Why this happens ?

Because, SAP is trying to hook up with

external tax vendor to determine
Jurisdiction code.
But, it is not able to reach the external
tax vendor. ( eg., vertex )
 Solution

SAP VERTEX

If you are trying to just practice SAP in

an IDES system, you can turn this
integration off using 2 methods.
Method 1 – De-activate the link
