2 MTLBE Essay 1

According to the World Health Organization, “Coronaviruses (CoV) is a large family of viruses
that cause illnesses ranging from the common cold to more severe diseases such as Middle East
Respiratory Syndrome (MERS-CoV) and Severe Acute Respiratory Syndrome (SARS-CoV).” A novel
Coronavirus was identified in Wuhan, Hubei in China the virus can be transmitted among people but
COVID-19 is comparatively less deadly than either SARS or MERS (Laurie Garrett)

As a citizen, I stand for the government not being accountable for the rising cases of Coronavirus
Disease (COVID-19), because they do their part in our country and the government has a several
measures imposed to mitigate the spread of COVID-19 in the Philippines including bans on travel
to mainland China, Hong Kong, Macau, and South Korea. Last March 7, 2020 the Department of
Health (DOH) raised "Code Red Sub-Level 1" with a recommendation to the President of the
Philippines to impose a "public health emergency" that authorizing the DOH to mobilize resources for the
procurement of safety gear and the imposition of preventive quarantine measures, also last March 9,
President Rodrigo Duterte issued Proclamation No. 922 declaring the country under a state of public
health emergency to prevent the spread of COVID-19. On March 12, 2020 during his public address on
the emergency President Duterte declared "Code Red Sub-Level 2" issuing a partial lockdown on Metro
Manila and extending the metropolis' class suspensions up to April 12 as recommended by the Inter-
Agency Task Force of Emerging Infectious Diseases (IATF-EID). The class suspensions were later
extended up to April 14 through a memorandum circular released by Malacañang on March 14. And we
as the people living in our country are more accountable and responsible for the spread and rising cases of
the virus, because the government is still a human there is a chances that they can also be infect by the
virus or disease, so if we do not cooperate the virus will spread past and be vital to everyone, also there is
a time that people are not following the instruction right away to prevent the damage or the virus.

According to Secretary Ano, People can go to work if necessary and people have the right to go
for medical assistance, but it is more importantly to stay home and practicing the social distancing. While
the virus can be deadly particularly for the elderly and those with other health problems, there still some
people has no symptoms or just a mild symptoms like fever and cough. Also, Local Government Units
and health care providers are ready to implement planned response measures. And they encourage
everyone to practice personal protective measures such as hand hygiene, social distancing, and proper
cough etiquette. Avoid unnecessary travel and postpone mass gatherings. It is our individual
responsibility to protect ourselves and the people around us. Only through collective action in our
communities will we be able to limit the spread of the virus,” (DOH_Philippines)
Thousands of Philippine Army and coast guard started sealing the densely the populated area in
Manila from domestic travelers. Mayors also announced plans to impose a night curfew in Metropolitan
Manila, who have been asked to stay home except for work and urgent errands under month long
restrictions that took effect Sunday. The measures involved suspending domestic travel by land, air and
sea. Large gatherings like concerts, movies and the like will be prohibited and most government work in
executive department offices will be suspended (WashingtonPost)

According to Nisperos, “You cannot just enforce a cure; You cannot use the power of the gun to
mitigate the spread of the disease. But this is what we’re looking at now.” And "To limit the spread of
the virus, we need to limit the movement of people. We are slowing down the movement of people in
