them with accurate diagnosis without
compromising on quality with use of high-
end technology and equipment; improved
consultation and better management of
patient care in rural and remote areas.
Teleradiology services are seen as a
major initiative to overcome the shortage of
radiologists without compromising on the
quality of consultations, he added.
In the first phase, 53 healthcare
institutions including 6 district hospitals
have been identified to be covered under this
initiative like extension of free X-ray
services.
These free teleradiology services at the
identified facilities have been made available

encounter) were involved in recruiting those
youth towards militancy.

the peaceful protest was held after Friday
congregational prayers at many location in
Kashmir including Arampora Kupwara,
Nowpora Jagir Sopore and Palhallan Pattan

As per the reports scores of the people
participated in the protest rally, demanding
capital punishment for those fanatics of
Reasi, who used incendiary remarks against
beloved Prophet (PBUH).
The protesters raised slogans against the
‘blasphemous’ remark to Prophet
Muhammad (SAW) and raised slogans
demanding stern punishment to the accused.
Meanwhile, similar protests have also
been reported from other parts of the Valley
where hundreds of people rallied against the
blasphemy remarks.
The protesters later dispersed peacefully.

Saffron flowers are sensitive to vagaries
of the weather. Its production depends on the
weather conditions and the irrigation
facilities.
The harvest season of Saffron begins
from ending October. More than 16,000
families are associated with this crop
production in the valley.
Kashmiri saffron is of superior quality
because of the higher concentration of
crocin, a carotenoid pigment that gives
saffron its colour and medicinal value.
Each year, Kashmir produces 16 tonnes of
Saffron.
Saffron is cultivated in three districts:
Pulwama, Srinagar and Budgam of the
valley.
Pampore, the township in Pulwama
district produces the most.
Kashmir has recorded the highest
temperature of over 36 degrees celcius in
August, the first time in 40 years, which is
believed to be due to global warming.
As per the Meteorological Department, in
the last two months, Valley received deficit
rainfall to the tune of 50 percent.
An official of Agriculture Department
said if dry weather continues for the next few
weeks, there will be huge damage to crops.

So far 63,932, JEE Main candidates have
requested change of centre cities due to
COVID impact while 95,000 NEET
candidates have requested the same.
“Admit Cards for the JEE (Main) were
released by the National Testing Agency
(NTA) and the exam is scheduled for 1st
September to 6th September 2020. Till date,
out of a total of 8,58,273 candidates, 6,49,223
candidates have downloaded their admit
cards,” officials said.
They said of the total candidates, 99.07
per cent have been given the first choice of
their preference.
“To facilitate the candidates due to
COVID-19 pandemic, NTA had provided the
option to change their centre cities five
times, and 63,931 candidates availed the
same,” government officials said.
Similarly, in NEET (UG) the option to
candidates to change their centre cities was
given five times, and about 95,000 candidates
availed the same.
The admit cards for NEET (UG) 2020 are
scheduled to be released shortly and the
exam will be held on September 13, 2020, said
sources.
Out of the total of 15,97,433 candidates,
99.87 per cent are being given the first choice
of their preferences of city.

have been made to sanitise the centres
before and after the conduct of the
examinations, give fresh masks and (on
demand) hand gloves based on the
comprehensive guidelines for centre
management in view of COVID-19 pandemic.

lines of the Education Ministry’s standard

According to reports, Ghulam
Ahmad Dar of Pahnoo village of
Shopian district has recived a call
on August 10 from an unknown
number who introduced himself
as banker.
“An unknown caller approached
me on August 10 and asked me to
share his OTP, with the result I
instantly lost one lac rupee”, said
Ghulam Ahmad.
Dar, who is father of five
daughters, said that he has sold
few animals to assemble money
for his daughter’s wedding but
unfortunately I was destined for
something else.
He appealed authorities for
assistance as there is no earning
hand in his family.
“I appeal to J&K Government
to help in troubled times as I have
no male earner in my family”,
he said.
Dar’s case is not new one that
has come to fore but several cases
have surfaced in recent past where
fraudulent elements duped
innocent people and took away
millions of rupees from their
bank accounts.

Apni Party calls on
Lt Governor
JAMMU, AUGUST 21: A delegation of Jammu
& Kashmir Apni Party called upon the Lieutenant
Governor Manoj Sinha and presented a
memorandum of demands at the Raj Bhavan here
today.
The delegation led by Dilawar Mir demanded
restoration of statehood, release of detainees
under PSA, all weather connectivity between
Jammu and Kashmir with the rest of the nation,
rights of local population over mining and ecological
activities, constuction of bunkers for border
dwellers, regularisation of daily wagers, setting
up separate CAT at Srinagar, implementation of
Forest Rights Act and complete restoration of
internet services among others.
The J&K Apni Party delegation presented
host of issues being faced by the public and economy
of Jammu and Kashmir and demanded that certain
schemes be instituted to rejuvenate the economy.
They also highlighted the losses faced by tourism
industry, demanding initiatives to kickstart the
ailing industry in J&K.
The Lieutenant Governor assured the delegation
that all the demands would be looked into and

on PMGSY roads

UDHAMPUR, AUGUST- 21:- The
progress on Pradhan Mantri Gram Sadak
Yojana(PMGSY) roads coming up in the
district was today reviewed by District
Development Commissioner, Udhampur
Dr. Piyush Singla here at a meeting of
officers of Revenue and PMGSY
departments.The DDC took stock of
Physical/Financial Progress, status of
hot mixing plant, blacktopping of
completed roads, Forest clearance issues,
Land acquisition and disbursement of
compensation.At the outset, SE PMGSY,
Ajay Kumar Raju gave a brief about the
progress of various developmental projects
being executed under the PMGSY sector.
The inquired about the project wise
status and set monthly targets for each
road. Sub division wise targets and
achievements were also discussed and
the concerned AEEs were asked to expedite
the work furnish fortnightly progress
to his office without failure. The PMGSY
authorities were asked to complete the
execution work on 450 km road length
by end of October 2020. .
The DDC further instructed the local
administration to monitor the pace of
work on a regular basis and take care
of existing public utilities.

PCB seizes 2.35 quintal banned
polythene in Jammu, Poonch;
violators penalized
JAMMU AUGUST 21: Continuing its
campaign against the use of banned
polythene carry bags and single use
disposable cutlery items, J&K PCB, District
offices. Jammu North and Poonch carried
out extensive raids in their respective
areas.
The drive was conducted under the
supervision of Member Secretary J&K
PCB, B.M Sharma and Regional Director
Jammu Dr. Syed Nadeem Hussain on the
directions of the Chairman J&K PCB,
Suresh Chugh.
In Jammu District, a team comprising
Arshad Nazir Malik, Divisional Officer,
Jammu-North, Dimple Sharma, F.I, Jaya
Kapoor, F.I and Darshan Lal S.A, raided
several shops in Talab Tillo area and seized
120 kg of banned Polythene carry bags /
single use plastic cutlery items. A fine of
Rs. 14.000 was also realized from the
defaulters.
Similarly, raids were also conducted
in Poonch City by a team comprising Bader
Hussain, Divisional Officer Rajouri/Poonch
and Nadeem Hussain Shah. Scientist and
seized 115 kg banned polythene. A fine of
Rs 3500 was also imposed on the defaulters.
The PCB has intensified its drive against
the use of banned polythene and disposable
cutlery items and initiated the process of
imposing heavy fines and penalties on
the defaulters.
Since the imposition of lockdown, a
total of 9922.30 kg polythene and 286.50 kg
Single Use Plastic Disposable cutlery items
were seized and a fine of Rs. 1.84 lakh
realized as fine from the defaulters.
The Board has also appealed to the
general public to desist from accepting
the goods from shopkeepers, hawkers or
vegetable and fruit vendors etc. packed in
banned polythene carry bags having
thickness less than 50 microns, failing
which they shall also be fined.

Make it less
taxing
Last week, as Prime Minister Narendra
Modi launched the “Transparent Taxation —
Honouring the Honest” platform, aimed at easing
the compliance burden and rewarding honest
tax payers, a tweet put out by MyGovIndia, a
platform of the government, proposed an increase
in the list of reportable financial transactions
by individuals, apparently in a bid to widen the
tax base. In a country where only a minuscule
portion of the population pays taxes — the prime
minister noted that only 1.5 crore paid taxes in
a country of 130 crore — efforts to widen the
tax base and curb leakages need to be encouraged.
However, widening the list of reportable
transactions, which will dramatically increase
the compliance burden of honest taxpayers,
and create even more space for harassment by
an overzealous tax administration, is not the
way to do this. While the tweet has since been
removed, it may be indicative of the dissonance
across various government departments on
the approach to tax administration. Proposals
such as these reek of bureaucratic overreach,
and would increase the degree of complexity
of the tax regime, adding to both the time taken
and cost of complying with it — exactly the
opposite of what the steps announced by the
prime minister aim to achieve. As reported in
this paper, the proposal that was being
contemplated entailed covering financial
transactions, including, among others, hotel
payments over Rs 20,000, life insurance premium
above Rs 50,000, and health insurance premium
over Rs 20,000. Such transactions are incurred
by large sections of the salaried middle class
— the honest taxpayers the government seeks
to reward. It is possible that the costs of complying
with such proposals are distorting for salaried
individuals while being progressive for non-
salaried taxpayers. But they would lead to an
increase both in the internal and external price
paid for compliance for all individuals. Further,
most high value transactions today require an
individual to disclose her permanent account
number (PAN), which is linked to the Aadhaar
number. Surely, in the age of big data, there are
better ways of sourcing and cross-checking
this data to check for evasion rather than putting
the burden of compliance on taxpayers. The
dissonance between the prime minister’s talk
of a tax system that is “seamless, painless and
faceless”, and such proposals is too obvious to
ignore. Complex laws and procedures,
compounded by an inefficient and uncooperative
tax department will further disincentivise
compliance. Rather, the focus should be on
building up the capabilities of the tax department
to check tax evasion.

India's Lack of Respect for its South
Asian Neighbours is Now Mutual

In a letter to Edwina Mountbatten
in 1950, C. Rajagopalachari, the last
governor-general of India before the
nation became a republic, wrote, “A
country without material, men or money
– the three means of power – is now fast
coming to be recognised as the biggest
moral power in the civilised world …

councils of the great.”
Is India still the reservoir of that
moral influence? Recently it was widely
reported that Sheikh Hasina, Prime
Minister of Bangladesh, has not met
India’s high commissioner despite
repeated requests for a meeting in the
last four months. Eventually, foreign
secretary Harsh Vardhan Shringla had
to rush to Dhaka to mend ties. Many
commentators say Bangladesh is tilting
toward China. This is also true for Sri
Lanka and Nepal. As one after another
of India’s immediate neighbours in South
Asia turn away from India, it is time to
contemplate where the country’s foreign
policy might be failing us and the
expectations of our neighbours?
Big brother arrogance
In school, I recall being taught that
India is a ‘big brother’ to its smaller
neighbours. Whether this ‘smaller’
meant geographical size or was a
metaphor alluding to an inferior status
remains lost. The entire academic
grounding of international relations
calls for a serious reckoning. When we
don’t view our neighbours as equals
and assume an air of superiority, even
though it may come from a supposed
sense of responsibility for the region,
it automatically negates any possibility
of friendship. Rather, it becomes a
relationship of ‘give and take’ or one
that tenuously hangs on to historical
and cultural associations.
Of late, our preoccupation has become
China and the millions that it is spending
on South Asia, disregarding the
predicament this creates for our
neighbours. The India or China cleft
stick leaves them subject to scorn by
either of the two powers in Asia. With
each of our South Asian neighbours,
the potential for accommodating bilateral
relations is immense. But our relations
with nearly all of them are predominantly
discordant, which should mortify us
as a nation aspiring to be a global power.
How has this come about? It is the
culmination of decades of insensitivity
towards the cultural uniqueness and
predilections of the nations that abut
India. In our references to Bangladesh,
there is often an arrogance rising from
the fact that India was the midwife of
its caesarian birth and expects eternal
gratitude in return.
Closer economic ties and people-to-
people relations would be more beneficial
in strengthening the cultural ties that
already prevail. Remarks from among
the political class which alluded to the
supposed one crore undocumented
Muslim immigrants in West Bengal

who are “thriving” on the government’s
Rs 2 per kg subsidised rice and are
involved in arson should have been
censured for their lack of sensitivity by
the larger political establishment.
Statements like “half of Bangladesh
will be empty (vacant) if India offers
citizenship to them (Bangladeshis)”
reek of an arrogance that is distasteful
in its implications. In the face of these
repugnant announcements by politicians,
it becomes difficult for the leaders of
our neighbouring nations to consider
warmer relations.
From friends to antagonists
At the height of India’s spat with
Nepal in late May, Nepalese foreign
minister Pradeep Kumar Gyawali’s view
was that Nepal had been pursuing the
foreign secretary-level mechanism that
was mandated by the prime ministers
of the two countries to work on
outstanding boundary issues. But that
“did not happen, as there was no
confirmation from the Indian side.”
Indian Army chief M.N. Naravane’s
remarks on Kathmandu acting on the
“behest of someone” over the Lipulekh
issue were needlessly unrestrained.
There are indications that Bhutan
might be tempted to partner with China
over the settling of border disputes.
Since the outbreak of COVID-19 and
the subsequent sealing of the international
borders, the simple matter of accepting
Bhutanese currencies in India has become
a nuisance for traders in eastern Bhutan
who deal in both Indian and Bhutanese
currencies. If these minor irritants are
left unresolved, it begins to hurt India’s
soft power diplomacy.
India may have lacked comprehension
of Sri Lanka’s unease with groupings
like the “Quad” and concepts like the
“Indo-Pacific” association which could
imply taking sides against China. Amidst
the current coronavirus pandemic, Sri
Lanka has made three requests to India
for a postponement of its debt repayment,
a debt moratorium and for a currency
swap facility. India holds only about 2%
of Sri Lanka’s total foreign debt of
approximately $55 billion, yet no decision
has been taken more than four months
after the request was made personally
by Sri Lankan Prime Minister Mahinda
Rajapaksa to Prime Minister Narendra
Modi. It shouldn’t then be a surprise if
Sri Lanka seeks reprieve from China.
India sets much store by BIMSTEC
(the Bay of Bengal Initiative for Multi-
Sectoral Technical and Economic
Cooperation), in juxtaposition to the
SAARC (South Asian Association for
Regional Cooperation) regional grouping,
but this has not delivered much success
either. Its summits have been woefully
infrequent and its permanent secretariat
in Dhaka is chronically understaffed
and underfunded. Apart from Thailand
as the other most influential member,
India has a special responsibility in
terms of financing, leadership, and
connectivity towards this regional
grouping, especially because it is often
touted as a rebound from SAARC. Without
tangible benefits for the other nations,
it becomes just another forum for anti-
terrorism rhetoric, with no real worth.
News of India extending financial
support for infrastructural projects in
the Maldives was tail-pieced with views
that it was done to pre-empt any Chinese
move to woo the country.
The enemy factor
For a very long time, India’s rivalry
with Pakistan and the resultant
hyphenated identity marked the
impression the country made
internationally. With poised diplomatic
engagement, the slant of an antagonistic
hyphenated India-Pakistan relationship
was dissolved at the start of this
millennium, only to be supplanted now
with a hostile India-China relationship.
This India-China conflict reverberates
in the rest of South Asia, changing
existing equations. But while India may
not be able to match China’s deep pockets,
this can be outclassed by creating trust
and engaging in non-prescriptive
development assistance. And despite
China’s spending capacity, India is
uniquely placed to appreciate the
disparities and paradoxes of the region
because it shares borders with all the

other South Asian nations.
Some foreign policy analysts have
argued that India cannot ‘help its size
or strength’ and ‘we are damned if we
do and damned if we don’t.’ But setting
aside policy decisions, the need of the
hour is finer receptivity towards the
dispositions of our neighbouring nations.
Propagandistic content on social media
platforms whose purpose is to create a
mob mentality on foreign policy issues
needs to be handled with care. Recently,
minister of external affairs S. Jaishankar
agreed that the “sharp positioning” of
the Nepalese leadership may have been
“magnified by the media“. As long as
serious bilateral issues are kicked around
and ‘forwarded’ lightly on social media
apps, a subliminal appreciation of the
neighbourhood’s cultural and strategic
links will fail to develop.
A need for trust and faith
India looms as the largest nation in
South Asia and in many ways the
subcontinent is defined by her. It is
natural that our neighbours feel insecure
about their “independence and identity“.
Setting aside the obsession with the
huge amounts that China is investing
in our neighbourhood, let’s begin by
simply respecting the complexities of
our South Asian neighbours. It may be
prudent to revisit the aspects of the
Gujral doctrine, which emphasise the
need for good faith and trust as the basis
of India’s relations with its South Asian
neighbours.
To be a true leader in the region, it’s
time for India to stop the berating and

Forty years later, the art of Ramkinkar Baij

remains important and resonant

The rather grainy video of the
documentary Ramkinkar Baij: A
Personality Study has the pioneering
modernist dressed in his trademark
Chinese straw hat and white bush
shirt, being followed by filmmaker
Ritwik Ghatak and his crew. He
seems oblivious to their presence
through most of the filming,
sketching profusely even when in
conversation with Ghatak. The artist
tells him how he uses his larger oil
paintings to prevent the damaged
roof of his home from leaking when
it rains.
Shot in Santiniketan in July 1975,
the documentary remained
incomplete as Ghatak passed away
six months later. Nonetheless, it
offers a glimpse into the persona
of the enigmatic and eccentric
genius who is now considered to
be one of India’s earliest modernist
sculptors. His means were still
meagre when the Padma Bhushan
awardee died 40 years ago, on
August 2, 1980, and it is perhaps
only in the last two decades that
his achievements and contribution
to Indian art and modernism are
being recognised.
At a time when art in India was
largely centred on the British
aesthetic and realism, Baij sought
a language that merged social
commitment and traditionalism
with cubism and abstraction. Though
he explored western approaches,
his art was rooted in India — in the
red soil of Birbhum and the tribal
inhabitants of the region, the
Santhals, whose simplicity and
resilience he celebrated in two of
his most iconic sculptures — Santhal
Family (1938) and Mill Call (1956).
The former is considered to be the
first public modernist sculpture in
India, and the latter is reportedly
the last work made by Baij using
the technique of throwing concrete
inside the armature.
Born into a family of barbers in
Bankura, Baij had grown up
admiring the terracotta sculptures
of the Bishnupur temples and the
idol makers in the region. An active
participant in the Non-Cooperation
movement of 1921, upon seeing Baij’s
portraits of national leaders,
Ramananda Chattopadhyay, editor
of the Kolkata-based magazine,
Modern Review, had suggested that
he learn art at Rabindranath Tagore’s
Visva Bharati. It was here that Baij
truly discovered himself. While
Tagore and Nandalal Bose were his
teachers, his peers included
Ramendranath Chakraborty and
Binode Behari Mukherjee. After
seeing his first environmental
sculpture in cement-concrete, Sujata,
in 1935, Tagore reportedly said that
he be allowed to sculpt as he wanted
across the campus.
The non-conformist indeed
believed in the existence of limitless
possibilities. He experimented with
medium and subjects alike, from
evocative and spontaneous
watercolours, to producing arguably
India’s first abstract outdoor
sculpture, Lamp Stand. For oil
paintings, he would replace expensive
canvases with bedsheets and gunny
cloths and thinned local packet
colours with linseed oil. If there
were no iron rods to create a frame
for sculptures, he would turn to the
humble bamboo sticks.
The artist shared a deep
relationship with the communities
around him, who were his
protagonists as well as audience.
His students recall how when their
teacher “Kinkar da” presented plays
of William Shakespeare in the Kala
Bhavan campus, the local Santhal
villagers would be seated before in
rapt attention.
Accustomed to autonomy while
pursuing his creative ambitions,
rather, unfortunately, his
unconventional sensibilities were
not appreciated and accepted by all.
Indifferent to fame and worldly
comforts and inept in money matters,
he far exceeded the estimated time
and budget while working on the
seminal Yaksha-Yakshi statues
guarding the doors of the RBI
building in Delhi. The humongous
pieces of Shivalik sandstone used
to make them were famously
transported in special wagons from
Kangra valley’s Baijnath to Delhi.
As recently as 2017, his Gandhi
statue in Assam was in midst of a
controversy when a politician stated
that it should be replaced as it
presented a “distorted image” of
Gandhi. The immediate backlash
was similar to one in 1979, when a
minister in the West Bengal
government suggested that Baij’s
Tagore bust at Balatonfüred in
Hungary should be replaced since
it didn’t “look like” the Nobel Laureate.

smash it, who cares? I didn’t ask them
to install it.”
It was Tagore’s words that he
had accepted as his command. “When
you observe something, grab it like
a tiger by the nape of the neck. And
then, never look back. Those were
his last words to me,” the artist

Rarely do terms such as
“Islamic State” and “natural
justice” keep company. Both
seem alien, uncomfortable,
fundamentally ill-suited. For
one, Islamic State’s own approach
to natural justice, archaic and
stone-age obscurantist, has
tended to be distinctly unnatural
and particularly brutal. But it
has also invited, in response to
its particular brand of terrorism,
a troubling approach on the part
of governments determined to
excoriate it. For those taking
to its sources of fanaticism, harsh
measures are meted out.
The case of Shamima Begum
has brought both the ideological
recruitment by Islamic State,
and the decision to join it, into
the orbit of natural justice and
procedural fairness. Should a
person, a mere child at 15, face
the calculating coldness of the
British Home Office on removing
her citizenship without due
process, despite being a dual
national?
Begum was of that tender
age in 2015 when she, along two
other school girls, left London
to join the Islamic State group
in Syria. It was a decision born
of childish conviction, and it
did not impress the Home Office.
In 2019, it revoked her citizenship
citing security grounds after
she was discovered in a Syrian
camp. These powers are
available under the National,
Immigration and Asylum Act
of 2002 in cases where the
Secretary of State is satisfied
that “the person has done
anything seriously prejudicial
to the vital interests” of the UK.
The fact that she has Bangladeshi
nationality made the decision
an easier one. According to then
Home Secretary Sajid Javid,
such powers were only used “in
extreme circumstances”. One
circumstance was the instance
“when someone turns their back
on the fundamental values and
supports terror”. The British
government has also done its
level best to ignore her, refusing
to assist in her removal from
the camp or her return to the
United Kingdom.
The decision to extinguish
her British citizenship did not
cause much concern, let alone
outrage, though pockets of
disagreement simmered. Then
Shadow Home Secretary Diane
Abbott was sharp, and as it turns
out prescient enough, to
remember the provision in the
Universal Declaration of Human
Rights that “no-one shall be
arbitrarily deprived of their
nationality”. But the public
pulse suggested much support
for Javid’s decision. A YouGov
poll taken in February 2019 found
that 74 percent of respondents
agreed with the decision. As of
July 17, 2020, the numbers had
not shifted dramatically, with
70 percent concluding that the
Home Office was in the right.
The sense that Begum never
quite fit the bill of being an “ideal
victim” prevailed. Arguments
that she had been groomed were
snorted off. What she got, she
deserved to get, good and hard.
The premise of behaving so
freely with denaturalisation lies
in presuming, sometimes
erroneously, that the person has
an alternative citizenship, or
at least the means of attaining
it. This is, at best, shallow,
assuming that the alternative
state would be happy to enable
such a person to exercise the
citizenship of their state. It also
makes assumptions about
practicalities, a dangerous notion
in instances where individuals
find themselves in situations of
conflict. “In reality,” as Devyani
Prabhat notes, “cancellation of
British citizenship means people
can be left in limbo in war zones
because they lose the right to
re-enter the UK and to receive
any diplomatic protection.” Ryan
Corbett, writing in May last
year, also reiterates the
consequential realities arising
from the removal of citizenship,
which go beyond formal
decisions. “In making grave
decisions of deprivation of
citizenship, states should be as
concerned about creating de
facto stateless persons as they
are about creating de jure
stateless persons.”
In Begum’s mind, she only
ever had one citizenship, at least
in any meaningful sense. As
she lamented, “I wasn’t born in
Bangladesh, I’ve never been to
Bangladesh and I don’t even
speak Bengali properly, so how
can they claim I have Bangladeshi
citizenship?” It was a point more
or less endorsed by Bangladesh,
given the distinct lack of interest
shown by that country’s
authorities in her fate. For
Begum, legal purgatory awaited.
Begum duly mounted a
challenge, arguing that she
needed to appeal, in person,
against the ruling by returning
to Britain. On July 16, the Court
of Appeal, comprising Lord
Justice Flaux, Lady Justice King
and Lord Justice Singh, found
that Begum should be granted
leave to return to the UK. She
could hardly have made her case
to challenge the cancellation
from the isolation of Camp Roj
in Northern Syria. “We have
to proceed on the basis that
whilst she remains detained in
the camp she cannot give
effective instructions or take
any meaningful part in her
appeal” so as to make it “fair
and effective.” The court
concluded that the only way
“a fair and effective appeal
[could] be permitted” was to
allow Begum “to come into the
United Kingdom”. The interests
of “fairness and justice must,
on the facts of this case,
outweigh the national security
concerns, so that the LTE
[Leave to Enter] appeals should
be allowed.”
The government’s line, much
as it has always been, was not
sympathetic. Sir James Eadie
QC made the argument that
Begum had left the UK on her
own free will, aligned herself
with Islamic State and remained
in Syria for the duration of four
years before being detained by
the Syrian Defence Forces. The
impracticalities of making her
appeal, in other words, were
“self-inflicted”. This sat
uncomfortably with the court,
as a 15 year old schoolgirl’s notion
of free will should hardly
determine the means of mounting
an effective challenge.
The decision should not be
considered a boon for those
born of childish
conviction, and it did
not impress the Home

India's TikTok Ban A Blow To

Music Discovery And Independent Artists

On June 29, the Government of
India announced a ban on TikTok
and 59 other Chinese apps as a result
of border clashes with China. Since
then, we have read about the ban’s
impact on TikTok’s parent company,
Bytedance and the internet has been
divided on how it feels about the
loss of influencers’ livelihoods.
However, this ban will have a major
impact on another industry that
lies at the heart of content creation
on the app – the music industry.
Over the past few years, TikTok
has become one of the top music
discovery platforms around the globe.
A democratic platform with a much
talked about elusive algorithm, TikTok
has made virality accessible to
emerging artists and has shaped the
top hits of 2019 and 2020 so far. Warner
Music Group executive Manny
Kupelian told triple j, “It’s like a domino
effect. We see a natural progression
[ofthesong]fromTikToktotheShazam
charts to the viral charts on YouTube,
Apple and Spotify,” Perhaps the most
successful example of this is Lil Nas
X’s Old Town Road. In India, between
Gaana’s backing and a viral TikTok
campaign, Jass Manak’s Lehenga
sits at 810 million views as of July 11
on YouTube – a good 200+ million
views more than his second most
popular song Prada.
Before the ban in India, TikTok
had been downloaded a whopping
two billion times with an estimated
30% of unique installs coming from
India. Over the past eight quarters,
the app consistently maintained
over 150 million downloads per
quarter. Using the data available
on Chartmetric, one is able to see
how an increase in TikTok’s market
penetration has had a direct impact
on introducing new non-Indian music
without major label backing to a
larger Indian population. The

highlighting the presence of non-
Indian songs in the Indian Top 20
for three streaming services on June
27, 2020 versus June 27, 2019. The
number of independent international
songs in the Top 20 has doubled and
over 80% of the international songs
in the Top 20 are popular on TikTok.
Indian-language independent
musicians have also seen success
through the app – 6 out of the top 10
all-time Indian tracks on TikTok
were independent releases and gained
considerable traction on YouTube.
But what makes TikTok stand
apart from other social networks
and previous music discovery
platforms? An effective algorithm
designed to “make the user win”
has led to the app achieving an
engagement rate of 70%! TikTok
also has a highly concentrated
demographic that dictates the nature
of content available on the app – over
60% of the users are under the age of
24. TikTok’s democratic nature gives
everyone a chance to reach a large
and global audience. Other streaming
platformsandexistingmedianetworks
support major labels and established
artists through playlists, partnerships
and organised marketing machinery.
TikTok enables organic reach to a
highly engaged audience.
While some argue that Gen-Z’s
need for short-form video content
can be met by Reels and other
homegrown alternatives, it will be
hard to match the success of TikTok
in terms of user engagement. With
these apps only serving India or
select regions, it will also put Indian
creators and users in a geographical
silo, disconnected from global trends.
With respect to music discovery,
international emerging artists will
probably not be concentrating on
these platforms in the near future
which is a loss for them as well as
Indian audiences. How equitable
and democratic these apps are will
significantly impact independent
Indian artists and that remains to
be seen. Whether you personally
appreciate the songs that have gone
viral on TikTok or not, the app created
a new avenue for unsigned artists
to global markets. It also helped
established artists reach deeper into
emerging markets like India. In an
interconnected digital ecosystem,
this also means access to both
domestic and global markets for
independent and regional Indian
artists. YouTube and streaming may
have unlocked the door for
independent Indian artists, but
Bollywood and the existing system
still sit as the gatekeepers for scaling
up continually excluding the non-
Hindi speaking populations. It will
be interesting to see how music
discovery shapes up on Reels and
homegrown apps racing to fill the
void left behind by TikTok.

9. Support for Industry and Manufacturing Sector:
The J&K industrial policy 2016, though with many loopholes, had
ensured viability of the local industrial units including micro, small, medium
and large in view of the geographical and economical limitations faced by
the unit holders.
The inevitable cost of achieving competitive efficiency which is being
projected by the government cannot be applied to J&K unit holders who
are not in a position to compete with their counterparts from the rest of the
country. This is true with all Micro, Small, Medium and Large industrial
enterprises in J&K.
The industrial unit-holders in the rest of the country are far more
ahead in terms of availability of raw material, cheap labour costs, uninterrupted
power supply and constant working allowances.
While as in contrast, the J&K unit holders work only for a few months
in a year and most of the time especially in Kashmir valley these units’
remains shut. Besides the J&K unit holders have a limited market and
primarily depend on government tenders. The government of India should
not equate J&K unit holders with their counterparts from the rest of the
country when there is a huge difference between the parameters of industrial
feasibility.
The government should accord preference to the J&K unit holders
in extending incentives or otherwise the local unit holders here will have
no other option but to close their units rendering lakhs of skilled and unskilled
youth unemployed in both divisions of Jammu and Kashmir.
Also the refund of CGST and SGST to existing units, as well as
transport subsidy as per existing policy must be expedited to support the
entrepreneurs.
10. Address lockdown impact on vital sectors of
economy:
First of all we appreciate the J&K administrative council for taking a
slew of measures to tackle the slowdown of the economy due to the COVID
pandemic. However, the need of the hour is to provide relief to stakeholders
in all important economic sectors who have not availed any kind of loans.
J&K’s economy was already in recession due to multiple factors
particularly the law and order situation. This dismal economic scenario
worsened since August 5, 2019 and now coupled with COVID-19 Pandemic,
the industries, tourism, agriculture, horticulture, handicrafts, transport,
hotel industry and all other allied sectors are reeling under tremendous
distress.
It is also extremely disheartening that the industry and other business
communities of J&K have been superficially covered for the benefits of a
special package of Rs 20, 000 Crore announced by the government of
India to revive the shattered economy in the country.
The union finance ministry should end the differential treatment with
the business fraternity of J&K and a separate stimulus package covering
the lockdown period from August 2019 should be considered in order to
revive the business activity in this troubled region.
In Jammu region, the tourism and its allied sectors especially the
hotel industry is completely shut by the suspension of Vaishno Devi Yatra.
Same is the case with Jammu’s agriculture sector especially its Basmati
producing farmers who have suffered a huge financial distress because
of the prevailing situation.
The COVID pandemic has further squeezed all these economic
sectors which can only be revived by a serious intervention of the government
of India. To begin with the government must go for interest subvention for
the years 2019-2020 and 2020-2021 to agriculture, horticulture, tourism,
hotel, and other industrial and business sectors of J&K and provide soft
loans to them at least upto 30 per cent of their investments.
The government should release long pending dues to MSME unit
holders of Jammu and Srinagar which amounts to Rs. 100 Crores under
centre’s Saubhagya Scheme implemented by Power Development Department.
Similarly, the other MSME unit holders have around Rs 250 Crores pending
with various government departments, PSU’s, especially SICOP. Fiscal
incentives, tax exemptions, Kisan Credit loans waiver can be some major
confidence building measures in this regard.
11. Revival of Tourism and its allied industrial sector:
The revival of tourism and allied industries including hotels, handicrafts,
tour operators, houseboat owners, Shikara owners is critical to the revival
of the economy of Jammu & Kashmir.
In this regard, interest subvention needs to be looked into from August
2019 upto March 2022 to support the industry. Moratorium for existing
term loans for 2 years and extension of repayment period by 10 years, on
case by case basis should be allowed. Soft loans for new tourism projects
must also be considered for boosting investment.
In order to promote new investment, a dedicated tourism policy needs
to be put in place along with the creation of tourism clusters/villages in
different regions of Jammu & Kashmir. Eco-tourism needs to be promoted
along with focus on homestays to promote cultural tourism.
The grant/extension of “industry status” along with all the benefits of
the Industrial Policy to tourism and allied industry will also be a major push
to the overall development of this critical sector.
12. Non-implementation of Forest Rights Act in J&K:
The tribal communities of Gujjars and Bakerwals have unfortunately
been facing extreme marginalization in Jammu and Kashmir. Even in
recent years, these nomadic people have even been driven out of the
forest areas at many locations in Jammu province.
When the Centre extended the Scheduled Tribes and Other Traditional
Forest Dwellers (Recognition of Forest Rights) Act, 2007 to J&K in October
2019, the landless tribals had expected guarantee of their rights for which
they have been fighting for decades.
However, the implementation of the Forest Rights Act (FRA), has not
taken place in J&K so far. With the unwanted delay in implementation of
FRA in Jammu and Kashmir the tribal population and traditional forest
dwellers are facing immense hardships and persecution in absence of
legal safeguards.
The FRA would not only protect tribal population and other forest
dwellers against forced displacements and eviction but will also ensure
their other rights as well, which include grazing rights, access to water
resources and access to forest products.
Unfortunately a wrong notion is being established about FRA that its
applicability would result in some imaginary demographic changes in some
regions of Jammu division which is totally tenuous and baseless.
It is also disheartening that a narrative is being built that tribal people
are land grabbers, forest encroachers and cattle smugglers. This is a
concocted notion being created by those who oppose enactment of Forest
Rights Act in J&K. The Government of India should fulfill its commitment
with the tribal and socio-economically marginalized forest dwellers and
enforce the Forest Rights Act in J&K without any further delay.
The applicability of this law not only gives forest dwellers and tribal
community legal ownership of their traditional land and community rights
but also recognition to over a million people who live in mountainous areas
where they depend heavily upon livestock rearing and small-scale agriculture.
13. Conduct survey of landless families, frame
rehabilitation policy:
There is a significant population of landless and houseless families
in Jammu province who have been recently hit by the selective anti-
encroachment drives. These affected families consist of Gujjars, Bakkerwals
and poor people of Jammu and Kashmir.
The government should conduct a time bound survey of such families
who had become house-less and landless due to their nomadic life-style
and unnecessary evictions and so called anti encroachment drives conducted
by the government from time to time from State land and forest land.
Need of the hour is that the government should formulate a comprehensive
rehabilitation and grazing policy for these landless nomads and poor
people. The government should also consider a housing policy for all such
families who have no land or do not own any permanent shelter.
14. Restoration of Internet:
Restoration of 4G mobile internet speed in just two districts of J&K
is a cruel joke. Almost one year is nearing completion since the ban on 4G
mobile internet was imposed. This unjustifiable ban on mobile internet has
caused huge inconvenience to the people especially students and traders
community in J&K. The government must review its decision and lift the
ban on high speed mobile internet so that people can avail the benefits of
modern day data and telecommunication facilities like other citizens of the
country.
15. National Highway and Regional Connectivity
within J&K:
The National Highway connecting Jammu to Srinagar is in urgent
need of works to be expedited. Due to the frequent highway closure medical
emergencies cannot be fully responded to in a time bound manner along
this highway especially between Udhampur and Banihal.
As the only all-weather road link currently between Jammu and
Srinagar, it is imperative for a well-managed administrative plan to be put
in place to deal with all eventualities on this highway so as to ensure
continuous movement of vehicles and commuters.
Similarly, the Mughal Road needs to be developed as an alternate
all weather highway to support the current National Highway. In this regard
works on the Mughal Road Tunnel need to be expedited for improvement
in intra regional connectivity within the Union Territory.
The road connectivity also needs to be improved to Karnah with the
development of the proposed Sadhna Top Tunnel to ensure throughout
year road access to this region. On the similar pattern work on PerkhiyonGali
Tunnel needs to be approved and started in order to provide all weather
access to the commuters from Kupwara to Keran. This tunnel will reduce
the distance of 60 kilometers between Kupwara-Keran to just 3.5 kilometers
thus reducing time from 4 hours to a few minutes.
Works also need to be taken up to ensure round the year connectivity
on BandiporaGurez Highway for which a tunnel has been proposed as
well. All weather access on the Kishtwar-Anantnag road through Sinthan
Pass tunnel also needs to be started.
The improvement in the overall road infrastructure within the Union
Territory is critical to the equitable development of all regions and can act
as a major catalyst in the socio-economic transformation of the various
regions of the Union Territory.
The government must also go for immediate extension of the Express
Highway from Katra to Kashmir via Salal and Gulabgarh. Since the National
Highway remains mostly closed due to its dilapidated condition, the airfares
touch skies especially during the winter months. The authorities must help
people of Jammu and Kashmir by putting a cap on the rising airfares
between Jammu and Srinagar and vice versa and provide some subsidy
to the passengers flying on this route.
The road which falls under Border Roads Organization (BRO's)
domain from Reasi to Rambhan and has already been declared as national
highway should be handed over to National Highway Authority of India
(NHAI). Work on the tunnel on this road at Budhan Gool should be started
immediately so that the distance is reduced between the two large areas.
Similarly the national highway from Rajouri to Mahore Gool should be also
handed over to NHAI so that these roads provide an alternative and
dependable connectivity for the whole region including Rajouri, Anantnag,
Rambhan, Katra and all their adjoining areas.
16. Ensuring rights of locals on geology and mining
activities in J&K:
The quarrying activities in J&K have been halted since last year
putting lakhs of families associated with this business directly or indirectly
in a state of constant agony.
Not only the small and medium raw material processing units are
shut but the ban on extraction and lifting of raw material has deprived lakhs
of local families of their occupation and exposed consumers to skyrocketing
prices of key construction materials. We would like to express our gratitude
to the J&K government for addressing one of the demands put forward by
the JKAP before the then Lt. Governor Shri. G.C Murmu pertaining to grant
of mining rights to the locals through Short term Permit basis. However,
the government order issued through an amendment to the J&K Minor
Mineral Rules of 2016 has many loopholes which need to be plugged at
an earliest.
The government has asked for submitting an Environmental
Clearance (EC) to the contractors before starting the mining activities
on a Short Term Permit basis which is granted for just 45 days only.
The issuance of ECs takes months together in view of the cumbersome
procedural formalities thus cannot be submitted within such a short
span of time. While the amendment to the JK Minor Minerals Rules
2016 will also enable the grant of short-term permits to Panchayat Raj
Institutions on land up to one hectare till September 30, 2021, the
decision is bereft of any logic.
Since the first claim on local resources rightfully belongs to the natives
of J&K, the government must chalk-out a protective mechanism as the
illegal extraction of raw material has deprived lakhs of local families of their
occupation and exposed consumers to skyrocketing prices of key construction
materials.
Need of the hour is to formulate a comprehensive policy while
taking all the stakeholders on board. The blanket ban on the mining
and extraction activities has sofar affected lakhs of families across the
nook and corner of J&K especially in areas like Athwajan, Panthachowk,
Zewan, Khanmouh in Srinagar and Kathua, Samba, Akhnoor, Reasi,
Doda, Kishtwar in Jammu division which are traditionally dependent
on such economic activities.
Also the left out minor mineral blocks in J&K should be well demarcated
and notified within the radius of around eight kilometers for stone crusher
units and at least 50 per cent of these demarcated blocks should be
reserved for the local stakeholders.
17. Construction of Bunkers:
Construction of concrete bunkers for hapless people near firing range
in Karnah, Tangdhar, Keran, Uri and areas of Jammu province should be
among the government’s top priorities as these border areas are vulnerable
to frequent border skirmishes which result in death and destruction of
properties.
Though a speedy action was assured at the highest level but no
purpose centric forward movement seems in this direction. There is a
feeling that even this human tragedy is not free from lopsided treatment.
18. Remove income clause in reservation to Pahari

tribe:
After a long battle the government had granted 4 % reservation in
jobs to Pahari speaking tribes. What made the community to hail the
decision and celebrate it across the State was their recognition as a tribe.
However, the recently issued notification wherein an income slab has been
fixed for reservation of this tribe, demolishes the basic purpose and adds
salt to the injury. Hence the government must revisit its decision and
withdraw the notification with regard to income slab for Pahari speaking
communities for availing reservation benefits.
19. Security issues of political activists:
After the recent barbaric and mindless killings of three political activists
at Bandipora, the political workers irrespective of their party affiliations
feel insecure, humiliated and left out midway as per the past practice. The
front row political activists are humiliated by withdrawal of security from
their residences. They are constantly deprived of security cover in their
respective electoral segments. Hence they are forced to cool their heels
in Srinagar, bringing the much talked about political process to a halt. The
issue needs to be decided either way once for all.
20. Regularization of daily wagers and other low
paid employees:
Thousands of need based, casual labourers, Housing Board PDLs,
daily rated workers, NYC, HDF workers, consolidated, contingency paid
employees, ITI and skilled workers, contractual and adhoc appointees
working in various departments for over two decades are still awaiting
regularization of their services.
These workers are genuinely curious about the stand taken by the
present dispensation with regard to their regularization as the process
was set in motion by previous regimes and directives were issued to all
heads of departments to frame the lists of eligible workers who had
completed over 10 years services for their permanent absorption in respective
departments. The government must come clean on this issue.
Similarly there is a dire need to regularize the NHM employees who
are awaiting permanent absorption in the department for the last many
years. The demand assumes much significance because these employees
have been working day and night as frontline workers in the battle against
deadly Coronavirus.
Contractual employees in Rural Development Department also merit
the same attention from the government. These employees have been
working with utmost dedication and played a pivotal role in development
of rural J&K and time has come to pay them back. These employees need
to be regularize on priority so that they earn a dignified living.
21. Removal of SRO 202:
JKAP puts its appreciation on record to the union home minister and
lieutenant governor of J&K for nullifying the clauses of SRO-202 mentioned
in new recruitment rules but demands that the employees already recruited
under the contentious SRO during the last five years be compensated
accordingly.
Reducing the probation period from five to two years in the new
recruitment process is not enough. The government should do justice with
the employees who have been recruited from time to time since 2015 under
the obsolete SRO.
Similarly, the withdrawal and re-advertisement of posts by the government
in view of the modified probation clauses of SRO 202 is bound to create
anarchy and frustration among lakhs of candidates who have crossed the
upper age limit.
The government should concede to the demand for complete revocation
of SRO 202 as the draconian provisions of this SRO are highly detrimental
to the interest of employees and unemployed educated youth of J&K.
22. Establish separate CAT Bench at Srinagar:
The government of India should establish a separate bench of the
Central Administrative Tribunal at Srinagar so as to do justice with lakhs
of employees who cannot afford to visit and stay in Jammu to pursue
adjudication of their service related grievances.
An effective and speedy dispute resolution process with respect to
recruitment and conditions of service matters of persons against the Union
or other authorities under the control of the Government demands an
exclusive bench to be set up at Srinagar.
While we laud the union home ministry for accepting a huge public
demand for keeping J&K out of the jurisdiction of Chandigarh administrative
tribunal and establishing one circuit bench of the tribunal at Jammu, we
demand a separate bench of CAT be established at Srinagar in view of
the dangerous terrain and climatic conditions of the region.
23. Revival of Developmental Activities:
Most of the developmental activities including the projects that were
launched under CRF have come to halt since August 5, 2019 and the same
need to be restarted immediately across all regions of the J&K Union
Territory. These works are crucial in the creation of public infrastructure
and services to the people and need to be expedited. The government of
India needs to go for liberal funding of all the developmental projects so
that a tangible change is felt on the ground.
24. Rehabilitation plan for Jhelum Dwellers:
There are many families living on either side of the river Jhelum from
Pampore to Sumbal. They are proposed to be evicted without any plan for
their rehabilitation. It is urged that no eviction should take place before
arrangements for their rehabilitations are made.
25. Transfer of J&K House Assets to UT Ladakh:
It is learnt, that the assets of the J&K House Chanakyapuri are being
handed over to the UT of Ladakh.
These A, B and C Blocks plus residential quarters of the Chanakyapuri
House are functional. The decision to transfer these assets would be unfair
for the following reasons:
The UT of J&K has an Assembly and a High court and the Hon’ble
Legislators and Hon’ble Judges or stay High court in the A, B Blocks, when
they are in Delhi, UT Ladakh has no assembly.

26. Employment Package for the KP Migrants:
A special package was announced in the year 2009 for providing
employment in the Valley to displaced Educated Pandit Youths. The Process
of recruitment has been slow and many of the posts proposed to be filled
up remain vacant. It is urged that the recruitments be put on a fast track.
27. The Ratle Hydroelectric Power Project
Government of Jammu and Kashmir has reiterated its position that
JV model agreed to and formalized in the shape of tripartite MOU between
JKPDD, JKSPDC and NHPC on February 3, 2019. It is the most appropriate
way forward for the execution of 850 MW Ratle Hydro Electric Project but
efforts are being made to give it to NHPC fully. His Excellency is requested
to intervene as the transfer of the project completely, would be against the
commitment of Hon’ble Prime Minister that this project will generate revenue
for the JKUT.

Lasith Malinga to miss first few

IPL games for Mumbai Indians: Report
Lasith Malinga is reportedly
set to miss the first few games of
the IPL 2020 for Mumbai Indians
and will not be travelling with
the team that takes off for the
UAE on Friday.
As per a report in
ESPNCricinfo, Malinga who’s
been with the franchise since
2009, is planning on staying back
in Sri Lanka to be with his ill
father, who may require surgery
in the coming weeks.
Malinga is the IPL’s leading
wicket-taker with 170 wickets
last year helped MI secure a fourth
title win, winning the final against
Chennai Super Kings off the last
ball. With CSK needing two to
win off the final ball and one to
tie, Malinga got Shardul Thakur
out LBW. After his first three
overs going for 42 runs, Malinga
roared back to conceded only
seven off the decisive over of the
match.
It was in March that Malinga
last played any form of cricket,
when he took part in a T20I against
West Indies in Galle.
Surprisingly, in June, when
Sri Lanka’s 24-member squad
was announced for a second-
residential training camp,
Malinga was not part of it.
Although the revised official
schedule of the IPL is yet to come
out, MI are likely to take on CSK
in the opener on September 19,
which was the original opener.

The Sports Ministry on Friday decided against
bestowing the Arjuna award on former Khel Ratna
winners Sakshi Malik and Mirabai Chanu, pruning
the list to 27 but accepted an unprecedented five
recommendations for the country’s highest sporting
honour this year.
Last week, the Justice (retd) Mukundakam Sharma-
led selection committee had recommended 29 names
for the Arjuna Award to the Sports Ministry.
The list also included Rio Olympics bronze medal-
winning wrestler Sakshi and 2017 weightlifting world
champion Mirabai, but the decision on bestowing the
Arjuna on them was left to the discretion of Sports
Minister Kiren Rijiju.
This was due to the fact that they had already won
the Khel Ratna, the country’s highest sporting honour.
The decision to include their names raised eyebrows
and attracted criticism.
The five Khel Ratna winners for this year would
be star cricketer Rohit Sharma, wrestler Vinesh Phogat,
Paralympic gold-winner Mariyappan Thangavelu,
TT player Manika Batra, and women’s hockey team
captain Rani Rampal, the ministry confirmed in a
formal press release.
In a first, the awards will be held virtually on
August 29, the National Sports Day, instead of the
Rashtrapati Bhavan this year due to the Covid-19
pandemic.
U-19 World Cup and the inaugural edition
of IPL, left-arm seamer Pradeep Sangwan
will now be a designated “net bowler” for
Delhi Capitals in the UAE along with five
others.Apart from Sangwan, who played
for Delhi Daredevils, Mumbai Indians,
Gujarat Lions and KKR in these years,
another left-arm seamer Pawan Suyal,
who has played for MI, is also in the list
of net bowlers that each team is taking.

Railways left-arm spinner Harsh Tyagi
along with two unheralded youngsters -
left-arm wrist spinner Rajat Goel and pacer

“Yes, Sangwan and Suyal are travelling
as net bowlers. Pranshu is the third guy
and even Harsh who now plays for Ranji
Trophy is our boy as he represented Delhi
during his India U-19 days. Rajat is a local
club cricketer while Bobby is from UP,” a
senior DDCA official told PTI on condition
of anonymity.
For Sangwan, who was hero of India’s
U-19 World Cup triumph under Virat Kohli
back in 2008, it’s like life coming to a full
circle 13 years after he played alongside
Mohammed Asif and Glenn McGrath before
being the first Indian cricketer to be banned
by BCCI for failing dope test in 2013.
“Sangi (as his nickname is in Delhi
circle) has suffered a lot due to injuries
in past few years. So has Suyal, who has
now cut down his run-up consistently
after stress fractures and back injuries.
Hope bowling in IPL nets help them,” the
official, who has tracked both since their
quicks in the pack of six is because all the
primary squad speedsters are right-arm
bowlers -- Ishant Sharma, Kagiso Rabada,
Harshal Patel and Avesh Khan.
“You need variation at training and
hence Sangi and Suyal are on board. They
are experienced first-class players, who
will provide quality practice,” a source

Goel is one of the players, who have
been regular at Delhi Capitals nets over
the years and has done well in office cricket
and would provide match simulation for
facing Kuldeep Yadav of KKR. Bobby Yadav

finger spinners in R Ashwin and Axar.
Harsh is typical shorter format bowler,
who bowls the restrictive line. It would

spotted for Ranji Trophy by former skipper
Gautam Gambhir, bowls wicket-to-wicket
and has variations in his slower deliveries.

Umar Akmal files appeal in CAS against 18-month ban
Pakistan batsman Umar Akmal
on Thursday filed an appeal in the
Court of Arbitration for Sports
(CAS) in Lausanne to overturn his
18-month ban for not reporting
corrupt approaches.
The development comes right
after the Pakistan Cricket Board
(PCB) appealed in the CAS against
the reduction of a three-year ban
on Akmal by an independent
adjudicator.Umar was banned for
three years in April by a one-man
disciplinary panel of the board after
he failed to report two approaches
to spot-fix matches in the Pakistan
Super League in February.
On July 29, former Supreme
Court Judge Mr Justice (retd) Faqir
Muhammad Khokhar, as the
independent adjudicator of the
board, had reduced Umar’s three-
year ban to 18 months.
Akmal’s lawyer argued that the
verdict be overturned due to lack
of evidence against the player.
“We have a wide range of
grievances on the decision by the
arbitrator and we have reached
out to the arbitration court in a
motion to set aside the judgement,”
Khawaja Umaiz, the lawyer
representing Akmal, was quoted
as saying ESPNcricinfo.
“They don’t have a single piece
of evidence that can prove any
wrongdoing. The prosecution was
based on a phone call, otherwise
there is no document, no bank
transaction or anything that can
substantiate their claim.”
Earlier, Salman Naseer, the PCB
chief operating officer, had called
it a “difficult decision” to challenge
the independent adjudicator’s
verdict.
“It was a difficult decision for
us to challenge the independent
adjudicator’s decision but after
going through the final report we
had some concerns and we felt the
punishment was not enough as
there are two charges of violating
the anti-corruption code against
Umar,” Naseer had said after the
PCB’s appeal in CAS.
Australia’s Vlaeminck out,
Perry a doubt for New Zealand series
Fast bowler Tayla Vlaeminck has been
ruled out of Australia’s limited overs
series against New Zealand by injury,
while all-rounder Ellyse Perry was named

Thursday indicated that the
selection committee runs the
risk of lowering the dignity of
the annual national sports
awards by making too many
recommendations.
An unprecedented five Khel
Ratna and 29 Arjuna award
recommendations have been
made to the sports minister by
the selection panel, raising
eyebrows.
The champion wrestler did
not say it in as many words but
hinted that giving away the
awards to so many athletes can
end up lowering their dignity.
He said it is necessary to,
instead, “maintain the pride”
attached with these awards.
“I congratulate the ones
who have been nominated but I
feel people should work
towards maintaining the
dignity of these national sports
awards. This is not even an
Olympic year,” Sushil told PTI.
“I myself is an athlete, so I
am happy for all, but we must
maintain the pride attached
with these awards.”
In 2016, the government
honoured four athletes —
shuttler PV Sindhu, wrestler
Sakshi Malik, gymnast Dipa
Karmakar and shooter Jitu
Rai — with the Khel Ratna
after their performances at the
Rio Olympics.
But this year the awards
committee has recommended
five athletes — cricketer Rohit
Sharna, wrestler Vinesh
Phogat, paddler Manika Batra,
women’s hockey team captain
Rani Rampal and para-athlete
Mariyappan Thangvelu for the
county’s top sporting honour.
Sushil, who won a bronze in
2008 and a silver in the 2012
edition of the Olympic Games,
also did not understand why
athletes who have already
received the highest sporting
honour, were considered for an
award that sits lower on the
rung.
Malik and Mirabai Chanu,
who have won the Khel Ratna
in the past, applied for Arjuna
this year and the committee
recommended their names.
“Not only this, even it has
been noted that a performance
which has already fetched an
athlete award in the past, has
been considered again this
year,” said the 37-year-old.
Sushil is keen to earn
another shot at the Olympics
and is training at the
Chhatarasal Stadium.
He will see competition not
only from youngsters such as
Jitender Kumar but also old
rival Narsingh Yadav, who is
getting back to action in 74kg
after serving his four-year
doping ban.
