A. Organizational Structureof BFP

The present BFP is the former Fire Service under the Philippine Constabulary-Integrated National Police
organized under Presidential Decree No. 765, passed on August 8, 1975 which constituted the
Integrated National Police with the Philippine Constabulary as nucleus and all city and municipal police,
fire departments and jails as components to facilitate the establishment of a cohesively organized and
effectively directed police organizations. In August 1990, BFP was created as a separate and distinct
agency under the DILG with passage of Republic Act 6975, pursuant to Section 53 to 59 Chapter IV
initially consisting of uniformed personnel from the fire service component of the PC-INP.

In CY 2004, RA 9263 was enacted into law and provides that the fire Bureau shall be headed by a Fire
Chief who is assisted by two Deputy Chief, one for Administration and another for Operations, and one
Chief of Directorial Staff, all of whom are appointed by the President upon the recommendation of the
DILG Secretary from among the qualified officers with the rank of at least Senior Superintended in the
BFP.

The second officer in command of the BFP is the Deputy Chief of Administration, the third officer in
command is the Deputy Chief of Operations and the fourth officer in command is the Chief of the
Directorial staff, all of whom carry the rank of chief Superintendent.

The Head of the Directorial Staff is known as the Chief of Directorial Staff and assisted by six Directors of
Directorates, as follows: Director for Administration, Director for Logistics, Director for
Comptrollerships, Director for Plans and Programs, Director for Operations and Director for Fire Safety
and Preventions.

There are 13 Division Chiefs directly under the functional grouping of each Directorial Staff, as follows:

The National Headquarters serves as the Command and the Directorial staff Office of the BFP, and is
composed of the Command Group, Directorates and Support Services/ Unit staff under the office of the
Fire chief.

The BFP operates and maintains Regional Offices which are practically mirror images of the BFP NHQ in
each of the 17 administrative regions of the country, headed by a Regional Director for Fire Protection,
with the rank of at least Senior Superintended. The Regional Director is assisted by an Assistant
Regional Director for Operations and Assistant Regional Director for Administrations, and Regional Chief
of Directorial Staff, who are all officers with the rank of at least Superintendent. The general
administrative functions of the regional offices are being handled by four divisions with their component
sections.

The BFP Provincial/District Fire Marshals, with the rank of at least Chief Inspector, is tasked to exercise
administrative supervision of the implementation of fire stations in all cities and municipalities within its
territorial jurisdiction.

The BFP city and municipal fire stations are headed by City or Municipal Fire Marshals with the rank of at
least Chief Inspector and Senior Inspector, respectively. A typical station has one administrative and two
operations branches.

The BFP has 17 regional offices each headed by a Regional Director and assisted by Deputy Regional
Director for Administration and Deputy regional Director for Operations. The Regional Directorial staff is
headed by the Regional chief of Directorial Staff and assisted by four chiefs of division as follows:
