Dear Shri. Ramesh Pokhriyal Nishank ji,

Sub: - Request for cancellation or reasonable concession on different fees being levied
from the students of National Institute of Technologies (NITs)- Reg.
I would like to bring to your notice some issues raised by the students of National
Institute of Technologies (NITs) related to the levying of their fees by the authorities. The
students at NITs are already being levied with a semester fees of Rs 62,500/- which is a very
high amount for students even from middle income groups. The authorities have not given any
concession to the students from this high fee considering the lockdown and suspension of
normal classes followed by it. It is to be noted that the students in no way can avail any college
facilities like labs, computer centre, library, workshops and several other infrastructural
benefits and services at this period for which the college demands fees. Earlier the fee hike for
NITs was approved by the government in the name of providing more resources and facilities
to these institutions, none of which can be utilized by the students because of the shift to online
mode. Due to the present situation, the institute has not been able to guarantee that normal
classes will commence during this semester. During half of the previous semester that was
forced to be completed in the lockdown period, not a single online class was conducted for
most batches. In addition to all these, other miscellaneous fees summing to Rs 4,330 is also
being demanded by the institute. When the students and their organisations raised these issues
before the college administration, they didn’t consider any of these problems and asked the
students to approach the MHRD for any solution. The only relaxation they claim to extend are
provision to pay fee in two equal instalments and stretching the deadline to produce income
certificates for income-based concession, which is pre-existing. Other students need to pay a
total fee of Rs. 66,830 before 24th August 2020. These deadlines and directions are not
practically possible for many students to follow. So, they are requesting the intervention of
MHRD to consider their following demands.

1. Cancellation of Tuition fees or provision of a fair concession.

2. Cancellation of fees collected under the miscellaneous head as the students are not using
any campus facilities.
3. Provision of Financial assistance to students from underprivileged backgrounds. The
amount collected as fees in the previous semester may be used for this purpose. The
expenses required for attending the online classes and exams are at present being met
by the students.
