forwarding, transportation, unloading and supply on FOR destination site basis of ,
testing,installation and commissioning of fully automatic capacitance and tan delta
with variable test signal frequency test kits for Substations of POWERGRID in
Southern Region Transmission System-I.

Dear Sirs,

1.0 We, the undersigned Bidder, have read and examined in detail the
specification and documents of fully automatic capacitance and tan delta
with variable test signal frequency test kits for Substations of
POWERGRID in Southern Region Transmission System-I and hereby
propose to do design, manufacturing, testing, insuring, packing, loading,
forwarding , transportation, unloading and supply on FOR destination
site basis and testing,installation and commissioning of fully automatic
capacitance and tan delta with variable test signal frequency test kits for
the subject package as detailed in specification and documents.

2.0 PRICES AND VALIDITY


2.1 All prices and price components stated are firm and not subject to any price
adjustment, in line with the bidding documents. All the prices and other
terms and conditions of this proposal are valid for a period of six (6)
calendar months from the date of opening of the bids. We further declare
that prices stated in our proposal are in accordance with your "Instruction
to Bidders" included in the Conditions of Contract, Volume-I of bidding
documents.

2.2 We do hereby confirm that our lump sum Bid price quoted in Schedule-1
includes all the import duties and levies including license fees lawfully
payable by us on imported items and other taxes, duties and levies
applicable on bought-out components, materials, equipment and other
items and confirm that any such taxes, duties and levies additionally
payable shall be to our account. We further confirm that no taxes and duties
(except Octroi/entry tax) shall be payable by Employer for bought-out
items which are dispatched by our sub-supplier directly to the project site
on sale-in-transit basis. We understand that we shall be provided necessary
concessional sales tax declaration form, as concessional sales tax has been
included in our bid price for such sale-in-transit transactions. Octroi/entry
tax as applicable for destination site/state on bought-out finished items,
which shall be dispatched directly from our sub-vendor's works to
Employer's site (sale-in-transit) are not included in the bid price and the
same has been indicated separately in Schedule-1. We understand that the
applicable Octroi/entry tax in respect of such items of supply would also be
reimbursed to us by the Employer subject to furnishing of documentary
proof.
2.3 All taxes and duties such as excise duty, sales-tax (but not surcharge in lieu
of sales-tax) octroi duty, local taxes and other levies, if any, applicable
solely on the transactions between the Employer and ourselves and also
Octroi/entry tax as applicable for destination site/state on bought-out
finished items as applicable on the date of bid opening shall be to
Employer's account and the same are not included in our bid price and are
separately indicated in Schedule-2.
2.4 We further confirm that our prices are inclusive of Service tax and
surcharge/cess on it, if any and Employer shall have no liability on this
account, whatsoever.
2.5 The price components are indicated in Schedule-1 to 4 of this proposal.
3.0 We have studied clause 15.0 of Section INB, Volume-I of the bidding
documents relating to Taxes & Duties and we hereby, declare that if any
income-tax, surcharge on income-tax or any other corporate tax is attracted
under the law, we agree to pay the same.

We have also ensured that the above bid guarantee furnished by us is in


line with the bidding documents and complete in the following respects:

1. Value of non-judicial stamp paper, purchased in the name of


executing bank, is as per Stamp Act.

2. Power of Attorney no. and date as well as signature and full name &
designation of executant along with Bank's stamp.

3. Signature, full name, designation and address of witness.

4. Complete mailing address with Fax no. of the Head Office of the Bank
is indicated.

5.0 DEVIATIONS

5.1 We declare that the works shall be performed strictly in accordance with
the specifications and documents except for the variations and deviations,
all of which have been detailed out exhaustively in the following schedules,
irrespective of whatsoever has been stated to the contrary elsewhere in our
Bid.

*5.2 We confirm that specified stipulation of the following Clauses are


acceptable to us and no deviation/exceptions are taken on any account

*5.3 In line with Clause 11.4 of Section-INB, Conditions of Contract, Volume-I of


the bidding documents, we have declared the withdrawal price in
Schedule-6 for the deviations taken against the Clauses mentioned at
Clause No. 11.4, INB, Volume-I.
We undertake to execute the contract in line with the provisions of these
clauses in case POWERGRID agree to bear the withdrawal cost.

5.4 Further, we agree that additional conditions, deviations, if any, found in
our bid other than those stated in Deviation Schedules, save that pertaining
to any rebates offered, shall not be given effect to.

6.0 PERFORMANCE GUARANTEE

We declare that the ratings and performance figures of the fully automatic
capacitance and tan delta test kits to be furnished by us are guaranteed.
The technical particulars of fully automatic capacitance and tan delta test
kits are guaranteed by us in Technical Data Sheets .

7.0 BID PRICING


We further, declare that the prices stated in our proposal are in accordance
with your 'Instructions to Bidders' included in Conditions of Contract,
Volume-I of the bidding documents.

8.0 PRICE ADJUSTMENT

We declare that our price components are on firm price basis and no price
adjustment shall be allowed under this contract.

9.0 ADDITIONAL INFORMATION

9.1 In addition to the information called for in these proposal sheets, we have
included with this Bid, information as listed in Schedule-8. We further

confirm that such additional information does not imply any additional
deviation beyond those covered in Schedule-5, 6 & 7 and in case of any
contradiction between these additional information and other provisions of
Bid, the latter will prevail.

10.0 QUALIFICATION DATA

10.1 We confirm having submitted the Qualification Data in two Copies, as


required by you in your 'Instruction to Bidders' included in Conditions of
Contract and the Special Conditions of Contract in a separate envelope
along with this Bid. Further we have filled in the information for
qualification requirements in Schedule-9. In case you require any further
information in this regard, we agree to furnish the same.

11.0 WORK SCHEDULE

If this Proposal is accepted by you, we agree to submit engineering data,


provide services and complete entire work, in accordance with Schedules
indicated in the Bid. We fully understand that the time schedule stipulated
in this Bid is the essence of the Contract, if awarded. The completion
schedule of the various key phases of the work is indicated in Schedule-10.

12.0 CONTRACT PERFORMANCE GUARANTEE

We further agree that if our proposal is accepted we shall provide an


irrevocable Contract Performance Guarantee, of value equivalent to ten
percent (10%) of the Contract Price valid up to the end of ninety (90) days
after the end of the contract warranty period in the form of

in your favour and enter into a formal agreement with you within thirty
(30) days from the date of issue of Letter of Award of Contract.

13.0 BID PRICE

We declare that our lump sum price for the entire scope of work specified
in the bidding documents, shall be as indicated in Schedule-1.

14.0 INFORMATION REGARDING EX-EMPLOYEES OF POWERGRID

We have furnished in the Schedule-12, information regarding Ex-employees


of POWERGRID who had retired/resigned at the level of General Manager
and above from POWERGRID and subsequently have been employed by
us.

15.0 CHECK LIST

We have included a check list duly filled in Schedule-13.

16.0 We, hereby, declare that only the persons or firms interested in this Bid as
principals are named herein and that no other persons or firms other that
those mentioned herein have any interest in this Bid or in the Contract to be
entered into, if we are awarded the Contract, and that this proposal is made
without any connection with any other persons, firm or party likewise
submitting a Bid and that this Bid is in all respect for and in good faith,
without collusion or fraud.
