RATIONALE: | This Memorandum Circular (MC) aims to boost the morale of both PNP personnel and their declared legal beneficiaries by providing educational assistance with the support of benefactors/donors from partner institutions. It also provides the management of the resources to support the education beneficial to the declared legal beneficiaries of PNP personne 3. SITUATION: | The PNP i besistal Educational Ll Program (PCEAP) is a donor-driven program which aims to provide educational assistance to the declared legal beneficiaries of PNP personnel who were Killed in| Police Operation (KIPO), Wounded in Police Operation a those who were recommended by their physician as incapable of rendering police service due to Total Permanent Physical Disability (TPPD) and those personnel who distinguished themselves through ‘exemplary performance duly recognized by the PNP. The program was realized to promote and advance the economic, social and educational welfare of PNP personnel and their declared legal tpreticiates Since its implementation, the PCEAP has been very beneficial to the PNP personnel specially, in uplifting their morale. Hence, to |sustain and continue the coverage of the educational assistance program, a n of the MC is necessary to meet the current changes in the education system fof the country and other challenges of the program. | | | 1 4, PURPOSE: This MC prescribes the rules, policies, guidetineg and procedures in the management of educational assistance programs for deserving declared legal beneficiaries of qualified PNP person. 6. DEFINITION OF TERMS: | | a. Academic Excellence ~ is an award given to learners from grades 1 to 12 who have attained a General Average of at least 90 and a passing Final Grade in alll learning areas. b. Declared Legal Beneficiaries — dependents of PNP personnel as included in his/her latest Certificate of Declared Legal Beneficiary/ies (CDLB) issued by DPRM. | c. Dependents Educational Assistance Program - refers to the annual educational assistance granted to qualified declared legal beneficiary of active PNP personnel with academic excellence. d. Educational Assistance Grant - money given to the grantee as educational assistance. _ | e. Grantee — recipient of the educational assistance grant. {. Incapacitated-in-Line of Duty - PNP personnel who were incapacitated or injured in the performance! of official duty or as determined by the Line-af-Duty (LOD) Board. | 9. Killed in Police Operation (KIPO) - PNP personnel who are Killed in the actual performance of a legitimate police operation or subsequently died as a result thereof. _ h. PNP Personnel - refer to the PNP Uniformed and Non-Uniformed Personnel (NUP). | | |. Reward Educational Assistance Program (REAP) — refers to the one-time educational assistance granted to qualified active PNP personnel who had distinguished themselves through exemplary performance in the PNP, for the benefit of| his/her declared legal beneficiary. j. School level - meang the Kindergarten, Elementary, Secondary, Vocational, and College level. k. School year - one academic year. |. Special Educational Assistance Program (SEAP) ~ refers to the educational assistance granted to the declared legal beneficiary of PNP personnel with highest priority to the dependents of those who were killed-in-police operation (KIPO), total physical permanent disability (TPPD), wounded or incapacitated in the performance of duty. m. Wounded in Police Operation (WIPO) - PNP Personnel who lost any of his/her limbs/sense actual police operation of call of duty. 6. GUIDELINES: a. The Board per program| shall recommend the screened qualified applicants for approval of the PNP Educational Assistance Board. a) Recipients: | a.1) Declared legal beneficiary of PNP personnel killed in police operation (KIPO); a.2) Declared legal beneficiary of PNP personnel wounded or incapacitated in the performance of duty and those with total physical permanent disability (TPPD); and a.3) Other qualified declared legal beneficiary of PNP personnel as stipulated in the MOA. b) Sources of Funds: | | The fund support of the program shall be sourced from donations and sponsorships of generous benefactors, and socially-oriented, non-profit organizations. The fund support may also in the form of free or discounted tuition fee from partner- educational institutions. b. Disqualification and Termination: The educational assistance shall be stdpped and discontinued upon approval of the PNP Educational Assistarice Board on any of the following grounds: 1) Retirement of PNP! personnel except for Special Educational Assistance Program; 2) Conviction by final judgement of any crime as defined by law and/or commission of administrative offense by the grantees that resulted in their dismissal from the police service of one rank demotion or suspension from the police service for a period of thirty (30) days or more, shall terminate the grant in the next succeeding school year; 3) Upon request for termination of the grant by the grantee’s parent or guardian; | 4) Existing scholarship grant from any agency of the government or non-government organization, whether local or foreign; 5) Failure to meet the required academic standards as specified in this MC; j | 6) Failure to submit the documentary requirements within thirty (30) days upon end of the school year shall be a ground for disqualification to avail/renew educational assistance for the current and succeeding schdol years, 7) Violation of school policies, nes and regulations that resulted in the expulsion of the grantee; 8) Transfer from one |school to another schoo! without the prior approval of the PNP Educational Assistance Board for such purpose; 9) Failure to finish the course within the prescribed curriculum years without valid justification; and 40)Lack or non-availability of funds to support the educational assistance nl . Priority | 1) Declared legal beneficiary of Police NonCommissioned Officers and NUP (1® priority); and 2) Declared legal beneficiary of Police Commissioned Officers with the rank of PINSP to PS! Y PT (2™ priority). y |. Coverage 1) Reward pica Assistance Progra a) The program is a/one-time grant only ‘cts of the number of awards/recognition received; and b) Only one member of the family is entitled to be the beneficiary of the program. 2) Dependents Educational Assistance Program a) The maximum college support shall be five years or the duration of the courses whichever is shorter; b) Maximum availment of the program should be five years; ¢) Transfer of educational assistance benefits is not allowed; d) The granting of the renewal of educational assistance for all levels will be upon submission of the documentary requirements as approved by the Board; e) The educational assistance benefit shall be renewed yearly as may be deliberated upon and approved by the PNP Educational Assistance Board, The annual educational assistance grants for all levels will be on a one-time release; f) In case of fund insufficiency, the amount of assistance for the grantees should be equally divided regardless of their educational level, Provided, however,| that the amount per grantee shall not exceed the original amount of benefits initially fixed/prescribed on their respective year level; g) Only one member of the family is entitled to be the beneficiary of the program; h) The grantee shall maintain a General |Average of 85% or its equivalent and a passing grade in all subjects in accordance with the policies and standards of the school; and i) The PNP sponsor reper shall have at least five years remaining in the service upon application. 3) Speci Educational Assistance Program ] The provisions as| stipulated in the respective MOA of the donor/benefactor shall govern its coverage. @. Organization and Functions: | | ‘The PNP Comprehensive Educational Assistance Program shall be under the supervision of the PNP Educational Assistance Board. It shall be administered by the Directorate for Personnel and Records Management (DPRM). 4) Composition and Function of the PNP Educational Assistance Board (PEAB) The Director for |Personnel and Records - Chairman Management (TDPRM) | The Director for Human Resource and Doctrine Development (TDHRDD) Executive Officer, DC | - Member - Vice-Chairman Executive Officer, DO| - Member Deputy Director, Finance Service - Member Deputy Director, Legal Service - Member Chief, Medical Service Division, PNPGH | - Member Chief Executive Senior Police Officer (CESPQ) -Member Chief, Non-Uniformed Personnel Affairs Di - Member Chief, Morale and Welfare Division, DPRM ~ Head Sec The PEAB shall be primarlly responsible for the formulation of plans and policies on the PNP educational assistance program. It shall oversee the management and administration of the PNP Comprehensive Educational Assistance Program. It shall prepare the worksheet, resolutions, minutes and other |documents relative to the result of the deliberation, 3) Composition and rancons of PEAB Secretariat Chief, Morale and Welfare Division, DPRM | - Head Secretariat Chief, Personnel Services Section, MWD, - Assistant Sec DPRM | PSS, MWD, DPRM Personnel - Members The Personnel Setvices Section, Morale] and Welfare Division, DPRM, in addition ta its duties and functions, shall be primarily responsible in consolidating all educational benefits of the PNP personnel and their declared legal beneficiary. It shall assist the PNP Educational Assistance |Board in the| formulation of plans, organization, direction, coordination and supervision of the PNP Comprehensive Educational Assistance Program. Specifically, the P$S, MWD, DPRM shall perform the following functions: a) Implement policies and plans of the |PNP Comprehensive Educational Assistance Program upon lapproval of the PNP Educational Assistance Board; b) Coordinate with) the PROs/NSUs| through the C, RPHRDD/Personnel/Administrative Officar in the planning and implementation of the program in their respective areas; ) Initially screen and select qualified applicants for all educational assistance programs of PNP personnel and their declared legal beneficiary recommended by the different Regional/NSU Educational Assistance Board, and Admin Officers, Command Group and D-Staff; d) Submit the list of qualified recommendees to the PNP Educational Assistance Board for its approval; e) Oversee the monitoring and eventual administration of PNP student-grantees; f) Compile all reports and records regarding the PNP Comprehensive Educational Assistance Program and initiate/receive communications for the Committee; g) Monitor compliance of PROs and NSUs with regard to the policies, plans and programs formulated by the PNP Educational Assistance Board; h) Conduct annual) evaluation and assessment on the implementation of the program; i) Submit periodic reports to C, PNP, through the Chairman, PNP Educational Assistance Board; and j) Maintain coordination with generous penefactors, socially- oriented, non-profit organizations and educational institutions. {. Procedures (Annex “A"}: 1) Application: | Applicants shall juan the documentary requirements at the RPHRDD, PROs or ARMD, NSUs to be fonvarded to PSS, MWD, DPRM for consolidation and evaluation. For those assigned with the Command Group, D-Staff and P-Staff, they shall submit their application directly ‘6 PSS, MWD, DPRM, Camp BGen Rafael T Crame, Quezon City. 2) Documentary reason a1) Fully accomplished application form endorsed by their respective Chiefs of Office; a2) Certificate of Declared Legal Beneficiary/ies issued by DPRM; | a3) Certified and| authenticated photocopy of the award by issuing unit or Report by the Awards and Decorations Board; a4) Authenticated Special Promotion| Order for special promotion recipients; a.5) Two (2) copies of latest 2x2 pictures of PNP member and applicant; and a6) Original or aUthenticated copy of proof of enrollment as mandatory requirement for the release of educational assistance gtant to be submitted immediately to MWD, DPRM upon enrollment. b) Dependents Educational Assistance Program (DEAP) b.1) Fully accomplished application form endorsed by their respective Chiefs of Office; b.2) Certificate of Declated Legal Beneficiary/ies issued by DPRM; b.3) Authenticated copy of latest IPER (two consecutive ratings) of PNP personnel; b.4) Certificate of duty status and nontpending case of PNP personnel; b.5) Certificate of non-existing scholarship grant from any agency of the | government | or non-government organization, whether local ot foreign issued by respective Head of where a PNP member sponsor is currently assigned; b.6) Two (2) copies of latest 2x2 pictures of PNP member and applicant; b.7) Authenticated copy of proof of highest educational attainment/good standing/acceptance, namely: Grade School/Elem Graduate — Form 139; * High School (Junior and Senjor) - Form 138 and diploma; and College Level — Report of tating. b.8) Authenticated copy of Certificate of Academic Excellence ‘Award issued by the school; and b.9) Original or authenticated copy of proof of enrollment as serares pte for the felease of educational Ir assistance grant to be submitted] immediately to MWD, DPRM upon enrollment. 10 | | | | c) Special Educational Assistance Program (SEAP) 1) Fully accomplished [application fotm endorsed by their respective Chiefs of Office; ¢.2) NHQ President's | Social) Fund-Special Financial Assistance Board Resolution for |killed or wounded in police operations; ©.3) Certificate of Declared Legal Beneficiaryies issued by DPRM; } c.4) Certificate of non-existing scholarship grant from any agency of the government | or non-government organization, whether local or foreign issued by respective Head of Office where a PNP member sponsor is currently assigned: ". ©.5) Two (2) copies of latest 2x2 pictures of PNP member and applicant; c.6) Authenticated copy| of proof off highest educational attainment/good standing/acceptance; ©.7) Original or authenticated copy of proof of enroliment as mandatory requirement for the release of educational assistance grant to be submitted limmediately to MWD, DPRM uponjenroliment; and .8) Other documentary | requirements| as stipulated in the respective MOA of donorlbenefactor. | 3) Initial Screening and| Selection: a) The PSS, MWD, DPRM| shall receive all applications and documents required for [processing and evaluation. If all documents are in order, it shall prepare a worksheet clearly indicating the list, of recommendees who passed the initial process. The worksheet) will be forwarded to the PNP Educational Assistance Board for deliberation and approval. b) The C, RPHRDD,|PROs/ARMD, NSUs, las Secretariat of their respective Comprehensive Educational Assistance Program shall receive, process and evaluate | all applications and recommend for the approval to their respective Educational Assistance Board. Their recommendation will be forwarded to the PSS, MWD, DPRM fot consolidation and final approval of the PNP Educational Assistance Board. 4) Procedure in the Release of Eetucatona jistance Grant PSS, MWD, DPRM shall prepare the Disbursement Voucher of the grantee and submit to Finance Service (FS) for processing and payment of educational assistance grant consistent with the Commission on Audit (COA) policies. The educational assistance grant shall be deposited by the Finance Service in the Landbank of the Philippines Savings Account of the grantee upon submission of proof of enrollment of the grantees by PSS, MWD, DPRM. | 7. REPEALING CLAUSE: | | This MC rescinds Memorandum) Circular Number 2012-017 dated December 04, 2012. 8. EFFECTIVITY: | This MC shall take effect 15 days from filing a copy thereof at the UP Law Center in consonance with Section 3, Chapter 2, Book Vil|of Executive Order No. 292 otherwise known as the “Revised Administrative Code of 1987,” as amended.
