PAINTING

PART 1 - GENERAL

1.1 SUMMARY

A. This section includes, but is not limited to, the following:

1. Surface preparation, priming, and finishing of exposed interior surfaces.

2. Surface preparation, priming, and fishing specified in this Section are m


addition to shop priming and surface treatment specified under other
sections.

B. Paint exposed surfaces, except where the paint schedules indicate that a surface or
material is not to be painted or is to remain natural. If the paint schedules do not
specifically mention an item or a surface, paint the item or surface the same as
similar adjacent materials or surfaces whether or not schedules indicate colors. If
the schedules do not indicate color or finish, the Architect will select from
available standard colors and finishes

C. Consult the Specifications for work and materials of other trades to determine
requirements for finishing. Surfaces left unfinished by the requirements of other
Sections shall be finished as part of this work.

D. Painting is not required on prefinished items, concealed surfaces, certain exposed


surfaces, operating parts, and labels.

1. Prefinished items not to be painted, unless otherwise specified, include the


following shop finished components:

a. Toilet compartments (Section 10160 METAL TOILET COMPART-


MENTS).

b. Prefinished mechanical equipment (Division 15 MECHANICAL).

c. Prefinished electrical equipment (Division 16 ELECTRICAL).

d. Lighting fixtures (Section 16500 LUMINAIRES AND


ACCESSORIES).

2. Concealed surfaces not to be painted, unless otherwise specified, include


wall or ceiling surfaces in the following generally inaccessible areas:

a. Foundation spaces.

b. Furred areas.

c. Pipe spaces.

d. Interior of duct and pipe shafts and furred spaces, except adjacent to
registers and grilles.

e. Ceiling plenums.

f. Elevator shafts except where exposed to view at combination glass and


solid hoist ways.

3. Exposed surfaces not to be painted, unless otherwise specified, include the


following:

a. Non-ferrous metals.

b. Flooring.

c. Fireproofing.

4. Operating parts not to be painted include the following:

a. Value and damper operators.

b. Linkages.

c. Motor and fan shafts.

5. Labels: do not paint over Underwriters Laboratories, Factory mutual, or


other code-required or equipment name, identification performance rating,
or nomenclature plates.

1.2 REFERENCES

A. Foreign standards are referenced as they support the design intent. Alternate
standards may be proposed for consideration by the Architect. The Architect shall
be the sole judge as to where the proposed standards adequately support design
intent.

B. The work is subject to applicable portions of the following standards:

1. ASTM D 16 "Terminology Relating to Paint, Varnish, Lacquer, and


Related Products", American Society for Testing and Materials.
2. ASTM E 84 "Test Method for Surface Burning Characteristics of Building

1.3 DEFINITIONS

A. The term “finish system” as used herein includes primers, bond coats, emulsions,
enamels, sealers and fillers, and other applied materials, whether used as prime,
intermediate, or finish coats, for a specific application.

B. General: standard coating terms defined in ASTM D 16 apply to this Section.

C. Gloss ranges:

1. Flat refers to a lusterless or matte finish with a gloss range below 15


when measured at an85 degree meter.

2. Eggshell refers to low sheen finish with a gloss range between 5 and 20
when measured at a 60 degree meter.

3. Semi-gloss refers to medium sheen finish with a gloss range between


30 and 65 when measured at a 60 degree meter.

1.4 PERFORMANCE REQUIREMENTS

A. Finish systems shall comply with Federal, State, and local requirements for
volatile organic compound (VOC) content.

B. Interior finish systems shall have a flame spread rating of 25 or less in


accordance with ASTM E 84 and NFPA 255.

1.5 SUBMITALS

A. Submit manufacturer’s product with application and installation instructions


for all products in accordance with Section 01300 SUBMITTALS. Product

data shall include certifications and test reports necessary to show with
Contract Documents.

1. Provide the manufacturer’s technical information including label


analysis and instructions for handling, storage, and application of
each material proposed for use.

2. List each material and cross-reference the specific coating, finish


system, and application. Identify each material by the manufacturer’s
catalog number and general classification.

B. Submit the following samples in accordance with Section 01300


SUBMITTALS:

1. Samples for verification purposes: provide samples of each color and


material to be applied, with texture to simulate actual conditions, on
representative samples of the finish system (materials, manufacturers,
number of coats, etc.) shall be displayed on the back of each sample.

a. Provide stepped samples of each finish system, defining each


separate coat, including block fillers and primers. Use
representative colors when preparing samples for review. Resubmit
until required sheen, color, and texture are achieved. If a range of
color, grain, texture, or other characteristics may be anticipated in
the finished product, a sufficient number of range samples shall be
submitted to indicate the full range of such characteristics.

b. Provide a list of materials and application for each coat of each


sample.

Label each sample as to location and application.

Submit samples on the following substrates for the Architect's


review of color and texture only:

(1) Concrete: provide two samples for each color and finish, 100 x
100mm.
(2) Masonry: provide two samples of masonry, with mortar joint in

the center, for each finish and color, 100 x 200mm.


(3) Ferrous metal: provide two 300 x 300mm samples of flat metal
and two 300mm long samples of solid metal for each color and
finish.
(4) Painted plaster: provide two samples of each color and material
on plaster, similar to that specified for project, 300 x 300mm.
C. Submit complete painting schedule in accordance with Section 01300
SUBMITTALS.
Schedule shall detail finish system for each substrate in the same order as the
schedules used in this section. Include the following:
1. The specific products to be used for each coat.
2. Documentation that the manufacturer has reviewed and approved each
painting system.
3. Data pages for all products listed.
4. On one set of data pages, highlight the following:
a. Type of resin.
b. Dry film thickness.
c. Volume solids.
d. Gloss range.
D. Submit the manufacturer's written certification that each finish system is
appropriate for the intended application and that materials used within each finish
system are compatible with each other.
E. Submit the manufacturer's written certification that products used on the project
meet or exceed fire resistance requirements. Submit current test data if requested.
F. Submit record product data and a painting schedule of applied products, including
locations and substrate materials. Submit in accordance with Section 01700
CONTRACT CLOSEOUT.
1.6 QUALITY ASSURANCE
A. Before starting the work, arrange a pre-construction meeting with the Architect,
the Contractor, applicator, and manufacturers to discuss construction procedures,
specifications, surface readiness, application, and material storage and
protection.
B. Applicator qualifications: engage an experienced applicator who has completed

painting system applications similar in material and extent to those indicated for
the Project that have resulted in a construction record of successful in-service
performance.
C. Source limitations: obtain block fillers, primers, and undercoat materials for each
coating system from the same manufacturer as the finish coats.
D. Coordination of work: review other sections in which primers are provided to
ensure compatibility of the total system for various substrates. On request,
furnish information on characteristics of finish materials to ensure use of
compatible primers.
E. Notify the Architect about anticipated problems using the specified materials
over substrates primed by others.
F. Benchmark samples (mockups): provide a full-coat benchmark finish sample of
each type of coating and substrate required on the Project.
1. The Architect will select one room or surface to represent surfaces and
conditions for each type of coating and substrate to be painted.
a. Ceiling surfaces: provide samples on at least 9 sq. m of ceiling
surface.
b. Small areas and items: the Architect will designate an item or area
as required.
2. After permanent lighting and other environmental services have been
activated, apply coatings in this room or to each surface according to
the Schedule or as specified. Provide required sheen, color, and
texture on each surface.
a. After finishes are accepted, the Architect will use the room or
surface to evaluate coating systems of a similar nature.
3. Final approval of colors will be from job-applied samples.
1.7 DELIVERY, STORAGE, AND HANDLING
A. Materials shall be delivered to the project site in the manufacturer's original
packaging with the following information clearly identified:
1. Product name or title of material.
2. Product description (generic classification or binder type).
3. Manufacturer's stock number and date of manufacture.
4. Contents, by volume, of pigment and vehicle constituents.

5. Thinning instructions.
6. Application instructions.
7. Color name and number.
8. VOC content.
B. Comply with manufacturer's instructions for storage and handling. Store
materials not in use in tightly covered containers· in a well-ventilated. Maintain
containers used in storage in a clean condition, free of foreign materials and
residue. Protect from freezing.
C. Materials shall not be mixed or applied in an area with finished flooring without
providing adequate protection.
D. Keep storage area neat and orderly. Remove oily rags and waste daily. Take
necessary measures to ensure that workers and work areas are protected from fire
and health hazards resulting from handling, mixing, and application.
1.8 PROJECT CONDITONS
A. Apply water-based paints only when the temperature of surfaces to be painted
and surrounding air temperatures are between 10 deg C and 32 deg C.
B. Apply solvent-thinned paints only when the temperature of surfaces to be painted
and surrounding air temperatures are between 7 deg C and 35 deg C.
C. Do not apply paint in rain, fog, or mist, or when the relative humidity exceeds 85
percent, or at temperatures less than 3 C deg above the dew point, or to damp or
wet surfaces.

1.9 WARRANTY
A. Submit a written warranty for work under this section for 2 years in accordance
with GENERAL CONDITIONS. The warranty shall be in addition to and not a
limitation of other rights which the Owner may have against the Contractor
under the Contract Documents.
B. Repairs and replacements made under the warranty shall bear an additional
warranty of 1 year or longer period standard with the manufacturer.

PART 2 - PRODUCTS
2.1 MANUFACTURERS
A. The following manufacturers are acceptable, subject to compliance with the
Contract Documents:
1. Dayton Superior Corporation (Dayton).
2. ICI Paints/Devoe Coatings (ICI).
3. Jotun A/S (Jotun).
4. Benjamin Moore & Co. (Moore).
5. Pratt & Lambert, Inc. (P & L).
6. ProSoCo, Inc.(ProSoCo).
7. Sherwin-Williams Co. (S-W).
8. Sonneborn Building Products Division of ChernRex (Sonneborn).
9. Tnemec Co., Inc. (Tnemec). Valspar Corp. (Valspar)
B. Interior concrete:
1. Concrete, clear sealer, flat (water based):
a. First and second coats - acrylic masonry sealer.
(1) "White Roc WIt (Sonneborn).
(2) "Safe Seal Heavy Duty (J-24 HD)" (Dayton). (3) "Block Guard
WB" (ProSoCo).
C. Exterior cement plaster and interior gypsum board
1. Plaster walls and gypsum board partitions, eggshell (latex):
a. Primer coat - recommended by the finish coat manufacturer.
b. Second coat - latex paint.
(1) "Vapex Flat Wall Finish" (P & L).
(2) "Pro-Mar 200 Latex Flat B30W200" (S-W).
(3) "Moorcraft Vinyl Latex Flat, 275" (Moore).

a. Primer coat - recommended by the finish coat manufacturer.

PART 3 - EXECUTION
3.1 EXMINATION
A. Examine substrates and conditions under which painting will be performed for
compliance with paint application requirements. Surfaces receiving paint shall be
thoroughly dry before paint is applied.

3.2 PREPARATION
A. General: remove hardware and hardware accessories, plates, machined surfaces,
lighting fixtures, and similar items already installed that are not to be painted, or
provide surface-applied protection prior to surface preparation and painting.
Following completion of painting operations in each space or area, items shall be
reinstalled by workers skilled in the involved trades.
B. Cleaning: before applying paint or other surface treatments, clean the substrates
of substances that could impair the bond of the various coatings. Remove oil and
grease prior to cleaning. Schedule cleaning and painting so dust and other
contaminants from the cleaning process will not fall on wet, newly painted
surfaces.
C. Surface preparation: clean and prepare surfaces to be painted according to the
manufacturer's instructions for each particular substrate condition and as
specified.
1. Incompatible primers: provide barrier coats over incompatible primers or
remove and reprime. Notify the Architect in writing about anticipated
problems using the specified finish coat material with substrates primed by
others.
2. Cementitious materials: prepare concrete, concrete unit masonry, cement plaster,
and mineral-fiber-reinforced cement panel surfaces to be painted. Remove
efflorescence, chalk, dust, dirt, grease, oils, and release agents. Roughen, as
required, to remove glaze. If hardeners or sealers have been used to improve

curing, use mechanical methods of surface preparation.


a. Use abrasive blast-cleaning methods if recommended by the paint
manufacturer.
b. Determine alkalinity and moisture content of surfaces by performing
appropriate tests. If surfaces are sufficiently alkaline to cause the finish
paint to blister and burn, correct this condition before application. Do
not paint surfaces where moisture content exceeds that permitted in
manufacturer's printed directions.
3. Ferrous metals: clean ungalvanized ferrous metal surfaces that have not been
shop coated. Remove oil, grease, dirt, loose mill scale, and other foreign
substances. Use solvent or mechanical cleaning methods that comply with
recommendations of the Steel Structures Painting Council (SSPC).
a. Touch up bare areas and shop-applied prime coats that have been
damaged.
Wire-brush, clean with solvents recommended by the paint manufacturer,
and touch up with the same primer as the shop coat.
D. Materials preparation: carefully mix and prepare paint materials according to
manufacturer's directions.
1. Maintain containers used in mixing and applying paint in a clean condition,
free of foreign materials and residue.
2. Stir material before application to produce a mixture of uniform density; stir as
required during application. Do not stir surface film into material. Remove film
and, if necessary, strain material before using.
3. Use only thinners approved by the paint manufacturer and only within
recommended limits.
E. Tinting: tint each undercoat a lighter shade to facilitate identification of each coat
where multiple coats of the same material are applied. Tint undercoats to match the
color of the finish coat, but provide sufficient differences in shade of undercoats to
distinguish each separate coat.
3.3 APPLICATION
A. General: apply paint according to manufacturer's directions. Use applicators and
techniques best suited for substrate and type of material being applied.
1. Paint colors, surface treatments, and finishes are indicated in the schedules.

2. Provide finish coats that are compatible with applied primers.


3. The number of coats and the required film thickness are the same regardless of
the application method. Do not apply succeeding coats until the previous coat
has cured as recommended by the manufacturer. Sand between applications
where sanding is required to produce a smooth even surface according to the
manufacturer's directions.
4. Apply additional coats if undercoats, stains, or other conditions show through
final coat of paint until paint film is of uniform finish, color, and appearance.
Give special attention to ensure that formed surfaces, including edges, corners,
crevices, welds, and exposed fasteners, receive a dry film thickness equivalent
to that of flat surfaces.
5. Paint surfaces which are visible when permanent or built-in fixtures, grilles,
and similar components are in place. Extend coatings into these areas, as
required, to maintain system integrity and provide desired protection.
6. Paint surfaces behind movable equipment and furniture the same as similar
exposed surfaces. Before the final installation of equipment, paint surfaces
behind permanently fixed equipment or furniture with prime coat only.
7. Paint interior surfaces of ducts, where visible through registers or grilles, with
a flat, nonspecular black paint.
8. Paint back sides of access panels and removable or hinged covers to match
exposed surfaces.
9. Paint closets and other unidentified areas same as adjoining areas.
10. Sand lightly between each succeeding enamel or varnish coat.
11. Omit primer on metal surfaces that have been shop-primed and touch-up
painted.
12. Do not paint over dirt, rust, scale, grease, moisture, scuffed surfaces, or
conditions detrimental to formation of a durable paint film.
B. Mechanical and electrical work: painting mechanical and electrical work is limited
to items, both bare and insulated, which are exposed in mechanical and electrical
equipment rooms and in occupied spaces.
C. Scheduling painting: apply first coat to surfaces that have been cleaned,
pretreated, or otherwise prepared for painting as soon as practicable after
preparation and before subsequent surface deterioration.

1. Allow sufficient time between successive coats to permit proper drying. Do not
recoat until paint feels firm, does not deform or feel sticky under moderate
thumb pressure, and where application of another coat of paint does not cause
the undercoat to lift or lose adhesion.
D. Application procedures: apply paints and coatings by brush, roller, spray, or other
applicators according to the manufacturer's directions.
1. Brushes: use brushes best suited for the applied material.
2. Rollers: use rollers of carpet, velvet back, or high-pile sheep's wool as
recommended by the manufacturer for the required material and
texture.
3. Spray equipment: use airless spray equipment with orifice size as
recommended by the manufacturer for the required material and
texture.
E. Minimum coating thickness: apply materials no thinner than the manufacturer's
recommended spreading rate. Provide the total dry film thickness of the entire
system as recommended by the manufacturer.
F. Block fillers: apply block fillers to concrete masonry block at a rate to ensure
complete coverage with pores filled.
G. Prime coats: before applying finish coats, apply a prime coat of material, as
recommended by the manufacturer, to material that is required to be painted or
finished and that has not been prime-coated by others. Recoat primed and sealed
surfaces where evidence of suction spots or unsealed areas in first coat appears,
to ensure a finish coat with no bum-through or other defects due to insufficient
sealing.
H. Completed work: match approved samples for color, texture, and
coverage. Remove, refinish, or repaint work not complying with
specified requirements.
3.4 FIELD QUALITY CONTROL
A. Field samples: duplicate finishes of prepared samples on wall surfaces and other
exterior and interior components. Provide full-coat finish samples until required
sheen, color, and texture are obtained. Simulate finished lighting conditions for
review of inplace work.
1. The Architect will select one room to represent interior surfaces and

conditions for each type of coating and substrate to be painted. Apply


coatings in this room on at least 9 sq m of surface according to the schedule
or as specified. After finishes are accepted, this room will be used to
evaluate coating systems of a similar nature elsewhere in the Project.
2. Final acceptance of colors will be from field applied samples.

B. Field testing: The Owner reserves the right to require the following test
procedure at any time and as often as the Owner deems necessary during the
period when paint is being applied:
1. Engage the services of an independent testing agency to sample the paint
material being used. Samples of material delivered to the Project will be
taken, identified, sealed, and certified in the presence of the Contractor.
2. The testing agency will perform appropriate tests for the following
characteristics as required by the Owner:
a. Quantitative materials analysis.
b. Abrasion resistance.
c. Apparent reflectivity.
d. Flexibility.
e. Washability.
f. Absorption.
g. Accelerated weathering.
h. Dry opacity.
i. Accelerated yellowness.
j. Recoating.
k. Skinning.
l. Color retention.
m. Alkali and mildew resistance.
3. If test results show material being used does not comply with specified
requirements, the Contractor may be directed to stop painting, remove
noncomplying paint from the site, pay for testing, and repaint surfaces
previously coated with noncomplying paint. If, upon repainting with
specified paint, the two paints are incompatible, remove noncomplying
paint from previously coated surfaces before repainting.

3.5 CLEANING
A. After completing painting, clean glass and paint-spattered surfaces. Remove
spattered paint by washing and scraping. Be careful not to scratch or damage
adjacent finished surfaces.
B. At the end of each work day, remove empty cans, rags, rubbish, and other
discarded paint materials from the site.
3.6 PROTECTI0N
A. Furnish drop cloths, masking, or other means of protection for finished
surfaces during the work. If finished surfaces are damaged, correct the
damaged surfaces or replace the damaged materials, making good any damage
to other work in connection therewith.
B. Protect work of other trades, whether being painted or not, against damage by
painting.
Correct damage by cleaning, repairing or replacing, and repainting, as
acceptable to The Engineer.
C. Provide "Wet Paint" signs to protect newly painted finishes. Remove
temporary protective wrappings provided by others to protect their work after
completing painting operations.
D. At completion of construction activities of other trades, touch up and restore
damaged or defaced painted surfaces.
