Job title: Human Resources Officer

Reporting to: Human Resources Manager

Role purpose
To ensure people management practices are of a high quality and support the aims and
values of the NMC, through providing professional HR advice and guidance to line
managers. Ensure compliance on all employment related policies and procedures in line
with legislation and best practice through coaching and supporting line managers. To
proactively contribute to the delivery of key objectives of the HR and OD team and
regularly participate and lead on HR projects when required.

Key accountabilities
 To provide advice and information on NMC policies and procedures including terms
and conditions. To work proactively with managers on:

- sickness absence and attendance management through analysing and


reporting on absence data and advising in relation to trigger points in order to
reduce organisational sickness rates.

- informal and formal capability management issues

- To provide practical guidance and advice under the NMC’s formal disciplinary
and grievance procedures ensuring best practice and compliance.

 Conduct management briefings linked to HR initiatives and policies.

 Co-ordination, planning and delivery of the HR induction for new staff along with any
other training needs identified.

 Establish effective relationships with external stakeholders, building and managing


relationships.

 To be responsible for the planning and leading on all recruitment and selection
processes for designated posts. Negotiating with recruitment advertisers and
agencies to ensure the organisation’s recruitment is cost effective and in
accordance with best practice.

 Attend and provide HR advice on formal employment related panels such as
disciplinaries, grievance, capability and absence management, ensuring managers
are briefed and follow the correct process.

 To advise managers on all employment related matters in line with current


legislation and best practice.

 Note taking at disciplinary and grievance hearings.

 To collate exit interview, statistical data and to identify trends and issues raising
concerns with the HR Manager.

 To make an active contribution to the development, review, implementation and


writing of HR policies and procedures.

 To be responsible for the preparation of statistical information to support the


organisation in workforce planning, contribute to the production of KPIs and produce
statistical reports as required and contribute to budget preparation...

 To contribute as required in allocated project work including research and


preparation of reports and assist others in the department with their projects.

 To contribute to the administration of the payroll provision ensuring deadlines are


met.

 To manage and maintain accurate and up to date employee records in the HR


system.

 Advise on pay and other remuneration issues, including promotion and benefits.

 To work proactively with the finance team, providing guidance and advice on the
organisation’s establishment

 Contribute to the development of the HR and OD section of the iNet.

 To deputise in the absence of the Senior HR advisor and to support and supervise
the work of the HR Assistant and cover when necessary.

 To take opportunities to actively participate in organisational wide activities on


behalf of the HR and OD Department.

Other responsibilities
There are a number of standard duties and responsibilities that all employees,
irrespective of their role and level of seniority within the NMC, are expected to be
familiar with and adhere to.

 Comply at all times with the requirements of health and safety regulations to ensure
their own wellbeing and that of their colleagues.

 Ensure confidentiality at all times, only releasing confidential information obtained
during the course of employment to those acting in an official capacity in
accordance with the provisions of the Data Protection Act 1998 and its
amendments.

 Comply with NMC protocols on the appropriate use of telephone, email and internet
facilities.

 Comply with the principles of risk management in relation to individual and


corporate responsibilities.

 Comply with NMC policies and procedures as compiled on the organisation’s


intranet.

Person specification
Job title: HR Officer

Qualifications and experience


 Educated to degree level or equivalent

 CIPD qualified or in the final stages of completing the qualification.

 Proven experience as a HR generalist

 Proven experience of managing complex employee relations

 Proven experience of producing and analysing statistical information and reports in


a timely and accurate manner

 Experience of writing HR policies and procedures

 Demonstrable experience of using HR database systems proactively

Skills, knowledge and abilities


 Excellent interpersonal skills with the ability to establish effective working
relationships with internal and external partners

 Excellent oral and written communication skills including presentation skills

 Excellent IT skills, Microsoft Office including Excel and Powerpoint

 Excellent planning and organisation skills with proven ability to prioritise and meet
deadlines

 Knowledge of current employment law and best practice

 Excellent note taking skills

 Ability to make sound judgments based on analysis of relevant facts

 Knowledge of budget processes
