SAFETY RULES
Electrical Occupations
1.GENERAL
1.1 This notice does not guarantee that the electrical equipment mentioned herein will,in fact be dead between the times as specified.
1.2 The technical manager (electrical) must at his own discretion arrange for inspection of wiring on completion of the permit.
1.3 Work must be carried out within the times as stipulated by the notice and/or as determined by the TCO in control of the section.
1.4 Drivers and drivers assistants must be alert when approaching the working area
and immediately react on any hand-signals displayed.
1.5 Drivers assistants must assist with shunting duties and the coupling and uncoupling of locomotives where no shunting personnel are available.
1.6 This notice must be distributed in accordance with the provisions of clause 1055.0,Section 1 of General Appendix (Part I) and the acknowledgement for the
receipt thereof must be retained for record purposes.'
ARRANGEMENTS
2.1 The central operating office -
2.1.1 Must adjust and/or suspend the train service to suit the occupation (including Metro train service); '
2.1.2 Must be consulted for major deviations from the occupation notice; and '
2.1.3 Will give permission for the work permit to be issued after the TCO in control of the section has given the assurance that all to is in order and the section is
clear of trains.
2.2 Management of Metro Rail and Shosholoza Meyl must arrange busses to transport passengers between relevant stations, as and when required.
2.3 Service Delivery must provide locomotives and crew for material train(s) and/or haulage of trains, as required.
2.4 The official in charge of the work must -
2.4.1 Liaise with the train-control office in control of the section (hereinafter known as the TCO), the day before, to discuss the next day#s work and all changes
to the schedule;
2.4.2 In conjunction with Control (electric), arrange for and issue the work permit in accordance with the provisions of clause 801.0, Section 8 of the Electrical
Safety Instructions, in order that work may be carried out on, above or near overhead equipment.
2.4.3 Strictly adhere to the applicable provisions of clause 2041.0, Section 2 of General Appendix (Part I);
2.4.4 Have communication with the TCO where the work is to be performed;
2.4.5 come to a clear understanding with the TCO regarding the points, signals or related equipment or the section of track or overhead track which are to be
worked on,the nature of the work and other points, signals, lines or equipment which will be affected by the occupation as well as the protection of the work
area; '
2.4.6 Before commencement of any work on or near the line, obtain permission from the TCO; and
2.4.7 on completion of the work, notify the TCO accordingly, assuring him that all is in order for the safe passage of trains.
