Research Topic: Governance Structure of Hockey India

Federation: Hockey India


 Hockey India (HI) is the apex body of the country which has the sole
mandate to govern and conduct all activities for both men and women
hockey in India.
 It is recognised as National Sports Federation by the Ministry of Youth
Affairs & Sports, Govt. of India vide letter no. F.No.32-14/2013-SP-III
dated 28 February 2014 as the sole body responsible towards promoting
the Hockey in India.
 Formed on May 20, 2009, it is also affiliated to the International Hockey
Federation (FIH), the Indian Olympic Association (IOA) and Asian Hockey
Federation (AHF).

Structure:
 Executive Board:

 The Executive Board consists of 3 Office Bearers and one more member
appointed by the President from amongst the members of the Working
Board.

 The nominations of the President must be ratified by the Executive Board.

 The CEO will also be the member of the Executive Board with voting right.

 As of 10thJuly 2020 the Executive Board Members are:

1. Mr. Gyanendro Ningombam – Officiating President


2. Mr. Rajinder Singh – Secretary General
3. Mr. Tapan Kumar Das – Treasurer
4. Ms. Elena Norman – CEO

Responsibilities of the President:


 To determine the dates, venue & time of the executive Board/ Working
Board. Congress and any other meetings as deemed fit to fulfil the aims &
objective of the Society.
 To preside over all the meetings of Executive Board/Working Board,
Congress and all other meetings determined by him/her.
 To have a casting vote in case of a tie.
 To act as the Constitutional and executive head of the Society for the
execution / Implementation of the rules, regulations and bylaws of the
Society to achieve the aims & objectives of the same.
 To ensure that the financial position of the Society is sound and no
unauthorized expenditure shall be included.
 The President shall be authorized to sanction expenditure up to any limit
for Hl and DAL. for any item not included in the budget. Expenditure in the
excess of this amount will be sanctioned by the Executive Board.
 In case of emergency, the President will have full power to issue order
orders for HI which may subsequently be confirmed by the Working
Board.

Responsibilities of the Secretary General:


 The Secretary General shall be responsible for carrying out all the
decisions of the Congress, Executive board and Committees.
 Shall see that all the rules of the Society are observed by all the income
and shall subject to the general control and direction of the Board and the
resident inter alia.
 Convene all the meetings of the Congress, Executive Board and
Committees as determined by President.
 Shall keep minutes of all proceedings and resolution of all such meetings
to be correctly recorded in a book specially provided for the purpose.

Responsibilities of the Treasurer:


 The Treasurer shall be In-charge of all the Funds, Finance and Accounts of
the Society.
 To prepare and place the budget for the year before the Congress for
necessary sanction that shall allocate the budget grants to the different
heads of expenditure.
 To make all payments of the Society after the connected bills and
vouchers have been duly checked by him/her and passed for payment by
the Secretary General.
 To deposit all money as and when received from the Secretary General or
any other sources into accounts of the Society with banks.
 To maintain the books of accounts of the Society.

Responsibilities of the CEO:


 The CEO will have all the powers of the Secretary General, will be Member
of the Executive Board with voting rights and will exercise these powers
under the guidance and control of Secretary General.
 The CEO in case of unavailability of the President will also have the
powers given to President.
 Any such orders made by the CEO must subsequently be confirmed by the
Working Board/Executive Board or Congress as the case may be.
Hockey India's Member Units are divided into four separate categories:
1. Permanent Members
2. Associate Members
3. Academy Members
4. Hoc-Key Members
Working Structure:
Congress Meeting:
 The annual meeting of the Congress is held every year at a place, date
and time decided by the President.
 The agenda of the Annual Congress includes:
1. Confirmation of the minutes of the previous Congress and of the
Special Congress, if any.
2. Consideration and adoption of the CEO/Secretary General’s annual
report on the working of the Society.
3. Consideration and passing of the Audited Statement of Accounts of
the year and the budget for the next year to be submitted by the
Treasurer/Head of Finance
4. Appointment of Auditors and fixing their remuneration.
5. Election of the Executive Board, Office Bearers (if due).
6. Consideration of the Annual Hockey calendar.
7. Amendment(s) to the Constitution (if any).
8. Any other business of which due notice has been given and any
other matter with the permission of the chair.

Special Congress Meeting:


 Special Congress meetings may be summoned at any time by the
President at his/her discretion and shall be convened by the Secretary
General and can cover all items of Annual Congress except 3 & 4.

Emergent Congress Meeting:


 An Emergent meeting of the Congress may be convened by the Secretary
General if decided by the President on urgent specific matters.

Executive Board Meeting:


 Executive Board meeting is held at least twice in a year.
 President may call an Emergent Executive Board meeting.
 Working Board will meet as and when required.

Financial:
 The Hockey India Finance and Audit Committee for Hockey India and
Hockey India League will comprise of minimum 3 members from the
Hockey India Executive Board with one of them being the Chairman.

Responsibilities of the Finance and Audit Committee:


 This committee is the final responsible authority in Hockey India and
Hockey India League for budgeting, final verification and approval of all
the purchases and payments.
 Also ensures adoption of all accounting procedures and systems as laid
down under law and their maintenance for Hockey India and Hockey India
League.
 All members are required to ensure that all the procedures are strictly
followed in terms of the limitations, approval process and that all
necessary quotes and paperwork as approved and sanctioned as per
Indian accounting practices.

 Hockey India Senior Women National Championship
 Hockey India Junior Men National Championship
 Hockey India Junior Women National Championship
 Hockey India Sub-Junior Men National Championship
 Hockey India Sub-Junior Women National Championship
 Hockey India 5-a-side National Championship (Women)
 Hockey India 5-a-side National Championship (Men)

Hockey India League:


 Hockey India League (HIL), known as the Coal India Hockey India
League for sponsorship reasons, is a professional field hockey league in
India.
 Hockey India League was founded in 2013 as part of Hockey India's
attempt to get an International Hockey Federation sanctioned league.
 Since beginning, the league has proven to be a financial success for
Hockey India, who were in financial disarray before the league began. In
2015, it was reported that the federation earned a profit from the league
and television revenues.
 The cash-rich HIL's future looked uncertain when Hockey India postponed
the 2018 edition because of financial issues. Some of the franchises
threatened to withdraw claiming financial losses in the five seasons it
played out.
 However, Hockey India plans to bring back a revamped version of HIL
next year in a fast-paced five-a-side format.

My views on what needs to be done for the growth of Hockey in


India:

 Hockey India is doing a lot of work in the underpinning environments and


the Government is also coming into the folds with the 2024 and 2028
targets with Khelo India.
 The HIL saw foreign coaches and foreign players mixing with Indian
players which was important.
 It created a deeper pool of players and also gave the Indian players
confidence that they could play against the best of the world.
 For Indian hockey to capitalise on the gains made in the past decade, the
national federation must revive the 'revolutionary' Hockey India League.
