TOURISM FLOWS IN COLOMBIA


HEADLINES
▪ Inbound arrivals decline during 2019, with a 7% reduction in the number of trips, to reach 3.9
million
▪ Venezuela remains the largest source market in 2019, followed by the US; however, smaller
source markets such as Yemen and Turkmenistan see far higher growth in arrivals
▪ Inbound arrivals is expected to record a volume CAGR of 1% over the forecast period, to
reach 4.1 million trips in 2024

Arrivals Decline, But Growth Is Expected To Resume in the Forecast


Period
Inbound arrivals saw a decline in 2019, for the first time in many years. This was mainly due
to a reduction in arrivals by land. The main contributory factor was the strong decline in
Venezuelan tourists. In 2019, most people who arrived in Colombia from this country were not
tourists, but refugees, and are therefore not included in Euromonitor data. It is also hard to
determine who may have entered the country as tourists in previous years, but then stayed in
the country illegally, as they did not want to return due to the economic problems in Venezuela.
In addition, Peru was increasingly preferred as a destination by international tourists, as it has a
strong economy and benefited from good exchange rates. The US is one of the key source
markets for Colombia, and growth in arrivals from this country slowed considerably in 2019. This
was because the US raised a travel advisory for visits to Colombia, as hard-line conservative
Iván Duque won the presidential election and the peace treaty with FARC was threatened.
Outbound departures continued to increase in 2019. The elimination of tourist visas for
Colombians visiting some 30 European countries made outbound travel easier, as did the
improvement of air connections. Domestic tourism also increased, due to infrastructure
developments, rising incomes and the better security situation.
The number of inbound tourists is expected to increase in the forecast period, as a result of
the improving socioeconomic and political conditions and perceived greater security. However,
an important factor will be whether the peace treaty with FARC endures, which remains to be
seen. A challenge will also be to improve the quality of services provided, because the boom in
demand cannot be met with low-quality services. Not all the current services are formal and
legal, and tourists may find that they do not always meet expectations. This will attract
investment for tourist services that connect customers with a quality offer throughout the
country.

Growth in Air and Water Arrivals, But More Work and Promotion Needed
Despite the decline in overall inbound arrivals in 2019, air and water arrivals continued to
increase in Colombia. The air infrastructure improved in Colombia in recent years, even
becoming a hub in South America for international air traffic. In addition to large cities,
improvements were also seen at airports in mid-sized cities. Nevertheless, the poor
development of smaller airports prevents the wider distribution of inbound tourists. Smaller
airports in the country often do not meet the standards to achieve international certification to
receive flights. Where regional airports are available, there is the perception of lower service

quality amongst inbound or domestic tourists, with old terminal facilities, narrow runways, and
poor conditions for travellers. Although the government has implemented an ambitious plan to
upgrade 15 regional airports and improve service quality, upgrading is expected to take years.
The growth in water arrivals can be attributed to the upgrading of seaports in cities such as
Cartagena, San Andrés and Santa Marta, which is encouraging international cruise lines to
increase their frequency of travel to these attractive Colombian coastal cities. Cartagena
receives the most cruise passengers, as it has four docks which can operate simultaneously.
However, the supporting infrastructure at the terminal is not well-developed, and needs further
development. The port is also under-used, operating at full capacity for only three days a year.
Although international tourists enjoy cruises, it is not in the travel culture in Colombia to take
cruises. Promotion is needed to attract more international and Colombian tourists and energise
the cruise segment, ensuring better use of these ports.

Growth in Business Arrivals Hampered by Bureaucracy


Business arrivals saw strong double-digit growth in most years of the review period, thanks to
an improving business climate and overall economic growth. Indeed the World Bank has said
that Colombia leads the region of Latin America and the Caribbean in terms of efforts to improve
the business environment, generate jobs, attract investments and become more competitive.
However, a decline in business arrivals was seen in 2019. Despite several fiscal reforms and
changes in the parties and political trends in the government in recent years, Colombia has
seen relative stability in the business climate; but this has been negatively affected by the
perception of burdensome bureaucracy to conduct business in the country. The government has
been working on simplifying the paperwork, but this was still work in progress in 2019,
discouraging some potential external investment in Colombia. Indeed, Colombia fell six
positions in the ranking in the World Bank's Doing Business 2018 report, to 59. Nevertheless, it
improved in the ranking in areas such as entrepreneurship. It remains to be seen whether the
new government will have an effect on business tourism.
