About Us
Founded in 1994 and incorporated in 2004, we are a full-service civil and structural
engineering firm committed to delivering excellence in design and personal service
by using our technical knowhow and state-of-the-art tools and technology.
Keshmen’s greatest strength is arguably its breadth and depth of experience in

structural engineering. Projects often require the use of various construction
techniques and different materials, and up to now our projects have utilized post-
tensioned structures, prestressed structures, masonry and timber, as well as the
usual reinforced concrete and steel. This experience gives us the agility to provide
the most creative and cost-effective engineering solutions to the client and
designers without holding back the momentum of the project team, while keeping
engineering safety firmly in perspective.
Substructure often contributes heavily to cost and construction schedule. We

routinely play the critical role of tailoring the geotechnical design to take full
advantage of any beneficial site conditions. We also provide the flexibility to adopt
the latest construction methodologies, such as in the construction of basements,
where top-down construction may be employed to accelerate schedule.
Our expertise in civil infrastructure - which includes the design of road

infrastructure systems, drainage systems, water supply lines, sewers & wastewater
treatment systems - is an integral part to our core services, which has over the
years contributed to building up our long track record of reliable and successful
relationships with local authorities. It goes beyond doubt that our experience in
this area plays a critical role in the successful completion of each and every one of

Ir. Wong Yong Sian
Managing Director
Ir. Wong joined Keshmen in 1995 and is currently

the Managing Director.
Ir. Wong’s portfolio includes a billion-ringgit

mixed commercial development consisting of
a 5-storey shopping centre and 7 high rise towers
ranging from 35 to 43 stories at Medini Iskandar,
Johor and numerous shopping complexes
including AEON Taman Equine, AEON AU2, AEON
Bukit Tinggi, AEON Ipoh, and AEON
Rawang. He also serves as technical advisor
to AEON. The pioneering water villa project at
AVANI Sepang Gold Coast, Bagan Lalang was also
under his management. Education:

Ir. Wong graduated from University of Malaya in Civil,
1987 and is a member of Board of Engineers, University of Malaya 1987
Malaysia. He holds a Professional Engineer’s

Ir. Kevin E. Low
Director
Kevin joined Keshmen consult in 2014 after a

stint overseas and is currently a Director.
He has successfully worked on a wide variety of

projects including a 15-storey structural steel
frame building with composite decks for Silicon
Valley tech company NetApp in Bangalore, India,
Dormitories for Epsom College, One World Medini
- a RM1 billion mixed-use development consisting
of several retail podiums, and seven towers
ranging from 35 to 43 stories. Kevin has also
served IKEA in a variety of roles, leading C&S
design for IKEA Batu Kawan, Penang, as well as
serving as technical advisor and peer reviewer Education:
for other IKEA projects. Bachelor of Science, Civil

Kevin graduated with a Bachelor’s and a Master’s University of California, Berkeley
degree from University of California, Berkeley. 2010

Gan Hie Ling
Senior Engineer
Gan is currently managing several projects and

provides leadership and supervision to a team of
engineers and designers. She is a Civil
Engineering graduate of University Tun Hussein
Onn.
To date, she has successfully completed a wide

variety of projects, most prominently Elysia
Park, a mixed-use development in Medini
Iskandar, Johor, where she was technical lead
for the design of six 40-46 storey blocks of
apartments with 10-storey carpark and retail
podium. The design of several sewerage
treatment plants for NPO Land Sdn. Bhd., Education:
Tropicana Metropark Sdn. Bhd, and HomeCity Bachelor of Engineering (Hons)
Realty Sdn. Bhd. were also under her care. Civil,
University Tun Hussein Onn 2006
Most recently, her leadership as Superintending
Officer for Longson Warehouse from planning to Joined Keshmen:
construction underlines her constant growth as a 2014
valuable member of our team.

Millennium Monument
Putrajaya
Millennium Monument is a 230-foot tall slender steel monument.
A model of the structure was wind tunnel tested to ensure there are no adverse vibration
characteristics.
Steel walkways cantilevering out over Putrajaya’s man-made lake, shaped to represent the petals of
the Malaysian national flower, the Hibiscus or “Bunga Raya”.
The etchings on the monument and the laminated safety handrail glass depict important milestones
of Malaysian history.
