The Planning Process


The Planning Process
 Development is a continous activity.
 Some building being constructed, some
vacancies are being filled up and some
system are being improved.
 We keep on learning from past and try not
to repeat the mistakes.
 Development on going process and should
be development planning.

Vision Statement
 Why do we need? What is vision?
 Vision is compelling, conceptual, vivid
image of the future.
 Vision is guiding image of success formed
in terms of contribution to society. If a
strategic plan is the blueprint for an
organization work then the vision is
the , ’artist ‘s rendering’ of the achievement
of that plan.
 Vision statement also provide a direction to
the development planning process and
helps, guides, steers the whole
development machinery.
Vision Statement
 Goals and objectives are derived from
the vision.
 London is a livable City, on the move with great
opportunities for all, cherishing the past, welcoming the
future, building on our infrastructure, and dedicated to
being clean, healthy, environmentally friendly, dynamic
and diverse, cherishing culture, art and ethnicity,
offering adequate services for a good quality of life, best
health, education and personal growth opportunities for
all, including the needy, youths, adults and seniors; a
place where citizens are positively involved in decision
making through Boards, commissions, Advisory
Committees and focus groups.

 It is necessary to analyze the situation
to find the exact development level and
what to improve in future.
 Situation analysis require number of
selected key indicators for each sector.
 Data can be either qualitative or
quantitative e.g. no. of patient treated
in hospital or quality of health care
services as assessed by citizens.
 This would be general development of

monitor the development in future.

4. Draft Sectoral Plan
 Sectoral assessment yield a realistic
position of the sector current level of
service delivery, the desire of people
for better services and resource
available to bridge this gap.
 Prioritizing of development spending
could be inter-sectoral and intra-
sectoral.
5. Integrated Development Plan
 Sectoral assessment will be input for
the integrated development plan as
activities identified can not be
implemented alone.
 For better result, there is need to
have integrated development
activities to achieve the goals .
6- Plan implementation
 It is important for any plan to have
legal cover. It should approved by the
competent authority.
 Further, there should be institution
that going to implement this plan as
per its letter and spirit.
7- Monitoring and Evaulation
 Planning is continuous process. It can
be reviewed in mid of term or at the
end of plan terms as plan prepared
for specific period.
