THE PROBLEM AND ITS SCOPE

INTRODUCTION:
Barangay Daro is situated on the northern part of Dumaguete City. Its name is derived
from the process of plowing or “pagdaro”. Daro was the first part of the town to be deforested.
Barangay Daro was inhabited by farmers of coconuts, sugar cane and corn as their principle
crops. It was believed that the inhabitants were using the traditional plow made entirely of wood
which was changed when the Chinese introduce the addition of ironpoints. Recent development
shows the improvement of the way of living thru the manufacturing of world class pottery and
earth wares which is usually made up of clay.
Healthcare and Peace and Order are few factors to be considered for people to whether
they are satisfied with the services given by their leaders in the community or not. Health care or
healthcare is the maintenance or improvement of health via the prevention, diagnosis, and
treatment of disease, illness, injury, and other physical and mental impairments in human beings.
Here in the country, healthcare is mostly delivered by professionals in different fields of health
professions and also by smaller communities like the barangay in form of health centers in focus
to public health. Peace and order or sometimes used as peace, order, and good government is an
expression used in law to express the legitimate objects legislative power granted by statute.
Today, barangay Daro has about 6,500 residents
STATEMENT OF THE PROBLEM:
The researchers aim to discuss the effects of the programs in addressing Peace and Order
and in healthcare in Brgy. Daro.
Futhermore, the research sought seeks to answers the following questions:

1. What are the different programs enforced by the barangay in terms of Peace and
Order?
2. How can the barangay implement the programs of peace and order?
3. What are the different services provided by the barangay in terms of healthcare?
4. How can the barangay implement the programs of healthcare?
5. How did the programs of Peace and Healthcare affect the citizens of the barangay?

SIGNIFICANCE OF THE STUDY:

The researchers aim to discuss the current situation of Barangay Daro in terms of Peace
and Order as well as the healthcare of its citizens. It would help the community in building up
new policies for them to improve the state of life in Barangay Daro. It would also help the
researchers in dealing up with situations in the future whenever they would face the same
scenario. This would also help in the researchers’ academe in order for the researchers to fully
extend their knowledge in the different policies implemented for the certain barangay.
DEFINITION OF TERMS:
 Peace: Freedom from civil disturbance.
 Healthcare: efforts made to maintain or restore physical, mental, or emotional well-being
especially by trained and licensed professionals
 Barangay program:
 Implement: put a decision, plan, agreement, etc. into effect.
 Enforce: to carry out effectively.
 Citizen: a native or naturalized person who owes allegiance to a government and is
entitled to protection from it

THEORETICAL CONSIDERATION, REVIEW OF RELATED LITERATURE AND

STUDIES:
Review of related literature and studies:
According to the Department of Health, (retrieved from
http://www.doh.gov.ph/universal-health-care), “It is a government mandate aiming to ensure that
every Filipino shall receive affordable and quality health benefits. This involves providing
adequate resources – health human resources, health facilities, and health financing.” It is an
obligation of a barangay to equip their health centers with the allotted amount of money from the
government. And the amount to be allocated is based on the size of the barangay.

the different programs provided by the barangay health centers are the following; CBC, Anti-
tetanus, Blood typing, urinalysis, STD screening, etc. Which is way out of league from other
barangays situated in Dumaguete city. They also provide dental services which includes dental
immunization, preventive dental care and curative treatment such as tooth filling.

According to the Executive order no. 309 entitled REORGANIZING THE PEACE AND
ORDER COUNCIL (retrieved from:
http://www.lawphil.net/executive/execord/eo1996/eo_366_1996.html), in order to enhance the
Peace and order of the society and in its crime prevention and suppression. There is a need for
extension of law enforcers to each barangay. Thus, creating the barangay police which is known
as BPOC or the Barangay Peace and Order Committee which composed of the following; the
barangay chairman, barangay councilors, barangay tanods which are appointed by the barangay
chairman. The BPOC shall have the following functions and responsibilities; one is to monitor
and implement the peace and order programs, serves as the information gathering works and
identify barangay constituents with strong deviant behavior and perform such other functions
which may be assigned by the higher-level peace and order council.
 RESEARCH METHODOLOGY
RESEARCH METHOD:
The research method to be used will be both quantitative and qualitative research method.
RESEARCH DESIGN:
The research design to be used will be descriptive and correlational design.
SAMPLING DESIGN:
The sampling design to be used will be stratified random sampling with the formula
N=n/1+ne2.
RESEARCH TECHNIQUES:
The research technique to be used will be participative observation, survey research and
secondary data.
RESEARCH PROCEDURE:
The research procedure to be used will be interviews and surveys.
TREATMENT OF DATA:
The treatment of data will be done using bar graphs.
RESEARCH LOCALE:
The research locale will be in Barangay Daro, Dumaguete City, Negros Oriental,
Philippines.
