FISHERIES EXTENSION OFFICER

Kind of Work

Responsible technical work in promoting the improvement of the fishing industry.

Distinguishing Features of Work

An employee in this class acts as liaison between the fisheries Department and the fishing
community to promote the development of the fishing industry. Work involves organising
fishermen’s co-operatives, dissemination relevant information to fishing groups and organising
educational activities with the aim of improving fishing methods and techniques. Minor
supervision is exercised well defined procedures and policies and work is reviewed by a superior
through observations.

Examples of Work

Organises fisherman into fishing groups and fishing co-operatives.

Organises educational activities such as lectures, group discussions, films and demonstrations
with the aim of improving the methods and techniques employed in the fishing industry.

Advises fishing groups on the marketing and distribution of fish and related products; also
advises them on fisheries legislation.

Assists a superior, as directed in implementing Government’s beach improvement programme,


arranging for the provision of fish centres, cubicles and storage and sanitary facilities.

Assists a superior in investigating and settling disputes among fishermen and in investigating
incidents involving fishermen at sea.

Makes exploratory trips to assess fishery potential in fishing areas and to appreciate new
methods and techniques involved in fishing, and advises fishing community accordingly.

Participates in experimental work on fish processing in order to inform fishermen on improved


methods and techniques.

Takes surveys of fishing gear and fishing boats and investigates circumstances surrounding
applications for loan from fishermen, making recommendations accordingly.

Performs related work as may be required.

Required Knowledge, Skills and Abilities

Knowledge of Fisheries Legislations and related rules and regulations.

Knowledge of the operation of related associations and co-operatives.

Knowledge and appreciation of the fishing industry and of the requirements for its expansion and
improvement.

Ability to understand and appreciate improved methods and techniques in the fishing industry
and to advise fishermen accordingly.

Ability to promote and organise fishermen’s associations in the fishing communities.

Ability to work outdoors under varying weather conditions.

Ability to gain the co-operation of groups and to establish and maintain effective working
relationships.

Minimum Experience and Training

Experience (18 months to 4 years) in the field of fisheries such as may have been gained in the
next lower class; and training as evidenced by the General Certificate of Education, Ordinary
Level with passes in three subjects including Biology; or any equivalent combination of
experience and training.
