RESOLUTION
MANDATING THE DEPARTMENT OF EDUCATION (DEPED) TO REQUIRE ELEMENTARY AND
SECONDARY SCHOOL TEACHERS TO UNDERGO SEMINARS AND TRAININGS ON GENDER
SENSITIVITY AND GENDER EQUALITY, OBLIGING ELEMENTARY AND SECONDARY SCHOOLS TO
TEACH GENDER SENSITIVITY AND GENDER EQUALITY COURSES, FURTHER ENSURING THAT THE
PRACTICE OF DISPLAYING OFFENSIVE AND VULGAR ACTIONS OR MATERIALS IN CAMPUSES AND
DURING SCHOOL ACTIVITIES ARE DISCONTINUED, GUARANTEEING PROTECTION OF
SCHOOLCHILDREN FROM ANY FORMS OF ABUSES AND EXPLOITATION THERETO
Whereas, every Filipino child has the right to be protected from all forms of
exploitation and from being improperly influenced by conditions or circumstances that are
prejudicial to his or her physical, mental, emotional, social and moral development;
Whereas, Presidential Decree 603, otherwise known 2s The Child and Youth Welfare
Code, recognizes the right of every Filipino child to be brought up in an atmosphere of
morality and rectitude for the enrichment and the strengthening of his or her character and
that every child has the right to full opporiunities for sefe and wholesome recreation and
activities;
Whereas, RAQ710 or The Magna Carte of Women, explicitly states that the “state
condemns discrimination against women in all its forms” end equally guarantees that the
students, especially girl-children, will not become victims of discrimination, whether in
“education, health and nutrition, and skills development”;
Whereas, the country’s print, television, and broadcast media, through its various
newsmagazines, soap operas and variety shows, have abetted the propagation of vulgar,
offensive and licentious acts and behavior that are being continuously patronized by young
people, especially the schoolchildren;
Whereas, apart from the time-honored principle of providing knowledge to the
Filipino young minds, it is the responsibility of school authorities to protect young students
from things that are vulgar and offensive, and to ensure that good moral values instilled
among the young people should permanently remain with them;
Whereas, to address this problem, there is a need for the Department of Education
(DEPED) and the Commission on Higher Education (CHED} to oblige all elementary and
secondary schools to teach gender sensitivity and gender equality courses and require the
teachers to undergo related trainings end seminars:WHEREFORE, IT IS HEREBY RESOLVED, THAT THE DEPARTMENT OF EDUCATION (DEPED) BE
MANDATED TO REQUIRE ELEMENTARY AND SECONDARY SCHOOL TEACHERS TO UNDERGO
SEMINARS AND TRAININGS ON GENDER SENSITIVITY AND GENDER EQUALITY, OBLIGING
ELEMENTARY AND SECONDARY SCHOOLS TO TEACH GENDER SENSITIVITY AND GENDER EQUALITY
COURSES, FURTHER ENSURING THAT THE PRACTICE OF DISPLAYING OFFENSIVE AND VULGAR
