SCOPE OF WORK

PART – II (SURVEY)

AGL intends to map their existing pipeline network & related assets and port the data on to
an enterprise level Geographical Information System (GIS). The work has to be carried out
for Indore (including Ujjain & Pithampur) and Gwalior geographical areas. The mapping of
all its pipeline network & assets is geared towards strengthening its operational activities
and for more efficient management of the existing facilities. The GIS being implemented is
to act as a springboard and facilitator for its future expansion projects.

The main objective of this proposed system is as follows:

1. Preparation of Base Map for the “Area of Interest” AOI.


2. Detection & Geo-Mapping of steel pipeline network along with its associated
facilities.
3. Detection & Geo-Mapping of MDPE pipeline network with Land base.
4. Capturing distribution point (DP) data/ information with reference to spatial as well
as cadastral information.
5.
a. Data digitization, data migration and network mapping on to a GIS platform.
b. The Data output shall be in GIS ready and Incremental maps form in AutoCAD
Native Format/ Shapefile / Spatial Database dump, with clean geometries, valid
topology and correct attributes. The GIS ready Maps shall be in the correct
projection system, WGS 1984, and appropriate UTM zone.

Broad Methodology of execution and Specification for performing the desired activities:

The entire project broadly includes but not limited to the following activities.

1. Preparation of Vector Base Map over GIS platform for the “Area of Interest” AOI.

The basic requirement for starting the asset mapping survey is to have an updated
City Base Map for the “AOI”. The steps required to undertake for preparation of City
Base Map will be as follows:

1.1 Step – I:

Procurement of existing City Map:

A city base map between 1:2000 – 1:10,000 scale (or any other scale) may be available with
certain Government/ Municipal bodies. In such cases, the first step will be collection of
those base maps for the “AOI” including boundaries of municipal area, zones, wards,
colonies etc. These maps may be in two forms i.e paper maps (hard copy or soft copy) or GIS
layers. These maps/layers can be used as a guideline/modified for preparation of updated

city base map. In case of existing GIS data, only the required layers needs to be extracted,
updated and converted to prescribed output data format and projection system (if the
data format and projection system are different). In case of paper maps, the data for
preparation of city base map will be captured in three steps, i.e scanning,
georeferencing and digitisation. The contractor shall perform this activity to facilitate his
own working on the satellite imageries.

The potential source of existing GIS data and Paper Maps has been provided in Annexure
II.

1.2 Step –II:

Procurement of Satellite Imageries:

• The Contractor shall procure 0.5 m true Resolution Satellite Image Procurement
from NRSC.
• The Satellite Imagery should have 50 cm Panchromatic, 50 cm Pan Sharpened
and 2 m Multispectral bands at true resolution.
• The imagery should be latest image at NRSC (Not more than 4 to 6 months old).
• The original procured image shall be the property of Client along with all
necessary original documentation and metadata.
• Satellite Imagery should be cloud free with less than 10% cloud coverage.
• The contractor shall perform all the activities/ formalities to acquire images
from NSRC. However, Client will provide necessary official communication to
the contractor in this regards if required.
• Satellite imageries shall be procured for area of interest (AOI).

1.3 Step –III:

Imagery Processing & Geo Referencing Including Collection of GCP’s “Ground Control
Points” Through DGPS Survey

After procurement of satellite images, GCPs (Ground Control Points) should be


collected from field using DGPS for geo-referencing of Satellite Imageries. These points
should ideally be spread over the entire ‘AOI’. The GCPs collected during DGPS survey
should directly be used as tie points for geo-referencing of Satellite image.
Ground control points shall be collected using high accuracy DGPS devices.

Before starting the work Contractor shall submit detailed specifications of proposed
DGPS devices as well as methodology for image rectification and normalization process
to be deployed in the work.

The DGPS survey in the initial stage shall be confirmed using a SOI GTS bench mark.
Dual (Min.) frequency DGPS shall be used.
The DGPS shall have the facility for RTK (Real Time Kinematics) observations.
Data format system for vectorisation of data derived from relative positioning:

Normally RINEX (Receiver Independent Exchange Format) to be deployed. Database


License Agreement : RINEX or other approved
The DGPS points collected shall be clearly visible on the satellite imagery and contractor
will plan and submit the DGPS point locations to Client for verification before going to
field to collect the data.
The maximum RMS error while doing the geo referencing should not exceed 1 pixel
(That means if the imagery is .50M resolution, the maximum RMS error allowed less
than 0.50 on UTM projection.
Contractor shall use WGS-1984, UTM – (With appropriate Quadrant as per location)
Projection system wherever required.

Contractor shall fully geo-reference the imagery with the collection of accurate GCPs
using precision DGPS instrument

Contractor shall use known GCP points established by SOI/NRSA (as applicable) and
apply the DGPS normalization on DGPS Control Points before geo referencing.

It is preferred, to take at least one GCP per Sq km area of the imagery to achieve the
level of accuracy. Establishment of DGPS control points having accuracy of ±10 mm on
existing permanent structure by standard system of establishing ground control
points, such as primary (minimum-4hrs), secondary (minimum-1hrs) and tertiary
(minimum-45min) control points with adequate hours of observations.

The work shall also include Post processing, geometric /radiometric correction, ortho-
rectification, Vectorisation, etc. and preparation of Base Map.

Since data creation is directly dependent on the satellite imagery georeferencing, Client
will define quality parameters and process methodology for image processing (noise
reduction, re-sampling, sharpening the image etc) and geo-referencing. This
requirement is to nullify the risks of positional accuracy problems in future business
objectives such as deployment of fullfledged field force automation using mobile GIS
technology for data authoring and validation of assets location and condition.

All consumables for printing, storing, and creation of backup data CD’s/DVDs and
alternate consumables of backing up of data are to be supplied by the Contractor.

Contractor shall depute adequate number of teams to carry out survey work
simultaneously.

1.4 Step – IV:

Feature Extraction from Satellite Image for preparation of Base Map (For AOI):

Following thematic layers needs to be extracted/digitised:

Administrative boundaries (planning area, municipal, zones & wards). Each boundary
needs to be marked on the satellite image using GPS survey points.

Key physical features such as roads, rivers, railways, water bodies, important land
marks etc. as detailed below

For the preparation of digitized base map of the ‘AOI’, the following information needs
to be collected from the field survey:

Boundary with schedule of boundaries of related localities/ wards/ areas.

Approach road, streets, lanes, by-lanes in the area.

Demarcation of existing land use such as residential, commercial including petty shops
or others.

Type and length of existing roads (CC, BT, WBM and earthen)

Details of sewerage manholes, with details etc..

Details of storm water drains and the pucca / kutcha drains leading to final disposal
points.

Street lighting with pole number, location and type of fixture.

Community hall, PHC/HC, primary school and other educational institutions.

2. Detection & Geo-Mapping of steel pipeline network along with its associated
facilities.

The pipeline data shall be collected through survey on field for current depth & position
as per updated ground features and mapped, uploaded into the GIS system Some of the
preliminary data may be available in as-built drawings & other supporting doc as a
primary reference. The scope of activities to be carried out is as follows.

Detection of steel pipeline shall be done for the length indicated in linear km using Low
frequency, High power (with maximum constant current output of 4 Amp) Induction
Utility PIPELINE Locators (with integrated GPS) and GPR (Ground Penetrating Radar)
shall be used wherever pipeline is not locatable by the locator as per the depth of the
pipeline. This shall be digitized on the map with referenced Geo co-ordinates as per the
exact position, depth and turning points like Elbow/Tee (curving) of the pipeline.

The pipeline zone will be shown indicatively and details regarding size will be given.

Pipeline position & depth shall be taken at every 10 metres interval of pipeline segment
and shall meet accuracy as per the Data acceptance criteria. This shall be cross got
checked segment wise through digging.

Pipe line position & depth shall also be taken at every turning point, junctions, and at
Crossings irrespective of interval. These shall be taken for Abandoned / dead pipelines
also.

The vendor shall mark out positions of the pipeline on field during detection activity to
retain their offsets accurately while mapping.

The supply, carrying, use and maintenance of devices / equipment shall be in a vendor
Scope.

Vendor shall attach detailed specifications and calibration (not older than 1 year) of
proposed device / equipment to meet the depth accuracy criteria. Further these
devices shall be used during the contract and use of alternative devices will not be
preferred without permission of the Client.

The contractor should have facility for utility detection with at least 4 Nos Induction
utility locators & 01 nos. of GPR instrument (Self or Rented) and experienced IUL /GPR
professional for executing the project as per desired accuracy.

Gas features will be captured / updated in detail as per data model suggested by the
Client.

Available drawings /route maps will be provided by Client as supportive information.


However, all the attributes shall be based on actual survey report

2.1 Corridor Surrey & Mapping:

Along with Steel pipeline location survey the corridor through which the pipeline passes
shall also be surveyed as per following specifications.

Ground survey will be done through high precision survey equipment like DGPS & Total
station systems for collecting all the ground features with specified accuracy.

Collect positions of above ground gas objects /facilities like valves, City gas stations,
pipe markers, stations etc., during land base survey.

All building / apartment / society Areas to be checked for exact location of permanent
hard structures, all boundaries and peripheries, fixed assets, building corners, gates etc.
for existing pipeline.

As part of ground survey for all Landbase features, relative distance / position of one
feature w.r.t other feature shall be verified / rectified through ETS at precise level as

per ground reality to meet the specified relative accuracy (i.e: distance from one point
to another point on the map shall match as per ground within acceptable level) as per
Data Acceptance criteria.

Corridor survey shall be done along the detected pipeline at 50 meters corridor width
which includes 25 meters either side of the centre of the pipeline.

All surface land base features & above ground gas assets shall be surveyed along the
corridor and collected as per requirement.

Survey shall be carried out using High precision DGPS & Total Station system in
Feature collection with specified accuracy.

Positions of Major features like CGS, S.V, valves, tapping points, TLP,Valves, DRS, CNG
stations, MRS, Odorizers, SV shall be collected with the use of DGPS only.

Pipeline dimensions / offsets shall be taken on both sides of the pipeline wherever
possible on the ground like turning points, crossings, junctions, straight line deviations
and at major pipeline assets. These shall be taken w.r.t permanent features like
boundary walls, divider, foot path, metro pillars and other permanent structures with
exact distance on the ground.

After survey, Corridor mapping shall be done for the entire length of existing steel
pipeline and its assets along the corridor with land base features includes roads,
hydrology, easements, buildings / boundary walls, obstruction objects, bridges, etc., at
each side of the centre of the detected pipeline position.

All land base & gas features with attributes & dimensions shall be mapped w.r.t
available drawings and surveyed data as per the GIS data model, topology & business
rules associated.

The direction of GAS flow shall also be displayed.

Major Land base features like buildings shall be collected & mapped with
complete topology even if they are partially covered with in a corridor.

Landmarks / land marks / prominent public places shall also be captured if they are
beyond of corridor in a considerable distance.

Survey Notes / Observations/ Computations: All intermediate and final


records/data shall be organized in a systematic and pre-formatted manner as per
Quality aspects. All the intermediate data computations and records shall be open for
inspection and review by Client.

The final corridor map shall be edge matched with the respective landbase data and
uploaded into the GIS system with linking of respective drawings.

All permissions required for field / survey/dig verification activities shall be managed by
the contractor only. Client will issue a letter for the mentioned activity as per project
scope only.

3. Detection & Geo-Mapping of MDPE pipeline network with Land base.

Part – I: Using As Built Drawings / DGPS coordinates picked from field.

The Successful bidder will be provided with As- Build drawings(ABDs) for the MDPE Pipeline
network. The ABDs will be indicative and “Not to scale” drawings (in either Autocad or PDF
format). The Contractor shall have to do a site walkover survey based on the provided

drawings. The Contractor shall acquire DGPS coordinates of the pipeline markers/ other
pipeline features from the field. The DGPS points shall be picked at locations where
distances have been marked in ABD’s w.r.t. permanent features on ground. Also DGPS
points shall be picked up at all ‘Visible’ GAS features of MDPE pipeline.

GAS FEATURES FOR MDPE PIPELINE: The following list gas features needs to be
captured / updated in detail as per given data model (It may be vary at the time of
execution)

Detection of MDPE pipeline shall be done for the entire length in a linear manner. This
shall be digitized on the map with referenced Geo co-ordinates as per the exact
position of the pipeline.

All the pipeline network and asset information shall be r e c o r d e d with all
dimensions.

All the attribute information for each and every feature shall be captured /updated
completely as per data model.

The network shall be drafted with GAS flow direction.

The supply, carrying, use and maintenance of devices / equipment shall be in a Scope of
Contractor.

All consumables for printing, storing, and creation of backup data CD’s/DVDs and
alternate consumables of backing up of data to be supplied by the bidder.

Other than survey data required data for data model contractor has to collect & list out
from drawings (hard & soft) other documents as provided by Client.

Prepare the complete data for uploading in software as per data Model

Part-II : Using Ground Penetrating Radar (GPR)

Detection of MDPE pipeline shall be done using High power GPR (Ground Penetrating
Radar) by taking readings across the MDPE pipeline. The coordinates
(position, depth etc.) of pipeline are to be taken every 100meter distance, at all ‘T’
junctions, at end points of MDPE pipeline.

All the points identified using GPR on MDPE pipeline shall also be captured by using
DGPS.

All this shall be digitized on the map with referenced Geo co-ordinates as per the exact
position and depth (depth only for GPR locations) of the pipeline including all gas
features of MDPE pipeline.

All the pipeline network and asset information shall be r e c o r d e d with all
dimensions.

All the attribute information for each and every feature shall be captured /updated
completely as per data model.

At least 2% (Two Percent) of the locations of GPR readings shall be confirmed by actual
digging at site. It shall be the responsibility of the contractor to obtain necessary
permissions for digging and also to undertake the restoration works of the dug location.

Detection of MDPE pipeline using High power GPR (Ground Penetrating Radar) shall
act as a correction for the pipeline Geo-referenced using ABD’s. This shall be brought to
the notice of E-I-C and the Geo-referenced network shall be corrected based on the
GPR survey/ physical verification.

The network shall be drafted with GAS flow direction.

The C o n t r a c t o r shall mark out positions of the pipeline on field during detection
activity to retain their offsets accurately while mapping.

alternate consumables of backing up of data to be supplied by the bidder.

Other than survey data required data for data model contractor has to collect & list out
from drawings (hard & soft) other documents as provided by Client.

Prepare the complete data for uploading in software as per data Model

3.1 MDPE Area Land Base Field Survey

Land base creation using satellite imagery and through field survey using DGPS/
total station as per specified accuracy and additional survey of building areas within
boundary wall / compound wall, society / building periphery, up to domestic,
commercial and industrial customers points of the pipeline as per laid/charged
network.

Contractor shall also collect positions of above ground gas objects /facilities like valves,
City gas stations, pipe markers, stations etc., during land base survey.

Survey shall be done inside apartments / societies also for correcting building foot
prints & checking TF positions where ever pipeline supply points exists. And collect the
coordinate of pipeline, turning, crossing within the society premises.

All building / apartment / society Areas to be checked for exact location of permanent
hard structures, all boundaries and peripheries, fixed assets, TF points, building
corners, gates etc. for existing pipeline.

As part of ground survey for all land base features , relative distance / position of one
feature w.r.t other feature shall be verified / rectified through DGPS/ ETS at precise
level as per ground reality to meet the specified relative accuracy as per Data
Acceptance criteria.

Contractor shall record as many nos. of survey points as possible in capturing each and
every feature topology & precise position as per ground reality without any human /
system errors.

Contractor shall attach detailed specifications of proposed DGPS &Total stations as well
as proposed methodology for achieving required landbase accuracy.

All permissions required for field / survey / dig verification activities shall be
managed by Contractor only. Client can issue a letter for the mentioned activity as per
project scope only.

Pipeline dimensions / offsets shall be taken on both sides of the pipeline


wherever possible on the ground like turning points, crossings, buildings, streets line
deviations and at major pipeline assets. These shall be taken w.r.t permanent
features like boundary walls, divider, foot path, bridge pillars and other permanent
structures with exact distance on the ground.

4. Capturing distribution point (DP) data/ information with reference to spatial as well as
cadastral information.

4.1 Data entry for Household & Distribution Point (DP) Survey:

The Customer/ Potential Customer Survey data collected through field Survey
(augmented with DP data from Client’s Databank) should be entered in Forms for
Household Survey. The Survey Format (To be developed by Contractor and approved
by Client) highlighting essential /mandatory parameters for the purpose of preparation
of GIS data performa.

Note: As the complete process of GIS integration at household level is dependent


on the Unique Code (Consumer Number), Contractor should take necessary steps
to ensure that unique code has been entered in MIS & GIS data of each Household.

Preparation of city base map and data entry into GIS can be done simultaneously.

4.2 GIS Integration of Cadastral Information at Household level:

Integration of GIS with MIS means matching the common parameters (fields) from the
attribute of the spatial data (Map) with MIS based common fields. This would enable
the viewing of the integrated data and the preparation of the reports. Under Data
schema Unique code (consumer number) will be the common reference point for GIS
cadastral data integration at household level. Based on this unique code (consumer
number), the attribute tables associated with the GIS layers of geo-referenced base
map will then be integrated with Cadastral data at zone and city level base maps on
GIS platform. After integration, the other data-fields on household consumption data,

Billing details, Meter/ Regulator details could be viewed spatially on the GIS map.
Further, the entire process of tenability analysis and prioritisation of future demand
assessment can also done in GIS.

5. Data digitization, data migration and network mapping on to a GIS platform.

All the Steel & MDPE data and respective Land base shall be uploaded into the GIS
software by the Contractor as per approved data model specifications.

As a part of migration, all the activities shall be done by Contractor only.


Development of QC, migration tools or use of any other required software’s will be in
the Contractor’s scope.

Data mapping will meet system built business rules, data specifications in all respects
for the following.

a. Structural level mapping


b. Attribute mapping
c. Co-ordinate mapping
d. Logical level mapping
e. Application level mapping
f. Data integrity etc,

Contractor shall have an experienced team of GIS professionals for implementing data
migration tools and data check activities.

5.1 Vectorisation and data Development:

The scope includes the digitization and development of vector map from the satellite
Image.

5.1.1 If an Image of Land feature for the area/Society/location is/are


unavailable or not updated in the Satellite Image Contractor shall
update the Maps after field verification & survey.

5.1.2 The base mapping shall be undertaken to digitize the Transport,

• Ensure that not a single feature is being missed. Add the missing features
(point, lines, polygons) if any.
• Ensure that the attribute identifiers added to the concerned features are
correct. Add the missing attribute identifiers and correct the wrongly put

• Check for extra or double digitization and Delete the extra or double digitized
features if any.

5.2 Field Survey for validation of spatial features & collection of attribute data
for Land base features

5.2.1 The survey team shall validate the Land base features (vector
map v/s field) including identifying the missing and new features not
available in Vector Map

5.2.2 The survey team shall collect the missing and new Land base
features along with the attribute data available in field at the time of
field survey

5.2.3 The survey team shall collect attribute data for all the spatial features
as mentioned in Annexure-I.

5.2.4 The field survey shall use Land base feature code / type & subtype list
provided by Client, and collect the attribute information according
to the Feature ID printed on paper maps, particularly for the
Buildings, Transport, Hydro and other features. Fill all the attribute
information/data (feature wise) in pre-described field book formats
provided by Client.

5.2.5 Contactor team shall perform internal QA/QC – shall verify the records
of land base spatial features and attributes as filled by their survey
team and match the desired accuracy.

5.2.6 Contractor shall maintain Map Grid wise field books for better
reconciliation and future records.

5.2.7 The survey work shall be carried out by walking down the localities
along with hard copy map at 1:1000 scale pertaining to particular Map
Grid (500 x500 MM) and documents like area wise customer list and
field book formats to collect data.

5.2.8 Contactor shall verify every building of the locality for filling up the
required attribute as mentioned in the field book.

5.2.9 Contractor shall ensure that all the roads (road centreline, road edge
and pavement) in the surveyed area entered with the required details
as mentioned in the field book.

5.2.10 All other transport features in the locality surveyed to be entered with
the required details as mentioned in the field book.

5.2.11 All other Land base features i.e. park, vegetation, open spaces,
monuments, and wildlife centuries, etc. within the locality surveyed to
be entered with the required details as mentioned in the field book.

5.3 Field Survey for validation of spatial features & collection of attribute
data for Gas Features

5.3.1 The survey team shall validate / capture the Gas features (above
ground gas features) in the field for positional/ relative accuracy with
reference (measured from field) to Land base data. List of gas features
shall be available in the Gas Pipeline Network Drawings/data (sketches
–NTS) provided by Client.

5.3.2 The field survey team shall capture the exact location of DP
(Distribution Point) and map the associated customer from the field.
Client will provide the list of customers in .xls format.

5.3.3 The survey team shall collect/capture the missing and new above
ground gas features from the field with relative reference (measured
from field) to Land base data.

5.3.4 The survey team shall compile and validate unique feature ids of gas
features as mentioned below:

• Gas network Features


• Other Gas network features

5.3.5 The survey team shall draw the new gas network features in the
available as-built drawings/ sketches with reference to field
measurement and update over the land base map which are
highlighted for Updation in field survey.

5.3.6 Client’s team will support for identifying the feature and verification of
records/attribute data of all the gas network features on request OR if
required

5.3.7 Contractor shall digitise / plot the Gas Network data as per the hard /
soft copy maps of as laid drawings/ sketches provided by Client.

5.4 Landbase Features Updation Procedure

5.4.1 Contractor shall ensure that Data collected during the surveys – both
spatial and non – spatial shall be updated on the base maps (GIS Maps)

5.4.2 Contractor shall carry out Feature validation / Updation based on the
field survey input data

5.4.3 Contractor shall add geometry (line, point and polygon) of new
features captured during field survey using GPS coordinates.

5.4.4 Contractor shall carry out the data entry for each field book for
attaching the attribute data with respect to feature ID.

5.4.5 Contractor shall carry out Cross verification between the survey team
member to avoid the errors in feature/ Attribute

5.4.6 The attribute information shall be linked / joined to the spatial


database after data entry.

5.4.7 The attribute data shall be linked to the corresponding features e.g.,
the data collected for the use of the buildings and the other facilities
available will be linked to the building polygons and likewise for the
other features.

5.5 Gas Pipeline Network Placement/Overlaying Procedure

5.5.1 The feature placement rules are defined for placing the features in
relation to land base and other gas features.

5.5.2 Contractor shall place the line (For Gas network) exactly as per the
dimension distance on the drawing/map, in any case it shall not be
more than the specified tolerances.

5.5.3 All gas mains shall be compiled such that it is true to the shape of the
pipe as defined in the source documents. This includes showing all
bends, fittings, tee-off, etc.

5.5.4 Gas mains shall be broken at material changes, size changes, devices
(controllable and non- controllable) fittings and pressure changes.

5.5.5 Mains and services that crosses map sheet edges shall not be broken
on the map edge. Do not place a vertex at the point that a linear
feature crosses a map edge.

5.5.6 Network assets e.g., pipe-to-pipe, pipe to plant/device/fittings etc.,


shall be georeferenced (topologically placed) on land base map.

5.5.7 Create Nodes for various apparatus like tees, elbows, pipe ends etc.

5.5.8 Develop all the attribute information about all pipeline objects

5.5.9 Create the geometric Network of all the pipeline network elements
based on the rules.

5.6 Data Finalisation and submission for Acceptance

5.6.1 Contractor shall carry out a Quality Checks of the integrated data to
prevent any loss in data such as features, matching and attribute
consistency across tiles.

5.6.2 Contractor shall ensure all new features identified in the field survey
shall be incorporated in the database/base map. Linking of the
attribute database for these new features carried out from field

5.6.3 Contractor shall ensure creating new unique ID which shall be


incrementally generated for these features in line with the existing
Land base and gas data provided by Client.

5.6.4 Contractor shall ensure Edge matching and mosaicking the sub-scenes
as per the Master reference grid.

5.6.5 Contractor shall submit soft copy of updated grid wise base map with
the attribute list (.xls) data developed in GIS Map.

5.7 Data QA/QC Procedure and Data Acceptance:

Client shall perform complete check of all delivery.

5.8 Data QA/QC Criteria:

5.8.1 Client will perform a 100% quality check for feature location
placement of land and gas features.

5.10.1 Attributes

5.10.1.1 Contractor is responsible for achieving a 100% accuracy rate

by comparing the original source with the deliverable. If the
source document is inaccurate or does not contain the
necessary information, the attribute for that record shall not
be considered for the 100% accuracy rate requirement.

5.10.2 Network Connectivity

5.10.2.1 Contractor is responsible for achieving a 100% accuracy rate


for system connectivity. There are two types of connectivity
that must be met. Contractor shall collect from existing
database OR coordinate with Client for populating the
correct/logical field value of each feature participated in
geometric network.

5.10.2.2 The first type of network connectivity is defined as the physical


connection of any Feature Class that participates in the
network. Contractor is responsible for achieving a 100%
accuracy rate for the snapping of all linear features to create a
complete topological network. This requires the junctions of
all network/lines to share the same coordinate values as the
end points of edges.

5.10.2.3 The second type of network connectivity is based on attribute


values and status of Feature Classes participating in the
network. Contractor shall be responsible for producing a
network that shall correctly connect based on the values and
status of pipes and devices.

5.11 Level of Data Acceptance Criteria:

5.11.1 Accept

Client accepts the delivery meeting or exceeding all acceptance criteria.

5.11.2 Conditionally Accepted

Conditional acceptance means Client accepts the data delivery with the understanding
that Contractor shall fix the identified errors and redeliver the data within the
accepted timelines.

5.11.3 Reject

If the number of errors exceeds 5% in attributes and 2% in features, Client may reject
the delivery. Client reserve the right to stop checking the delivery once the number of
errors exceeds and does not meet the accepted limit. The Contractor shall correct all
the errors necessary to meet the acceptance criteria in not more than One week.

Client will complete QA/QC, acceptance testing within one week of receipt of a
delivery and submit their report for acceptance OR rejection.

Client may notify Contractor in writing that there is a need to extend the review period
in case of any emergency response like abnormal weather condition, accident incident,
and system failure or software unavailability.

Data Re-delivery

If the deliverable is conditionally accepted and resubmission by the Contractor is


needed, then Contractor is responsible for achieving a 100% accuracy rate for
correcting errors identified by Client.

In case the same error is repeated, Contractor shall carry out investigation of the
problem and inform Client about corrective and/or preventive measures to be
implemented by Contractor.

6.0 Client’s Support / Input:

6.1 All the available reference maps, as built drawings will be provided to the Contractor for
reference. However all the attributes shall be based on actual survey report

6.2 Client’s representative will be available in guiding pipeline route & related gas assets during
detection survey.

6.3 Cilent will issue required letter to Contractor for Procurement of High Resolution satellite
imagery of 0.5 mtrs resolution from NRS Hyderabad.

6.4 Any other information pertaining to pipeline and assets.

7.0 Documentation & Deliverables

7.1 Satellite Imagery (Geo Referenced): in TIFF / JPEG format with marked GCPs

7.2 Survey data: Field data collected in soft copy as well as hard copy manner and Field
data collected thru DGPS/ ETS in soft copy as well as data sheets

8.0 Others:

8.1 Right of access to Client or its representative for audit of the quality and accuracy
of work done.

8.2 The integrity and confidentiality of the Client’s information assets are to be maintained
by the Contractor. And contractor is required to sign the non- disclosure agreement with
Client.

8.3 Contractor shall be responsible for settling all compensation and disputes arising out of
any damages caused by him or his workmen during the execution of work.

8.4 Before making the final GIS deliverables, contractor has to present the pre-final
package for viewing of the Owner and modification/ updation suggested by the Owner
shall be incorporated by the party in the final package.

8.5 The contractor shall provide details of work progress report on daily/ weekly basis
through e-mail or as desired by the Owner.

8.6 If any mistake is found in the information entered by the contractor in the GIS package
within the defect liability period, the same is to be corrected free of cost and the
updated version are to be provided to the Owner.
