Technical Specifications for Materials Used in House Connections Water Distribution Division Field Customer Services Section © 6-1. 10, 12, Water Meter (A) General Any water meter to be used where these Guidelines apply should one of those included in the "Water Meters Approved for Use" list issued by Water Directorate, the latest issue shall apply. To be successfully approved, the water meter must meet the following minimum standard criteria: Water meter must be capable of being used in the approved remote, unattended, electronic, water meter reading system, Meter body shall be totally separate from the meter measuring mechanism. Over tightening of the meter body portions should not affect the meter declared accuracy. All meters must have a built in reading display window of suitable size. A magnification lens could be used to improve the readability of the digits, Reading Display Window shall not be susceptible to condensation and should be protected by a hinged flap or similar. All meter parts must be replaceable. Spare parts must be stocked and be available at all times for both new versions as well as old versions of the meter, Supplier must inform Water Directorate in writing and obtain approval before replacing a meter with a new version and of any modification made on approved meter component parts or connectors / flanges. Alll water meters must read in Cubie Meters. The least digit must not exceed one liter All meters must have a digital reading display window. Fractions of a Cubic ‘meter could be displayed using an analog display system, If a digital system is used to display the fractional part of the meter reading the extreme three right hand digits should be of a color different than the rest of the digits. A multiplication factor - if used - must be only for meter of sizes 11/2" and above. No meter of smaller size is to have a multiplication factor. Multiplication factor must be indicated clearly with bold lettering at location very close to the reading display window. Jefe Sava 14, 15. 16. 17. 18 19, 20. 21. 2. 23. 24. Meter body shall be made of impact resistant plastic, brass or ductile iron. Meters meeting all other criteria listed under this Article but have bodies made of other matter maybe suitable forapprovel and could be examined. ‘Meter numbering system must be approved by the Water Directorate. ‘Meter number - if unprotected - must be engraved on the meter body on the same side as the reading display window. If the meter number is written on the counter face of the meter, it should then be protected by a toughened clear plastic or glass cover. I For all meters, it should be possible to change the reading counter and display window keeping the meter number as it is, In other words, only change of meter body component should force a meter number change. ‘The unit of reading - i.e. Q. Meters-must be displayed within the reading window itself not on meter body, hence, by replacing the counter unit and display window, the unit of reading displayed on the meter must automatically be replaced. Meter external color shall be Light Blue to RAL 5015. For meters with external body coat, the paint coat thickness shall not be less than 100 microns for non-ferrous meters and 300 microns for all other. Meter body must be robust, capable of withstanding prevailing atmospheric temperature range of 5 C to 50 C, a humidity range of upto 100% and a normal minimum running water temperature of 50 C. All working parts of the water meter must be suitable for use with desalinated water at e normal of SO C minimum temperature. Meters must be designed fora working water pressure of 10 bars with surge pressures reaching a maximum of 20 bars. A provision must be made to seal the water meter by joining the body to the counter and hence prevent tampering with the measuring mechanism or meter counter. Sealing should possible using a wire and a lead stamp. If «another system is used for scaling the meter, that system shall be approved by Water Directorate. New meters must be sealed by the manufacturer after passing the quality and accuracy tests. Markings on the meter must include - but not limited to the following : a) Trade name of the meter. b} Meter nominal size. c) Meter nominal flow capacity. d) Water flow direction. ) — Aunique serial number. f) Year of meter manufacture. 2). Unit of measurement, 25. 26. 6.2 Each meter shall be guaranteed by the manufacturer / authorized dealer for a period af,not less than two years from date of sale. Meters handed over to ADDC imist have minimum of one year of the guarantee period left. Complete documentation should be provided to customers for meter orders exceeding hundred meter units of Domestic meters and ten units of Bulk meters. Documentation should be include an operation and maintenance manual in addition to technical specification and general catalog. G.R. P. Water Meter Cabinet Water Meter Cabinet intended for use on House Connections of sizes upto and including one inch diameter, for residential and commercial villas, must be made of press molded fiber glass (G.R-P) material and should fulfill the following requirements: Cabinet to be press molded G.R-P. gray in color for all sides and doors. Cabinet to have a provision for installation recessed in the wall. External cabinet size to be 60 em (11) x 30 em (W) x 30 em (D) such that it is possible to accommodate water meters of size range half an inch upto one inch, in addition toa non-retum valve and a lockable gate valve of corresponding size. Cabinet door to be hinged at the left side and to have two triangular locks Allen Keys - at the upper and lower right corners. On the door should be imposed the cabinet identification "Water Meter - ADDC in both Arabic and English text which should be clear ani large enough. In order to prevent the ingress of water and dust to cabinet interior, cabinet door should be effectively sealed using and elastic sealant of similar method. Two holes each of 1 1/4" diameter should be provided for pipe entry and exit in the cabinet base and roof respectively. Drain outlet and air vents must be provided. Meter view window to be of clear toughened or wire glass of size not less than 10cm (H) x 10 cm (W). View window should be provided with a side hinged cover as for the main door in addition to a single lock Meter view window should face directly the meter reading counter. Locks, hinges and all other metallic parts should be of corrosion resistant material. i. 12. 13. 14, 63 64 Cabinet back side must be strengthened and be provided with suitable supports for securing the water meter and connection pipes. Multi meter cabinet for two or four meters could be used provided the above conditions are met with exception that cabinet width should be increased to accommodate the meters. Center to center spacing of meters should not be less ‘than 17 cm and an edge meter clearance not less than 10 cm from cabinet side. ‘However, the cabinet must be apprived before use. Designs not meeting all of the above criteria could be submitted for review and comment, however such cabinets should not be used before obtaining final approval. New samples of water meter cabinet submitted for review must be complete with all necessary internal fittings - such as water meter & lockable gate valve ~ already installed and secured as if ready for connection. Cabinet must include the following fittings : lockable gate valve and water meter all of a diameter same as that of the proposed House Connection. Polyethylene Hose Polyethylene Hose pipe should conform with B. S. S. 1972/1967 class "C" should be manufactured from a low density compound (polyethylene density may not be greater than 0.93 g/ml (a 20 C). The out side diameter of the pipe should conform to B. S. 1972/1967. However wall thickness should not be less than 0.1 mm pipe shall have marked at interval of one meter, the manufacturer identification, specification number and class "C" by means of adhesive tape or suitable paint or engraved. Polyethylene pipe should be supplied in coils of length 150 meter or 500 feet. If required, supplier should make necessary arrangement for a test pressure of twice the normal working pressure. Sample should be submitted and is subject to approval. Brass Connectors Should be of hot pressed Brass to B. S. S. 218, designed for connecting polyethylene to polyethylene hose pipe to B.S. 1972/1967 class "C" low density polyethylene pipe. Flange insert should be of copper. Manufacturer name, B. S. number along with class should be engraved on each component. Connectors should stand a test pressure of 10 bars and should stand repeated uses for 10 times particularly the rubber compression ring. Connectors should be of European origin. The supply should be accompanied by a manufacturer certificate stating the date of manufacture, specification, name and address of the local agent or representative. ‘Sample should be submitted and is subject to approval. 65 6.6 6.7 Brass Tee Should be of hot pressed Brass to B. S. S. 218, designed for connecting polyethylene Hose pipe to B. S.S. 1972/1967 "C" low density. Flange insert should be of copper. It should stand a test pressure of 18 bars. Manufacturer identification, specification number and class "C" should be engraved on the, body and fittings. ‘Sample should be submitted and is subject to approval. Bronze Gate Valves Valve should be non rising stem solid wedge disc and screwed in bonnet in accordance with B. S. 5154 full way gate valve. Body should be made of cast Bronze to B. S, 1400 LG2 and components conforms to B. $ 2872 CZ 122. Body seats are integral and should be accurately tapered to ensure perfect shut off without strain. The disk should be of wedge pattem. Hollow threaded for non rising stem valve and conform to BS 1400 LG 2. Stem threads should be accurately machined to ensure full thread engagement with the disc or bonnet to B.S. 21 Stuffing box should be packed with quality packing to assure a tight stem seal asbestos with graphic material. Open and shut indicators should be caste on the handle wheel which should provide a safe hand grip. ‘Valve should ‘stand a minimum pressure of 17.5 Bars or 250 Ibs./sq. in (a) 50 c. ‘The company name and patent number should be engraved on the valve. The supply should be accompanied by manufacturer certificate stating the date of manufacture, specification, name and address of the agent or representative. ‘Sample should be submitted and is subject to approval. Male Brass Polyethylene Adapter Adapter should be of hot pressed brass to B. S. S. 218, designed for connecting to B. S, S, 1972/1967 class "C* Low density polyethylene pipe. Flange insert should be of copper. Manufacturer name, B. S. number along with class should be engraved on each component, Adapter should stand test pressure of 10 Bars and should stand repeated uses for 10 times particularly the rubber compression ring. Sample should be submitted and is subject to approval. 69 6.10 Female Brass Polyethylene Adapter Adapter should be of hot pressed brass to B. S. S. 218, designed for connecting to B. S. 8. 1972/1967 class "C" Low density polyethylene pipe. Flange insert should be of copper. Manufacturer name, B.S, number along with class should be engraved on each component, : Adapter should stand a test pressure of 10 Bars and should stand repeated uses for 10 times particularly the rubber compression ring, Sample should be submitted and is subject to approval. Swivel Balancing Brass Ferrules Component should have a stop cock and ferrule combined and shall be of hot pressed brass to B. S. S. 218, with heavy gauge, swivel balancing, screw down type, fitted witha 1/2" square head for closing and opening and shall be designed for connecting with polyethylene pipe to B.S. S, 1972/1967 class "C” low density. Spindle of the ferrule shall be of high tensile magnesia Bronze to B.S. 8. 2874. Manufacturer name and pattern number should be engraved on the ferrule body and should stand repeated uses for 10 times particularly the rubber compression ring. The supply should be accompanied by a manufacturer certificate stating the date of manufacture, specification name and address of the local agen! or representative. Sample should be submitted and is subject to approval. Saddle Strap Component should be of Gun Metal Saddle Strap suitable for use with I. S.O, ductile Iron pipes type (K-9) and No. 2531, with stainless stee! bolts and nuts. The nubber ring should fill in the groove. All straps should have 3” Diameter boss 3/16" Thickness at band 3/3" Thickness at lugs 1132" Thickness boss Gunmetal should conform to B. S. 1400 LG 2. Bolts and nuts should be of stainless steel conforming to BS 6105: 1981 and I. S. 0. 3506 : 1979. 18/8 Grade A2 - 50 stainless steel. 6 6.12 Company name & patent number should be engraved on the body, The supply should zbe accompanied by a manufacturer certificate stating the date of manufacture, specification, name and address of local agent or representative. Sample should be submitted and is subject to approval. Drill Tap Drill taps should be suitable for use with ductile iton water pipes, Combined drill and tap with B.S. P. thread to BS 21, specially hardened, given 2 hardness range of 63 degree Rockwell for Talbot pressure tapping machine and for insertion of swivel balancing ferrule. Drill bit size should be 3/4" standard pattern. Cup drill and taps size 11/2" BSPP-11TPI- for Machine No. 2. ‘Sample should be submitted and is subject to approval. Brass Reducer Bush Should be hot pressed to B. S. S.218, design for connecting polyethylene pipe to B. S. S. 1972/1967 class "C* low density. Flange insert should be of copper. The name of manufacturer, B. S. number and class should be engraved on each component. It should stand a test pressure of 10 bars or more. Sample should be submitted and is subject to approval.
