Australia’s development assistance to Papua New Guinea (PNG)
Australia has an enduring interest in a stable and prosperous Papua New Guinea
(PNG), underpinned by economic growth and viable institutions. Australia's
development assistance program in PNG focuses on three strategic objectives:

The Economic and Social Infrastructure Program (ESIP)


ARF Classification:
The Economic and Social Infrastructure Program (ESIP) will improve the planning,

prioritisation, delivery and maintenance of important infrastructure in Papua New
Guinea (PNG). Priority infrastructure sectors for the Program include Electricity,
Telecommunications and Water and Sanitation.
Supervisor:
Director – Project ESIP will leverage infrastructure delivery activities to create opportunities for deeper
Delivery Office (PDO) engagement in sector-wide planning and policy and enable the identification and
resolution of broader national level policy, financing and planning reforms necessary
for sustained long-term change.

PNG Power Limited Key outcome areas during ESIP’s first four years include:
Technical Staff
> An increased number of infrastructure projects are effectively planned, managed and
implemented by relevant Government of PNG agencies;
Location: > focus infrastructure sectors have evidence based, prioritised infrastructure plans and
Port Moresby, PNG with processes for their implementation and review; and
Provincial travel as > legislative and administrative reform agendas exist to improve policies, regulatory
required structures and planning for infrastructure investment.

Remuneration
Performance This position will be remunerated in line with the Australian Government’s Adviser
Management and Remuneration Framework (http://dfat.gov.au/about-
Reporting Framework: us/publications/Documents/adviser-remuneration-framework-2016.pdf) and will be
DFAT Adviser offered at a level commensurate to the successful candidates experience relevant to

Purpose and Expected Outcome
The Project Management Adviser (Electrification) will support the PNG Power based
Project Delivery Office (PDO) to manage and deliver donor funded electrification
projects.

They will coordinate and collaborate closely with PNG Power to ensure achievement of
outcomes.

The Adviser will work collaboratively with the Economic and Social Infrastructure
Program in order to manage risk and ensure effective service delivery for the
Australian High Commission.

Roles and Responsibilities


The Project Management Adviser (Electrification) reports to the Director, PDO for the
following:

• The overall coordination, management and oversight of specific projects being


delivered through the PDO. This may include one specific project or a portfolio of
smaller related projects.
• Provide management and contract administration through management of design
consultants, supervision of construction contracts through to completion. This may
also include developing tender documents and overseeing the tender process as
well as procurement.
• Provide technical support and manage the delivery of projects.
• Provide technical guidance and advice on project administration and procedures
and where necessary the development of those systems.
• Conduct field visits and inspections on works undertaken and compile progress
reports.
• Oversee and manage safety plans and procedures, including ensuring compliance
with Security and Safety Plans and procedures.
• Maintain high quality administrative and financial records for accurate information
on the status of inputs and activities of all projects;
• Prepare monthly and project lifetime budget forecasts and communicate variances
and changes to program management in a timely manner;
• Regular communications and updates on the progress of procurement and
implementation of projects, addressing risks and controls.

Deliverables:

1. Situational Analysis within one month of commencement outlining the current


situation and how the Adviser plans to deliver the expected outputs and
outcomes.
2. Work Plan within 3 months of commencement and annually thereafter in
format to be agreed with Supervisor. Work plans will be endorsed by DFAT
where appropriate.
3. Capacity building framework and approach within 3 months of commencement:
Identifies issues to be addressed, capacity building approach and resource
requirements to address constraints within their area of operation.
4. Monthly reports by the final day of the month in a format to be agreed.
5. Exception reports to DFAT when required
6. Exit report including sustainability strategy to inform decisions around future
support in the area.
All reports will be provided to the Managing Director, ESIP.

Performance Management
The Adviser will report to the Director – PDO, who will monitor performance and
delivery of outputs in accordance with this TOR and the approved Work Plan. In
addition, there will be contractual reporting to Cardno, through ESIP.

SELECTION CRITERIA
Qualifications
1. Tertiary qualifications in Project Management, Engineering, or relevant area.
Candidates with extensive experience and an Electrical Trade Qualification may
be considered
Essential Experience and Knowledge
2. Significant experience in project management preferably in Electrical projects;
3. Experience in installation and management of High Voltage (132KV or above)
and Medium Voltage (11/22/32kV) Electrical Systems;
4. In-depth knowledge of project management systems, documents control and
electrical utility industry practices, ideally including knowledge of the
Australian standards contracts i.e. AS4906 and AS4000;
5. Specific experience in managing health and safety, quality assurance, risk
management, and monitoring and evaluating infrastructure programs.
6. Ability to promote GoPNG/DFAT’s safeguards and cross-cutting policies
including child protection, disability inclusive development and gender equality
and the empowerment of women.
7. Strong interpersonal, communication, representational and cross-cultural skills

to build constructive and effective relationships and;
9. Patience, tolerance, resilience, flexibility and a preparedness to work with
limited resources within a challenging environment.

Travel Requirements
Some provincial travel may be required
