TIME: 1400hrs
ATTENDANCE
The meeting commenced at 14:50hrs with a prayer from Mr. Daniel Okeboh.
The Project Manager, Osas Enabulele greeted everyone, introduced himself and also granted audience
for a formal introduction of one another. He shed light on the reasons for convening the meeting not
failing to acknowledge the sustaining cooperation of KWALE community and her inhabitants.
The KWALE community chairman started by mentioning the key reasons bothering the community as
thus;
The chairman listed the employment positions to be occupied by the community members as;
The Project Manager Osas Enabulele clearly stated that, as against the content of NOAC/AMAZON-
KWALE FLARE DOWN PROJECT contract which entitles them to the entire operational quarters of three
(4) blocks of 6 rooms each (24 rooms in total), including kitchen area, laundry area, office area,
recreation room and mess rooms; INDEXPRO Int’l Services Limited currently occupies only six (6) rooms
and one (1) room office space. In line with this, he cited that INDEXPRO Int’l Services Ltd only requires
the services of:
1. Eight (8) Welders, Six (6) Fitters, Six (6) Helpers, Three (3) Scaffolder, and Three (3) Riggers)
2. One (1) HSE Officer and One (1) Community Liaison Officer (CLO) in the person of Mr. Macbeth
as proposed by the community.
3. Noting that this employment will take effect when INDEXPRO Int’l Services Ltd Mobilizes to for
Piping and Structural Installation works at the NAOC Gas plant at KWALE.
4. One (1) room-boy and One (1) Gardner which are already closed out.
5. No cooks as the current base staff feed from NAOC catering unit.
After a period of twenty (20) minutes interlude observed by the community members with which they
deliberated on the issues in their local dialect, they came up with a decision as thus;
i. That they will verify the authenticity of INDEXPRO’s claim that they only need the services of
one (1) gardener who will cater for just the immediate surroundings of the current block of six
(6) rooms being currently occupied by INDEXPRO.
ii. That the store-keeper must be employed to take care of material/item/stock handling and
receipt, no matter how small/ insignificant INDEXPRO claims that the store is.
iii. That INDEXPRO must have an understanding with the community proposed mechanic to handle
matters of vehicle repairs by which a quarterly (3-months) payment will be agreed upon.
The chairman also mentioned that it was previously agreed upon in a meeting on the 30 th of August,
2018, that the community will provide vendors for provisions and toiletries supply, bus hire, Passport 19
(base crew boat) hire and lube oil supply.
Mr Datubor Ojokojo responded and asked who the toiletries and provisions will be supplied to; pointing
out that there are only three rooms currently being occupied by INDEXPRO personnel at the base and as
such, a service of that nature is not needed. He also categorically stated that INDEXPRO does not need
the services of a bus, as the client has taken responsibility of their staff, contractors and sub-contractor’s
transportation/logistics Management and that the company owns its own Toyota Hilux pick-up as the
means of movement in and around the Gas plant if need be.
The community Vice-chairman responded on behalf of the community saying that the issue of provision
and toiletries supply has thus been ruled out but that the community must provide the services of a
Toyota Hilux pick-up which is seen as required for the operations of INDEXPRO, whether or not
INDEXPRO need it. He threatened that INDEXPRO either accepts the offer alongside their own hilux or
stand the risk of the community impounding the INDEXPRO owned Toyota Hilux pick-up. He gave a
deadline date of 31st of October 2018 for close out on this matter.
SALARY STRUCTURE
The salary structure proposed by the community read out by the chairman and the Project Manager’s
response of INDEXPRO’s structure is as indicated below;
The community through the chairman requested for another extension of the grace periodfrom 30 th of
October 2018 to November 2018 to enable all affected community employees to authenticate their
forged certificates. He pleaded that failure to close out the authentication will amount to an outright
dismissal and replacement of such an employee.
Lastly, the chairman expressed gratitude and satisfaction with the commitment and the way INDEXPRO
Management responded to community related issues pointing out the fact that, INDEXPRO is one of the
few contractors who took the initiative to approach the community without being summoned by the
community and finally urged INDEXPRO to keep up the good gesture while he assured INDEXPRO of a
smooth and cordial relationship between the Host community and INDEXPRO
The meeting was adjourned by 17:42hrs with a closing prayer from Mr. Sam Ejimgini.
