work under the guidance
of the State Immunization
Officer, the State Cold Chain
Officer, District Immunization
Officers and Medical Officers
in-Charge.
Intelligence Network (eVIN)
has been implemented across
all the vaccine stores and cold
chain points in Jharkhand.
eVIN has facilitated capacity-
building of all vaccine store
keepers and cold chain
handlers in the state through
17 batches of training
programmes on eVIN, during
the last two quarters of 2016.
eVIN equipped them with
standardised stock registers
and smartphones to digitise
the vaccine stocks. The entire
vaccine logistics data in
Jharkhand is now digitised and
real-time data is available for
informed decision-making.

 A Vaccine Supply Network
The state vaccine store located at Ranchi, caters to the entire vaccine supply in the state, through 1
regional and 24 district vaccine stores. The district vaccine stores supply vaccines to the cold chain
points located at the sub-district level that further provide vaccines to the session sites.

Dry Stocks
The supply of dry stock in Jharkhand follows the same route as vaccines till the district vaccine
store. The state dry stock store is supplied auto-disabled syringes of 0.1ml, and 0.5ml and disposable
reconstitution syringes of 5ml, from manufacturers. The state dry stock store supplies these to all DVSs.

Cold Chain Points

●● Jharkhand has an average number of 9 CCPs per district. However, there is a wide variation,
ranging from 4 CCPs each in Jamtara and Koderma to 19 CCPs in West Singhbhum (Chaibasa).
●● 27 per cent of CCPs cater to a population of above 2 lakh, 38 per cent of CCPs cater to a
population of 1-2 lakh and only 35 per cent of CCPs cater to a population of below 1 lakh.

Session Sites
●● On an average, a district in Jharkhand has 1,531 session sites. Varying from 627 session sites in
district Ramgarh to 2,919 sites in district Ranchi.
●● On an average, 171 session sites are catered by one CCP; ranging from 31 session sites catered
by CHC Churchu in district Hazaribagh to 672 session sites catered by CHC Chas in district
Bokaro. There are three other CCPs which cater to over 400 session sites, namely CHC Nirsa
(451) and CHC Baghmara (432) in district Dhanbad and CHC Jugslai-cum-Golmuri (417) in
district East Singhbhum.
●● Majority of the session sites in Jharkhand are within the range of 30 km from respective CCPs.
However, a couple of CCPs have farthest session sites at very long distances. These include
three CCPs in district West Singhbhum - CHC Anandpur (145 km), CHC Manoharpur (130 km),
and CHC Goilkera (110 km).
●● Some other CCPs with session sites located at very long distances are CHC Manatau, Palamu
(70 km), CHC Nawadih, Bokaro (65 km), CHC Chainpur, Gumla (65 km), CHC Ghatshila, East
Singhbhum (60 km), CHC Mahuwadar, Latehar (58 km), CHC Bhandaria, Garhwa (55 km) and
CHC Itkhori, Chatra (53 km).

B Vaccine Delivery Mechanism

●● Around 96 per cent of vaccine delivery from CCPs to session sites is done by AVD and the rest is
delivered through ANMs.
●● Functional vaccine vans are available in all DVSs and districts Dumka, Giridih and Simdega have
two functional vaccine vans each.
●● Nineteen districts have a driver available for vaccine vans and majority of these are full-time
drivers.
●● Over 54 per cent DVSs follows pull mechanism of vaccine distribution, based on the requisition
raised by CCPs, whereas 46 per cent DVSs supply vaccines as per availability.
●● 75 per cent of the DVSs supply vaccines to CCPs on a monthly basis. The remaining percentage
of CCPs supply vaccines more frequently.

 C Cold Chain Equipment
The immunization cold chain network of Jharkhand runs on 816 working cold chain equipment installed
across 241 vaccine stores and cold chain points. These include 2 walk-in freezer, 4 walk-in coolers, 350
ice-lined refrigerators, 456 deep freezers and 4 solar equipment.

Moreover, there are 7 cold chain equipment on stand-by and 83 cold chain equipment under repair.

Additionally, around 330 ILRs and 200 DFs are under the process of procurement by the Government of
India for strengthening the cold chain infrastructure in Jharkhand.

Non-electrical cold chain equipment

The state has 1,686 functional large cold boxes and 2,043 functional small cold boxes.

Stabiliser
Around 83 per cent of the functional ILRs and 81 per cent DFs are attached with a functional stabiliser.

Thermometer
Around 85 per cent of DFs and ILRs are attached with a functional thermometer.

D Human Resource
●● The state has 26 vaccine store keepers and 215 cold chain handlers. The position of CCHs is not
vacant at any of the cold chain points.
●● There is no dedicated position of CCH in the state and it is an assigned responsibility. In
Jharkhand, over 65 per cent of the CCHs are either nurse or other health workers, the remaining
are mostly fourth-grade staff.
●● Nearly 31 per cent of CCHs hold diploma, graduate or post graduate qualification; 42 per cent
are qualified upto 12th standard; and the remaining are qualified upto 10th standard.
●● Only 72 per cent of the CCHs have received the training for cold chain handlers.
●● All the CCHs have received the eVIN training.
●● CCHs are provided supportive supervision on a regular basis.
