BACKGROUND
• Mooted in Smart Healthy City
Lab on 5th – 7th March 2013, as
one of initiative under Iskandar
Malaysia Smart City : Healthy
body – Healthy lifestyle program
• Conducted various
engagements with youth and
obtained approval for project
plan and budget for physical
development in 2014 from

IRDA intends to build a new youth centre called HAB as a meeting point and platform for youth
generation to gather, exchange ideas and organize arts, culture and lifestyle activities

DESIGN THEME
• Based on the public survey conducted by Frost & Sullivan in 2017, the local and
international youths have voted for the physical development especially for buildings to be
themed as futuristic and funky.

• HAB development should project the sense of “diversity” and “flexibility” in creating the
spaces while enhancing the green areas as the main characteristic within the linear park.
With modern architectural language and strong form, HAB should also create a quality
ambience for the youths i.e. environmentally friendly, smart and futuristic, technology and
innovation, secured and safe and sustainable youth centre.

ARCHITECTURAL DESIGN REQUIREMENT


The components within Zone 1 are integrated individual buildings, link with covered
walkways and parking facilities. The design aspirations should take into consideration the
following design criteria (not limited to):

a) Building in the park concept – overall development should integrate and blend well with
nature via proper hard and soft landscaping
b) Building form and functions – the building shall be of a single or double storey at most,
planned is such a way to house all the HAB functions in a proper cluster with seamless
linkages between them
c) Landscaping – design should supplement and improve the original site condition to bring
up the desired Sustainable Linear Park (SLP) ambience
d) Safety and security – built environment should take into consideration the CPTED, blind
spots, perimeter security, etc.
e) Vehicular accessibility – easy visibility and accessibility from main road and should also
provide for the disabled facilities

C&S DESIGN REQUIREMENT

Summary of project scope of works for the preliminary, detailed design, tender,
construction and final account stage are as follows (but not limited to):

a. C&S Infrastructure Works – land clearing and earthwork, platform formation,


internal road, water reticulation, surface water drainage, on-site detention pond
(OSD), sewerage including connection to the nearest discharge/ tapping point.

b. C&S for Buildings Works – to provide structural details for related building
elements (Building detail component as per Architectural Scope).

c. Site Supervision – to provide one nos. of Resident Engineer (RE) and one nos. of
Clerk of Works (COW) to supervise the construction works.

M&E DESIGN REQUIREMENT


Summary of project scope of works for the preliminary, detailed design, tender,
construction and final account stage are as follows (but not limited to):

a. M&E Infrastructure Works – street lighting, compound lighting, 2 nos. of double


chamber substations, electrical infra and telco cabling works, incoming cables etc.

b. M&E for Buildings Works – to provide mechanical and electrical details for related
building requirement i.e. air – conditioning, fire-fighting, low voltage system, lighting,
extra low voltage, ICT requirement, cold water plumbing etc. (Building detail
component/requirement as per Architectural Scope).

c. Site Supervision – to provide one nos. of Clerk of Works (COW) to supervise the
construction works.

a. Compliance to established design guidelines – to adhere to the following
guidelines (not limited to):
• Garis Panduan dan Peraturan Bagi Perancangan Bangunan 2015 oleh: Jawatankuasa
Standard dan Kos, Unit Perancang Ekonomi, Jabatan Perdana Menteri
• Malaysia Uniform Building By-Law 1984
• Various relevant blueprints produced by IRDA
• Garis Panduan Perancangan - Reka Bentuk Sejagat (Universal Design) by PlanMalaysia
• MS 1525:2014 - Energy efficiency and use of renewable energy for non-residential buildings –
Code of Practice (Second revision)
• Crime Prevention Through Enviromental Design Guidelines (CPTED) Iskandar Malaysia 2010.
• MS1331:2003 - Code of Practice for Access of Disabled Person Outside Buildings First
Revision
• Various guidelines by local authority and technical agencies
• The Architect shall also ensure compliance with all technical requirements imposed by the
Local Government and relevant technical agencies.

b. Building Information Modelling (BIM) – to use BIM as the design technology tools
throughout the construction project life cycle to enhance productivity and efficiency
in delivering and managing Government’s project.
c. Renewable Energy and Energy Efficiency Design – to incorporate green building
technology for sustainable development purpose.
d. Smart/intelligent and healthy building – to incorporate the Smart/intelligent and
healthy design features to provide comfortable and efficient environment as well as
facilitate the interactions among the HAB crews and visitors.
e. Building finishes – to propose a suitable and sustainable building materials and
services equipment /system to be utilized in this project to assist in lowering the
development costs and reducing the operating and maintenance costs to be borne
by the regional HAB operator.

TERMS OF REFERENCE (SUMMARY)


Architectural Consultancy Services
1. The scope of services of the Architect is to provide comprehensive architectural
services, comprising of both pre and post contract stages leading to the issuance
of the Certificate of Completion and Compliance (CCC) as determined by the
Local Authority.

2. The Architect shall also provide full time site supervision staff to monitor the
construction of the project, during construction and the Defect Liability Period. The
services of the Architect shall be concluded upon the issuance of the Certificate of
Making Good Defects and the execution of the project final account.

3. The primary duty of the Architect is to produce detailed layout plan and design of
components within regional HAB encompassing all aspects stated in the attached
Design Brief. In undertaking the design, the Architect shall engage a Town Planner,
Land Surveyor and BIM specialist to assist in producing the detailed design.

4. The scopes of services shall cover the following stages :

a. Schematic Design Stage – prepare preliminary conceptual sketch proposals,


consult approving authorities, planner, IRDA, design coordinator for all related
consultants i.e. C&S, M&E, landscape, and prepare necessary reports as and
when required by IRDA.

a. Design Development Stage – Prepare designs and tender drawings and ensure
the specifications are up to date.

b. Contract Documentation Stage – Provide tender drawing and advise IRDA


during the tender evaluation process.

c. Contract Implementation & Management Stage - Supervise and monitor the


implementation of the physical progress including to review, comment and
approve the contractor’s proposal and related architectural shop drawings.

d. Final Completion Stage – verification and recommendation of CMGD completion


and SoFA.

Civil & Structural Engineering Consultancy Services
1. The scope of services of the Civil and Structural (C&S) Engineering services shall
covers the Basic Professional Services for the entire stage of project namely
preliminary stage, detailed design stage, tender, construction, DLP and final
account.

2. The engineering design shall be covering both Civil/infrastructure (i.e. earthworks,


road & drain, water and sewer reticulation) and for structural engineering works in
buildings (i.e. piling, beams and columns design). The professional services to be
rendered by the C&S include the provision of all technical advice and skills which are
normally required for the works.

Mechanical & Electrical Engineering Consultancy Services
1. The scope of services of the Mechanical and Electrical (M&E) Engineering services
shall covers the Basic Professional Services for the entire stage of project namely
preliminary stage, detailed design stage, tender, construction and DLP.

2. The engineering design shall be covering both electrical infrastructure (i.e. power
supply, telecommunications, and street lightings) and for mechanical and electrical
system in building works (i.e. lighting, air conditioning system, cold water system and
sanitary plumbing).

3. The scopes of services shall cover the following stages :

e. DLP and Final Account stage – verification and recommendation of CMGD


completion and SoFA for M&E items.

Landscape Architectural Consultancy Services
1. The Basic Professional Services that may be provided by the Registered Landscape
Architects shall be the Practice Services with all of the following phases namely
preliminary and conceptual design stage, schematic and masterplan stage,
design development stage, contract documentation stage, contract
implementation and management stage and final completion stage.

2. The Landscape Architectural Design shall be covering both infrastructural


landscape and building compound landscape. The professional services to be
rendered by the Landscape Architect comprise of the provision for all technical advice
and skills which are normally required for the works.

3. The scopes of services shall cover the following stages :

and consult relevant approving authorities.

sketch proposals, consult approving authorities, planner, IRDA, design coordinator
for all related consultants i.e. C&S, M&E, landscape, and prepare necessary
reports as and when required by IRDA.
c. Design Development Stage – Prepare designs and tender drawings and ensure
the specifications are up to date.
d. Contract Documentation Stage – Provide tender drawing and advise IRDA
during the tender evaluation process.
e. Contract Implementation & Management Stage - Supervise and monitor the
implementation of the physical progress including to review, comment and
approve the contractor’s proposal and related architectural shop drawings.

TERMS OF REFERENCE (SUMMARY)


Quantity Surveying Consultancy Services
The professional services to be rendered by the quantity surveyor consultancy practice
shall include but not limited to providing the general services as follows:

a. Preparation of Preliminary Estimate and Cost Plan - The Quantity Surveyor shall
on a timely basis prepare all the necessary preliminary estimate and cost plans, based
on the preliminary drawings produced by the relevant consultants.
b. Preparation of Bills of Quantities and other Tender Documents – The Quantity
Surveyor shall prepare and compile a complete Bills of Quantities based on the
detailed drawings prepared by the Architect, Civil and Structural Engineer, Mechanical
Engineer and Landscape Architect.
c. Preparation of Tender Reports and Contract Documents - The Quantity Surveyor
shall evaluate the tenders within the reasonable timeframe to be indicated by IRDA
and submit the evaluation report for IRDA's considerations.
d. Valuation of completed works for interim valuation/certificates - The Quantity
Surveyor shall carry out valuation of the works in progress as required for verification
of interim progress payment or Interim Certification including site measurements.
e. Preparation of Final Accounts – The Quantity Surveyor shall prepare the Statement
of Final Account to the Contractor duly approved by IRDA.
