Question no 1
What problems do you see emerging from a project such as
SBInet where the government allows the contractor to
determine scope, manage all contractor relations, and decide
how to share project status information with oversight
bodies?
Answer:
It is critical in the project development to oversight the all bodies
engaging in the project formation. At the first phase the technical
decisions are implemented that froze the overall scope of the project
and determined the viability of the project efficiency of project as well
as capabilities of the project to lead in the routine. That is why
government gave the authority to the contractor without any check
and balance. The opened the way for over runner. And in the result
they are executed he project with poor technical quality and loss of
accountability. In this situation the project should stop or cancelled as
early as it possible to over come the end results. But funded project
leads to more destructive in such manner.

Question no 2
Consider the following two arguments: “The failure of SBInet was due
to poor scope management” versus “SBInet failed because of poor
oversight and project controls.” Take one side or the other in this
argument, and justify your response.
Answer:
In case the project was poorly scoped. The project was completely
leaded poorly by technical issues the reason is miss interpretation of
poor technical system for developing and maintaining the virtual fence
across the border. On the other hand there was a continued lack of
oversight of the project. Whereas the pilot project on the 28 - miletest
section has many flaws and not demonstrated well equipped and has
many flaws in it . Moreover there are more issues that arises at the very
first phase of the project. When Boeing was vetting suppliers trying to
check the project scope and creating the management structure to
overrun the poor project.
