CRIME: Murder

First Responder (FR)

First Responders are usually patrol officers that respond to the community's calls
for service, enforce traffic and criminal laws, address community needs and initiate
actions based on their own observations, also patrol officers are the backbone of police
organization. In the committed crime, by the time of receiving the complaint/ report, first
respondents are the one who arrives first at the scene. They conduct a preliminary
evaluation/ initial assessment and put security cordon or police line so that they can
control the entrance and exit of the area. The FR is mandated to save and preserve life
by giving the necessary first aid measures to the injured and their medical evacuation
as necessary. In order to gain information, they shall conduct the preliminary interview
of witnesses to determine what and how the crime was committed. If and when there is
a suspect present in the area, the first responder shall arrest, detain and remove the
suspect from the area. Upon arrival of the Investigators-on-case, FR will turn over the
crime scene and briefed the investigator of the current situation.

A witness stated that he complainant was on her way to a construction site

where her live in partner works. She was carrying a lunch box and AVON leaflets.
When she was already in the outside of the site, she saw A stabbed her partner using
steel. Steel that measures like an ordinary ruler. The complainant mentioned that the
time she saw that, A and B at the crime scene. She hides at the back of the wall crying
and wait for the two to go. After a few minutes, she run to the victim and shout for a
help. It was over, the victim was already dead.

Investigator-on-Case (IOC) /Duty Investigator

The Investigator-on-Case (IOC) shall assume full responsibility over the crime
scene during the conduct CSI. From first-responders, it is the time of the investigators to
takes control and supervision in the overall crime scene investigation. If the crime scene
identified is one of the sensitive cases, IOC shall request assistance from the SOCO
Team. The investigators must ensure that the correct procedures in the collection of
evidence are observed to ensure the admissibility of the evidence. Upon the arrival of
the SOCO Team, the IOC shall form in related with request of assistance. After that, the
IOC shall brief the SOCO Team upon their arrival at the crime scene and shall jointly
conduct the preliminary crime scene survey.

SOCO Assistance

SOCO is a forensic procedure performed by the trained personnel of the PNP

Crime Laboratory SOCO Team through scientific methods of investigation for the
purpose of preserving the crime scene, gathering information, documentation,
collection, and examination of all physical and other forensic evidence. In cases where
the crime scene needs special processing due to its significance or because of its
sensational nature, the Scene of the Crime Operation (SOCO) specialists of the Crime
Laboratory shall be requested. Moreover, if the situation involves a clandestine drug
laboratory, biological weapons, radiological or chemical threats, the appropriate agency
should be contacted prior to entering the scene.
