIVE
This method statement covers excavation, removal of soil, rock, concrete on work site of the
CW2 sector by CWYC, from Henganofi Bridge to Mangiro Bridge and Miunde Bridge to
Kagamuka, Mt Hagen. The purpose of the excavation is to remove soil, rock, worn-out
concrete structures. This detail guide will provide the clear steps undertaken to complete the
process of the site activity in a safe systematic and efficient manner in compliance to statutory
and environment requirements.
3. Site Excavation
CWYC site excavation follows the methodology given upon the instruction of the site
engineer. The line of work as instructed by The Engineer, top soil deposits, rocks, old
concrete structures and vegetation will be cleared, silt and debris will be removed from all
drainage paths cleaned and clear-off for water to flow smoothly.
3.1 Removal of Soil on Site
Under the supervision of The Engineer, CWYC will carry out instructions to remove
accumulated soil deposits on site by:
 Creeks – the soil deposits by creeks after storm.
 storm water – the soil deposits by storm water from construction sides into construction sites
 landslides – the soil deposits by landslides on project site due to heavy storm, earthquake
3.2 Removal of Rock on Site
Under the supervision of The Engineer, CWYC will carry out instructions to remove rock on the
Limit of Works as instructed by Engineer
 Rocks from landslides on site.
 Rocks deposited by river and creek on site.
 Rocks washed on to site by storm water.
 Rock deposits on-site in the right-of-way

3.4 Removal of Concrete and Old Existing Structures on site

Under the supervision of The Engineer, CWYC will carry out instructions to remove existing
structures that may be in the Limit of Works.
 Cracked Concrete blocking the drainage path will be removed and patched
 The section of the concrete that is cracked will be removed and reconstructed
 Broken pieces along the drainage channel will be removed and patched
 Avoid unnecessary damage to the drain structure, or other existing structure along the
drainage channel.
 Construct Flume on existing drainage ditches and water course across the carriage-way to
provide access to construction of permanent drainage structures across the area and
prevent water flow interruptions. A temporary drainage management plan will be
submitted separately considering these precautions
I. Complete the diversion scheme before the construction of the permanent drainage
structure minimizing interruptions。
II. Ensure that the free flow of water through the flume pipe is maintained
throughout the project and that discharge outfall location is treated as required
and agreed to by The Engineer
III. Ensure that all excess material used in the Temporary Works and debris is
removed off site。
 All underground and aboveground lines, cables and conduits will be checked, staked and
marked out for further instruction by Engineer
 Existing service lines over the drainage paths will carefully be monitored and undisturbed as
work progresses with Clearance of vegetation/Top soil and earthworks。
 All plants growing into or within the perimeter of the drainage path will be removed
according to instructions from The Engineer.
 Rooted Plants and Vegetation that grows at the side of the line drain causing its roots to crack
up the lined drains will be removed.
 Clearance of vegetation will include its rooting system with Top Soil.
 Establish survey markers to identify the working area in which removal of top soil is required.
 Strip the top soil to subsoil or as instructed by The Engineer.
 Proper equipment shall be required to be used.
 Top soil shall be stripped and stockpiled separately from sub soil or other excavated materials
for subsequent reuse in covering the required areas for sodding and revegetation. Ensure that
sufficient material for this purpose is preserved
 Top soil will be placed in piles at locations approved by The Engineer。
 Storing of top soil and vegetation removed will be prohibited in the following area
 Under overhead electrical cables

 Areas where structure are to be erected or materials are to be stored
 Within five meters of water course or ditch
 Within flood plains unless gaps in possible water pounding areas are left in the
stockpile to allow water to pass through
 Spread the top soil over the required area in uniform pattern, followed by compaction
and leave it with a neat and tidy appearance
4. Excavation Tools, Plants and Equipment
The types of excavation tools that shall be used on site by CWYC when carrying out
excavation work shall be of two types depending on the type of work required to be done at
the particular location on site.
1. Hand tools for excavation
2. Machinery tools for excavation

The hand tools and Machinery Plants and Equipment for soil excavation that shall be used by
CWYC under Engineer’s supervision are given in Table 4a below.

5. PROJECT RISK ASSESSMENT


Safety is paramount to CWYC when carrying out any activity on site, for that reason the
location of work activities shall be checked, assessed and verified prior to commencing any
construction activity.
 CWYC shall carry out all work activities in accordance with health, safety and
environmental (HSE) guidelines on the project to implement, monitor, control,
evaluate and correct where required, for the safety and environmentally sound
implementation of the project 。
 Risk assessment sheet of each activity will be prepared by specialist before
commencing any activity on site。
6. SAFETY RISK ISSUES

Assessment of risk issues will be carried out by the responsible safety officer of CWYC
before commencement of work activities.
 Flying objects during work
 Flying objects caused by car passing by
 Accidents between workers
 Live powerlines during work
 Personnel working at close proximity of machinery。
7. SAFETY EQUIPMENT / PPE TO BE USED
As required by CWYC company policy , personal protective equipment ( PPE ) must
always be worn by all personnel on site.
 Glasses / goggles, high pressure resistant gloves, protective clothing ,
helmets,boots,raincoats,masks and high visible vests。
8. HEALTH AND SAFETY REQUIREMENT
CWYC policy is zero tolerance on safety at its workplace 。 More emphasize is placed on
safety and that occurrence of site incidents/accidents must be kept to a minimal or none at all.
Company‘s Health, Safety and environmental plan shall be provided at site for adherence to
ensure smooth running of work in a safer manner and environment taking into consideration
the following precautionary measures are complied with.
1. CWYC shall ensure that all safety precautions and recommendations outlined in the risk
assessments have been applied and/or complied with。
2. CWYC shall ensure that;
I. All personal including third party are safety inducted prior to site entry.
II. Workers are trained and competent in their duty
III. Operators are qualified, hold valid license for machine operation and regularly trained
and mentored in maintenance of machinery.
3. Provide First Aid Treatment at work site in case of minor injury treatment.
4. Placing warning sign and barricades, lighting or fences at relevant locations such as;
I. Critical excavation
II. Pedestrians
III. Main road where traffic road is disturbed by work, use signal man wearing high
visible vests with walkie talkie。
IV. Demolition areas, produce structural engineer assessment to ensure a safe demolition
process
5. Arrange with the owners of third-party services like telephone lines, cable, utility pipe lines or
other types of utilities and facilities, and ensure the use and operation of the utilities and

facilities are fit for use. Consider all cable as “live” unless otherwise indicated and adopt a
safe system of work when such cables cannot be terminated.
6. Contact authorities to determine the presence of explosives or an unexploded bomb or upon
finding any suspected danger.
7. Investigate fall prevention method to identify the presence of any abandoned wells or
manholes or drainage system or pit toilets to avoid personnel from falling in it.
8. Check, cover and secure all materials

9. ENVIRONMENTAL REQUIREMENT
 Site clearing/grubbing , top soil stripping and grading shall be carried out in
accordance with requirements as described in the contractor’s environmental
management and monitoring plan, taking into consideration the following precautions

10. PUBLIC ROAD DISTURBANCE


CWYC has ensure to cut down all disturbance during the excavation along the road corridor
of the highland’s highway.
 All clearing and grubbing materials must be placed in neat order for removal.
 Ensure that the site is kept in a tidy condition at all time and ensure that the waste
generated during excavation is cleared from the site and disposed off site.
 Do not burn combustible material removed from excavation on site without the
written consent of Engineer; otherwise it shall be disposed off as spoil.
 Collect debris containing used chemicals and engine oils in appropriate container,
prohibiting its discharge to land or surface waters
 Store all removable items which are to be preserved on site in safe location and
manner appropriate to their nature
 Protect all trees, shrubs, walls, buildings and other items that are to be preserved from
destruction or damage。
 Nesting bird are not to be disturbed as far as practicable
 Install all required drainage measures to prevent erosion and wash out caused by
surface run-off during times of inclement weather conditions
 Construct temporary access tracks for all public and construction vehicles at
excavation locations on site.

10.1 DISTURBANCE BEYOND THE RIGHT OF WAY


 Minimize disruption caused by clearing along the road。
 Prevent trespassing beyond the range of work for any personal or equipment

 Avoid or minimize damage to areas beyond the Limit of Works caused by the
operation of vehicles
 Protect all ecological areas or archeological sites from any damages
 Report any complain by the public to the public relations officer (PRO).

11. PUBLIC DISTURBANCE


I. Carry out appropriate survey stations establishment and public clearance prior to
clearing/grubbing and drainages construction activities that will be used in the
succeeding construction activities. Following notifications and approvals shall be
received by public relations officer.
II. Reinstate any damages caused by construction on drains
III. Execute the project activities within the limit of works and any access road。

12. PROTECTION OF THE ENVIRONMENT


12,1. Water Quality
 CWYC shall ensure to prevent any interferences with the supply to or abstraction
from or the pollution of water resources (including underground percolating water) as
a result of the execution of the Works.
 All water and other liquid waste products arising on the Site are collected and
disposed off at a designated location on or off Site and in a manner that does not
cause either nuisance or pollution.
 CWYC shall not discharge or deposit any matter arising from the execution of the
works into any waters except with the express permission of The Engineer ,
landowners and the appropriate regulatory authorities.
 CWYC shall ensure to protect all watercourses, waterways, ditches, canals, drains,
lakes and the like from pollution, silting, flooding or erosion as a result of the
execution of the Works.
 CWYC shall ensure to submit details of his temporary drainage work system
(including all surface channels, sediment traps, washing basins and discharge pits) to
the Engineer for approval prior to commencing work.
12.2. Air Quality
 CWYC shall ensure to devise and implement methods of working to minimize dust,
gaseous or other air-borne emissions and carry out the Works in such a manner as to
minimize adverse impacts on air quality.

12.3. Noise
 CWYC shall ensure to consider noise as an environmental constraint in his planning
and execution of the Works.
 Take all necessary measure that the operation of all mechanical equipment and
construction processes on and off the Site does not cause any unnecessary or
excessive noise, taking into account applicable environment requirements.
 CWYC shall use all necessary measures and maintain all plant and silencing
equipment in good condition so as to minimize the noise emission during
construction works.
12.4 Control of waste
 CWYC shall ensure to control the disposal of all forms of waste generated by the
construction operations and in all associated activities. No uncontrolled deposition
or dumping is permitted. Waste to be so controlled includes, but is not limited to,
sewerage, all forms of fuel and engine oils, bitumen, cement, surplus concrete,
surplus aggregates, gravels and construction materials wastes etc.
 CWYC shall ensure to make specific provisions for the proper disposal of these and
any other waste products, conforming to local regulations and acceptable to The
Engineer. In the event of any spoil or debris or silt from the Site being deposited on
any adjacent land, the Contractor shall immediately remove all such spoil, debris
or silt and restore the affected area to its original state to the satisfaction of The
Engineer.
