1. PROJECT BACKGROUND

The NHIDCL has been entrusted with the assignment of Consultancy Services for Feasibility
Study / Preparation of Detaled Project Report and providing pre-construction services for
upgradation of Newly Declared National Highway, Tharthri-Kahaljugasar-Kilhotran (70 km,
District – Doda, J & K) to Makhan-Chachool (10 km, District-Chamba- Himachal Pradesh) to 2-
Lane with paved shoulder including Feasibility study cum DPR of Tunnel of approx. length 4
KM near Kahaljugasar in the state of Jammu and Kashmir.
Almondz Global Infra Consultant Ltd (AGICL) in joint venture with Subterra, has been
selected as consultant to undertake Consultancy Services for Feasibility Study / Preparation of
Detaled Project Report and providing pre-construction services for upgradation of Newly
Declared National Highway, Tharthri-Kahaljugasar-Kilhotran (70 km, District – Doda, J & K)
to Makhan-Chachool (10 km, District-Chamba- Himachal Pradesh) to 2-Lane with paved
shoulder including Feasibility study cum DPR of Tunnel of approx. length 4 KM near
Kahaljugasar, on 05.10.2018 vide letter no. NHIDCL/J&K/DPR/Thathri-Chachool/2017-
18/2669.
2. PROJECT APPRECIATION

The project road starts at the chainage KM82 of NH244 at Thathri in the Doda district of the state
J & K, ( Easting 574510.81m E Northing 3667756.65m N and passes through the villages Donadi
Kahara ,Bhatri,Bhatiyas Malikpura, Gandoh, Gawadi, Goel Bhad, Seeru, and Kahal Jugaser At
Kahal Jugaser a tunnel of 4-7 km length is proposed to connect the state of Jammu and Kashmir to
Makhan and Chachul of the Chamba district of Himachal Pradesh. The project length awarded as
per the TOR was 70 kms in the state J&K and length of 10 kms in the state of Himachal Pradesh
making it of 80km approx length . The road passes through some unstable zones where numerous
landslides along the road stretch .The terrain has been described as composed of unstable, fissured
rock dipping towards the road side.
The existing road is present only on the J & K side which is a steep terrain with road widths
ranging from 4m to 11m in certain sections; while at the local Built-up areas, it ranges from 8.5m
to 9 m. The road is predominantly of poor condition with a few stretches that can be described to
be of fair condition.
There are landslide zones all along the project highway. Breast walls and retaining walls both have
been constructed but are majorly of poor to very poor condition. The shoulders of the road are of
poor condition due to this and the culverts are mostly choked. The DRR return walls are
constructed all along the project highway owing to the balanced cut-fill method adopted for the
construction of the road.
The major built up areas are namely Donadi, Malikpura, Kahara, Bhathri, Bhatiyas, Gandoh,
Gawadi and Seeru. The Dunadi area is to come under the submergence zone due to a Dam
proposed at the location. The other built up areas have encroached into the existing road to a large
extent and have constructed 2-3 storey buildings on either side.

The existing road contains 1 Major bridge, 7 Minor bridges and 114 culverts. The bridges are all
single span steel structures. The culverts are mainly pipes which are choked at multiple locations
due to landslides and possibly due to the reconstruction of the road.
The Greenfield alignment that lies beyond the existing road leads to the tunnel point in Kahal
Jugaser. It is a steep mountainous terrain. There is a small habitation in the area, with agricultural
land spread out along the sides of the mountain. The altitude here comes to about 2300 to 2400 m
above MSL. The area is affected by snowfall during some parts of the year, although mainly
through November to January. Connection via tunnel has to be provided to other side of the
mountain range which lies in Himachal Pradesh. There side also is a Greenfield alignment up to
Makkan/Chachool. Approach Alignment and road has to be constructed to the both side of the
tunnel entery and exit points
The only connecting road to Makkan/Chachool from Himachal Pradesh is an underconstruction
PMGSY road. This 3.5m PMGSY road connects to SH 37 but has only been constructed upto
Sanwal which is about 8 km from Makkan.

3. TARGETS FOR REPORTING

Table 1. The Consultants expect to achieve these targets dates with the cooperation from all

4. PROGRESS AND ACHIEVED MILESTONES

The tasks described in the terms of reference are scheduled to be completed in a period of 8
months. The Work Plan for Deliverables and Manning Schedule for Key Personnel are given in
Figure 2 and Figure 3 respectively. The Activity Schedule is given in Figure 4.
